Jan 2007 – July 2009 Serco Sodexho Defence Security
I am familiar with the way in which Defence sites operate, having worked as a
security officer at numerous sites in my employment with this company.
I have performed a variety of security duties at a number of different Defence Sites
for SSDS. These sites include:
Deakin Offices
HMAS HARMAN Naval Base Front Gate
HMAS HARMAN DNOC
Fairbairn F1 - HQJOC
Fairbairn F2 - DSTO
Fairbairn F3/F4
Blue and White Elephant Demountable Sites
CDSC – Fyshwick – Combat Data Systems Centre
Fern Hill - DSTO
Northbourne House
ADFA
Duntroon Duty Room
34 Air Force Squadron and
Campbell Park
I have worked as Security Officer Level 3 at Deakin Offices. This is a much more
complex site than many other Defence establishments, due to the number of different
jobs performed and because there are two clients involved, namely Defence and
Telstra.
After six months in this job I have accepted the role of and responsibilities as team
leader and have been given the onus of trainer for new staff on my line and previously
mentor for difficult staff members who have been found lacking in performance of
their duties.
Every site in defence security involves access control but this site is the entire box and
dice as far as this is concerned.
Duties performed on a daily basis at Deakin Defence/TELSTRA site were:
Control access to the building of staff and visitors using Military, Defence,
Defence / Contractor, IBM, Telstra Contractor and Sub Contractor passes as
well as those people with no pass at all.
Key, Card Issue Pass Muster and Alarm Monitor System verification and
reset.
Control Access / Entry Refusal of Peoples and electronic items through the
Main and Basement entrances.
Control Transfer of computer equipment – Defence and non-defence assetted
via the use of correct forms produced and correct filing of these forms.
Providing key access / denial to secret stores via lists provided.
4
5. Liaison with other security staff as well as the use of Public Relation skills
with Defence and Telstra staff along with other people entering the building.
Escorting of contactors and non-pass holders as well as IDC visitors.
Checking visitors against IDC job ticket numbers and electronic recording of
details in computer system for these jobs.
Internal Patrols including locking and unlocking doors, monitoring alarm
systems, checking for fires or other dangers and recording patrols in the
logbook.
External Patrols including raising and lowering of the Australian Flag on site,

on site and monitoring for fires and other environmental hazards.
Checking and actioning fire alarms via an EWIS panel at the guard-post,
escorting and investigation with ACT Fire Officers on site.
Making announcements on various arrivals and length of attendance at the
basement loading dock as well as cars illegally parked throughout the site.
I worked at HARMAN Naval Base for 12 months approx. and was professional,
proactive and efficient in all my duties performed at this site both as a guard and then
as supervisor/leading hand. Along with the previous leading hand I was involved in
the compilation of SOPs and working practices for this site, which are still in force
currently.
At the F2 site at Fairbairn I was the permanent day guard and was responsible for
training the other day guard and also the new night guards in the operation of duties
for the site. In conjunction with the Site USO, we designed best practices for storage
of keys and also recording practices on the defence staff database. I also wrote the site
SOPs for the Security operations Manager
After working at 34th
Squadron and at the request of the Security Manager and the
Regional Operations Manager I designed and wrote the SOPs for the site.
I started employment for SSDS at the Campbell Park Site but subsequently worked at
a number of other sites for short periods of time. This was a beneficial introduction to
Defence Garrison support for me and had the added benefit for management in that
they could place me at any site as a relief guard or on an overtime shift.

Technology Resource Administration
As Systems/Project Manager, I was responsible for ensuring all operational systems
were performing as required. I was also part of my duties to design, develop and test
new systems needed in the area. Other responsibilities included; amending and
developing policy papers on subjects such as risk management, stock take procedures
and asset management, development of an automated stock control system, stores
ordering, receipt and record management. I was in charge of the loading dock and the
receipt and dispatch of thousands of dollars in IT equipment and consumables every
week, I used trolley jacks and flatbeds in transferring equipment to the warehouse
storage areas and supervised staff involved in the area. Short-term projects completed
during my work here include:
• IT Asset Disposal
Coordination of disposal including: identification and documentation of items,
seeking approval from upper management and liaison with auctioneers. It was also
necessary to ensure ABS policy was recognised and met.
