AUSTIN—Sulphur River Basin Authority
Board Member Bret McCoy testified before
the Texas Senate Nominations Committee
Thursday in a confirmation hearing for his
at-large position on the board.
McCoy, of Omaha, Texas, was appointed
to the board March 23, 2016, by Gov. Greg
Abbott. He came on near the end of a Texas
Sunset Committee Review, which deter-
mined the organization needed a major
overhaul, including adherence to the Texas
Open Meetings Act, board training and
transparency with stakeholders and the
public. The report also included the group’s
need to hire an executive director and seek
outside funding other than from the Joint
Commission for Program Development,
which comprises five entities in the Dallas
Metroplex seeking water for their growing
populations.
