Scenario Title: Respond to Inquiries
Setting: An outside entity has requested information on Charitable
Hospital Compliance Reviews. This may be generated from a
variety of sources including, not limited to, the following:
• Congress
• State and Local Governments
• A Charitable Hospital
• Health Associations
• Insurance Companies
• Private Citizens
• FOIA Requests
• Internal IRS Users (including the Commissioner)
An example follows:
1. A Congressperson wants to know how many Hospitals in
his/her district are considered to be Charitable hospitals.
2. He/She formulates and sends a request to the IRS asking
for a breakdown of Hospitals in his/her district that filed
as Charitable Hospitals.
3. The IRS receives the request, and forwards it to TE/GE for
action.
4. TE/GE accepts the request, and conducts the research and
formulates a response.
5. The Manager then forwards that response to the
Congressperson through the appropriate channels.
User/Role (Actor): Manager
Action/Events: The Manager receives, evaluates, and responds to the request
Goal/Objective: To provide external entities with information on Charitable
Hospital Compliance
Assumptions: TE/GE is allowed to respond to Inquiries from External sources
Pre-conditions: • Compliance Reviews are in progress or have been
completed
Post-conditions: • The Manager has responded to the request
Normal Flow: 1. An External Entity requests information on Charitable
Hospital Compliance
2. The Manager receives the request
3. The Manager evaluates the request
4. The Manager, in the case of approving the request,
assigns Staff to research and create a response
5. The Staff researches and creates the response
6. The Staff forwards the response to the Manager

7. The Manager, in the case of denying the request, drafts a
response citing the reason for the denial of the request
8. The Manager notifies the External Entity of the findings