• Ad Hoc Tasks
The objective was to provide a quality client service. This included advice to clients
on systems operation and phone queries. Supervision was provided to staff and
contractors as well as overseeing access to store rooms and secure areas.
• Test Co-ordination
This involved consultation with team members and other staff to ensure after
establishing a timetable that documentation and testing met the required standard and
8
9. was completed in the agreed timeframes. I supervised the testing of Oracle 11i and
Windows XP.
• IT Costs Help Documentation
The objective of the project was to produce accurate information on IT costs, which
would be helpful to client areas. This needed to be in an appropriate form and in an
easily accessible location. Liaison with various areas within the Bureau was needed
to verify the accuracy of information and to ensure they were consistent with current
directions of first level support.

Technology Resource Administration Continued
• IT Asset Stock take
It was required that I review the current stock take procedure and make
recommendations for improvements and changes to the current policy. Once these
recommendations were specified I was required to implement these changes and
advise State Offices of the new procedures.
• Procurement and Asset Management
This project comprised of completing a risk assessment of the Procurement and Asset
Management Cycles and preparing a final report describing the findings of the fraud
risk analysis. This task required research into the various processes that make up
these cycles. A fraud risk analysis was required which identified points of risk and
controls that operated to address those risks.
• Stock Control System
A system was needed to manage the IT consumables store. It was my task to
investigate the various platforms used throughout the ABS on which the new system
would reside. I produced a document identifying ways in which a system could work,
under a manual system, Oracle Financials, a third party product and with Lotus Notes.
After discussion with team members and management a decision was made on which
system would be used? I then developed a list of requirements that the system would
need to facilitate identifying mandatory fields needed. After liaison with
programmers, the system was developed and I then produced a training and
implementation package. I produced help documentation on each phase and aspect of
the system from the ordering to the issue of products.
• Administration Systems Rollover
New versions of administration and cost recovery systems, with archival of data, is
needed for the new financial year. It was also required that I determine whether
system changes were needed. Change management procedures needed to be
performed in relation to changes made and for the creation of templates for the new
databases.
• PC Fleet Audit and Management
The object of this project was twofold. Firstly I conducted a stock take of all IT
hardware in the Branch and update our recording systems. Secondly, I established a
9
10. procedure to ensure that changes to IT hardware, including specifications and
locations within the different sections within the building, were notified to our area so
that recording systems were updated accordingly.
• Technical Database Price Audit
As a part of the rollover for each financial year our technical equipment holdings
database needed to be updated. The project was to ensure that all pricing information
contained within the database was accurate and consistent with IRMC
recommendations.
Australian Bureau of Statistics
Database Administration
As Database Administrator, ORACLE client support was my prime duty. I created
databases and table spaces from user supplied specifications and modified databases
for the clients’ requirements. I was also responsible for monitoring ORACLE
performance and delivering reports for upper management on the various platforms
and their performance in the environment. Producing these reports involved data
capture and subsequent tailoring of the data into graphs and tables using Lotus Notes,
Lotus 123, and Lotus IMPROV. Data was transferred from ORACLE, UNIX and the
Mainframe using the Microsoft Windows file transfer facility.
Information Technology Support
As IT support officer, I provided General IT support to the 300 staff members in the
areas to which I had responsibility. My duties included the connection of PCs and
peripherals to a Banyan Vines Local Area Network. This required knowledge of the
Ethernet structures and the “standard environment” which was the software needed to
be installed. I was well versed in all components of the network environment and
provided advice and guidance in the use of the Vines LAN software and utilities as
well as being the first line of support for clients in resolving network, PC and printing
problems. Windows 3.1 and then Windows 95 interfaces were used with Lotus Notes
as the operating environment. My team provided advice and assistance in the use of
these products as well as Lotus AmiPro, Freelance, IMPROV, Microsoft Word and
Works.
