Introduction
Waukesha County, Wisconsin is a County of approximately 385,000 residents that is one of the
fastest growing counties in Wisconsin both in population and in business expansion. The County has
sustained modest business and residential growth for the last several years that is expected to
continue. The County is very fiscally sound maintaining a AAA/Aaa bond rating (one of only about
40 county government agencies in the entire nation) and having the second lowest tax rate in the
entire State.
To support the technology needs of the departments and citizens within the County, the County
operates an Information Technology department that is a division within the Department of
Administration. The IT Manager reports directly to the Director of Administration who reports to
the County Executive. The division employs approximately 40 staff who provide a variety of
business application, infrastructure and business support services. There are additional staff within
the County who are designated as IT coordinators that interact with County IT to assist their
respective departments in managing technology-related functions.
Over the last few years, the County has increasingly embraced the development of Strategic
Business Planning to manage growth within the County and associated demand for County services.
Within the County Budget Book, departments are required to define how their activities support the
seven County-Wide Strategic Outcomes through the use of objectives, key outcome indicators and
performance measures. As a result of the growth and increased demand for services, the need for
the County to become efficient and effective in delivering these services while remaining fiscally
sound has presented challenges to the departments. Consequently, the demand for using
technology to support efficiency and effectiveness in delivering services has increased.

County Technology Directional Statements
During the course of developing the Plan, there was a desire to ensure that the
identified County IT goals, objectives and initiatives were in alignment with the
County's Strategic County Outcomes and County Core Values that are noted as
follows:

County Technology Vision Statement - To provide IT customers including
citizens, businesses, County employees and other stakeholders with quality,
value-added information-based services, delivered in a timely, cost-efficient,
user friendly, and accessible manner.
Information Technology Mission Statement - The Information Technology
Division partners with our customers to identify and resolve business challenges
through the deployment of technology, where appropriate. The Information
Technology Division also promotes and initiates enhancements and efficiencies
that enable better services and self-sufficiency of County departments and
ultimately the stakeholders of Waukesha County while providing core IT services
in the most efficient and effective manner possible.
County Technology Goals - The following seven technology goals were developed to
ensure that defined projects and technology initiatives are aligned with the mission of IT
and supportive of general business goals of the County.
1. Enhance constituent interaction with the County by providing solutions that will improve the
quality and efficiency of services provided by the County using technology, where appropriate.
2. Provide and support a current, stable, secure, flexible and supportable technology infrastructure.
3. Build and maintain a customer-centric organization that adds value to the County, maintains a
competitive vision, applies appropriate solutions and uses best practices in the IT Services field.
4. Provide systems, technologies, tools and training on a standard technology architecture that
enables the timely delivery of integrated applications, reduction of data redundancy and easy
access to and sharing of information.
5. Establish, communicate and implement a framework of standards, policies, and procedures that
results in a consistent methodology for the achievement of operational excellence.
6. Investigate opportunities for collaboration between departments and with outside entities to
leverage taxpayer dollars and technology improvements.
7. Ensure that the County’s future technology needs and IT Services are planned, strategically
aligned and prioritized according to County Strategic Outcomes and Core Values.