I was also required to resolve client problems using ORACLE on the SUN UNIX
computers and the mainframe using a FACOM M780 running SQL Windows and the
TCP/IP protocol.
I proactively advised clients on the best use of the software products. During the
moves to Notes and the Lotus suite of software, I was involved in developing courses
and training clients at all levels. Training in Windows and the Lotus Notes
environment was necessary, as the ABS had previously used predominantly DOS
based products.
My knowledge and experience broadened through closer client association and
supervision duties.
I was the Network Consultant for our group, supervising on LAN and cabling
problems/solutions. Further to this, I adopted a training role with the new
environment that was introduced, as it was required that we teach staff a new way of
performing their work in a new environment. Resulting from this there was a
10
11. substantial increase in the purchase of more powerful PC platforms that needed to be
installed and administered.
Australian Bureau of Statistics
Network Services
We now ventured from the stand-alone environment to the Local and Wide area
networks. I was involved in setting up servers and the cabling to enable this new
operating environment.
My duties covered the entire gambit of computer hardware and network software. We
installed in excess of 3,000 desktops and laptops during the period I was employed in
this area.
Our group was responsible for the registration of users on the LAN and establishing
ARLs (Access Rights Lists) to software on various servers.
I was responsible for TCP/IP installations and maintenance of database records.
Our group initiated Service Level Agreements for the installation of hardware items
and other services and the development of a help desk.
We initiated a Help Desk service, which provided a telephone enquiry service where
we encouraged and supported clients in the best practice of software and hardware
products.
As a member of the team I provided high quality phase 1 support in IT information
and problem resolution.
As well as resolving client problems, I documented solutions to these problems and
stored them in a readily accessible database. For those problems I could not easily
resolve I provided alternate contacts to areas that could assist.
Small Scale Technology and Support
In this area my work was involved with the repair and installation of stand-alone PCs
and LAN equipment and associated client support.
My duties included software security, maintenance, installation and the purchase and
installation of upgrades.
I was responsible for the physical security for the Bureaus’ software holdings and for
the loan system for laptop PCs.
Before the introduction of the network, my duties included the installation of Olivetti
and NEC PCs and printers with a standard suite of software in a stand-alone
environment.
Micro User Support Information Centre
My duties in this area entailed user support in the Microsoft suite of software as well
as evaluation of Macintosh software for the Bureau.
I assisted in writing an accounting program using the "C" language. This was used to
record software packages and their time usage on the LAN.
I also installed MAC software and tested for performance and suitability.
Other duties included assistance to clients with Word processing problems and with
the use of other Microsoft software packages.
11
12. Database Applications Software
This was the start of my career in computing. I worked in this area as a programming
assistant. My duties included writing and maintaining PL/1, Natural and GEM
programs. I wrote mainframe programs and associated user documentation and
assisted in compiling test data that would determine changes in an effort to improve
performance. Whilst employed in this section, I wrote a number of programs in JOL
and PL/1 and gave seminars on their use. I used programs that extracted figures on
performance monitoring on the mainframe. These figures were used to tailor
spreadsheets and graphs for use by management.
OTHER EMPLOYMENT
I have spent time in other positions outside of my last employment that have
allowed me to develop diverse skills, these included:
• Bank Teller
• Hospital Administration Clerk
My work at the Chermside Chest Hospital, Brisbane QLD included;
Assistance to the payroll officer

and on the International Switchboard.
• Farm Hand/Gang Leader
I was employed on a small crops holding consisting of 200,000 acres
subdivided into a number of different patches. Here I worked as a farm hand
and later as a ganger (leader of a group of pickers or labourers). As gang
leader I needed to inform management before the day’s work started, how
many workers I would need and the number of days required to get the job
completed which was also dependent on the task itself - A fist chip, a second
chip, row planting or picking.
• Snack bar Manager
My work as manager of the snack bar entailed opening the store, firing up the
