by Tara Crooks
We are programmed by pricing. While the price on
your favorite chocolate bar at Walmart™ or the toaster
you found at Target® might not be up for negotiation,
not everything is off limits. Things like hotel rooms,
cars, personal services, rent, even medical bills are
able to be negotiated down to a fair or better price
based on many variables. Negotiating is not limited
to the item you just picked up at the garage sale.
To some, this is music to their ears. Oh, how they love a
good haggle. I adore a good deal. I’ve already shared
with you how I can on-line shop with coupon codes
galore, grabbing a deal with the best of 'em. However,
I detest confrontation. At garage sales I will search for
the price on an item so that I know what it is worth to its
seller. Even then I still feel like I’m somehow devaluing
their item by asking them to take less. It’s not that I
dislike the rush of getting the great deal; it’s the whole
person-to-person confrontation of the negotiating.
Even if you don’t consider yourself an expert negotiator,
you can still get what you want without being
confrontational if you go at it in a fair and educated way.
Here are some tips to improve your negotiating skills:
1. Do your research. For salary negotiation, visit sites
like Salary.com that will give you the average price
that people make in your area in similar positions.
If you’re negotiating an item, do a quick search
on Google.com and you’ll see the average price
of the item. If it’s a home you’re working a deal
on, visit Trulia.com where you can see the average
price per square foot on homes in the area of your
search. Maybe you’re looking for a car? Go to
Edmunds.com or KBB.com and get the fair purchase
price. Going into your negotiation with an idea of
what is fair and average will give you confidence.
2. Have a set price in mind. My husband calls this
“knowing your limits,” both emotionally and financially.
Do you really want this? If so, how bad? How much
are you able to pay for it? What is realistic?
3. Remove emotion from the negotiation. The first
thing someone can see is your emotional need for
something, which definitely works to their advantage
if they can play on those emotions. If you’re not
good at hiding your emotions, maybe you should
send someone else to do the negotiating for you.
4. Pay cash. Growing up, I watched my Grandma offer
insanely lower amounts in cash than someone did with
a credit card and walk away with items simply based
on the fact that cash is king. Cash sings little songs
and does little dances. People love cash; it spends
immediately and comes with no strings attached.

Many of us have found we have spent
beyond our means and ended up with
more debt than we can reasonably
manage. Sometimes it is a result of
habitual overspending but for most of
us it happens after being hit with several
unexpected expenses, such as medical
bills or emergency car repairs. So how
do you decide if it’s time to combine
your personal loan and credit card debt
into a single consolidation loan?
If you’re having trouble juggling a multitude
of different payments with different due
dates it could be a sign that it’s time
to consolidate. If you’ve ever missed a
payment (and been charged late fees) that
is a red flag that it’s time. You could also
benefit from a consolidation loan if you
find yourself only making the minimum
payment on loans and credit cards. By
making minimum payments you’re likely
not seeing the balance go down and you’re
definitely paying a lot in interest charges.
So what are the dangers of a debt
consolidation loan? It is possible that
closing your old lines of credit can ding
your credit score. The good news is,
the drop is temporary and you won’t be
opening any new lines of credit for at
least several months after consolidating,
so you’ll likely never notice. For a debt
consolidation loan to really work at
repairing your credit and getting your
finances under control you will need to
aLJUst your spending habits to make sure
you are spending less than you earn.
And what are the benefits of a consolidation
loan? First of all, you’ll only have one
payment and one due date to keep track
of. Having only one payment to make each
month will relieve a mountain of stress.
Secondly, you’ll save money. The interest
rate on your consolidation loan will likely
be a fraction of the interest you’re paying
on credit cards. That means more money
of each payment will be going towards
the principle instead of interest charges.
Which brings us to the last benefit,
you’ll pay all of your debt of quicker.
Improve your financial health. If you’ve
got question or you know you’re ready
to consolidate your unsecured debt,
call your local credit union. They are
available to answer your questions
help you get financially fit.

Could it ever make sense to keep money in the bank when you have credit card debt?
Before you answer, consider this: The national average interest rate earned on high-yield money
market and savings accounts is a whopping 0.11%, according to bankrate.com.*
Yes, that’s point one-one percent.
At the same time, the average interest rate being charged by
“low-interest credit cards” is 10.37%. That’s a big difference.
So let me ask again. If you have extra cash and credit card debt, should you throw the cash at the
debt or sock it away in the bank? Believe it or not, I say ignore the numbers and save some.
OF CREDIT CARD DEBT? SAVE FIRST!
WANT TO BREAK THE CHAINS
by Scott Halliwell, CERTIFIED FINANCIAL PLANNER™
To be clear, I’m completely aware that my suggestion makes no sense mathematically. Earning less than 1% on
money that could be used to pay off debt at over 10% is pure lunacy from a mathematical perspective.
But for many people, fixing this problem really isn’t about doing math. It’s about setting themselves up for
success and changing behavior. Having a little cash in the bank can go a long way toward getting there.
1. (Some) savings is necessary. Perhaps you’ve heard the old saying that two things in life are
certain: death and taxes. Well, I’d like to propose a third: financial emergencies.
If you use all of your money to pay down debt, how will you handle unexpected expenses when they inevitably arise?
If you’re like most people, you’ll pull out your credit card. That’s why your first step, even if you have a lot of credit card
debt, should be to set aside a small emergency fund — perhaps $1,000. That way, when you need cash, you have it.
2. Having cash can help change behavior. Not all debt is the result of poor decisions or bad behavior. But
if you have debt and it was your fault (be honest here), your first step to getting rid of it is to change the
behavior that got you in debt in the first place. That means you’ve got to stop buying things if you can’t pay
for them with cash. And of course, you can’t pay for things with cash if you don’t have any set aside.
Here’s why:

Feb. 18 • Normal operating hours
Join us at the Rambler Fitness Center and
try to join the 150-Ton Club. The Club
consists of members who have lifted 150
tons or more in one day. That’s right; you
must lift 150 tons of weight on any free
weight or plate loaded machine in one day.
Stop by the front desk and pick up your
150-ton log book to track your weights
throughout the day. The 150 tons are made
up by taking the amount of weight used for
an exercise times the number of repetitions
for that exercise. Then you must add up
the totals of every exercise you performed
throughout the day. If you can make it to
the goal of 150 tons at some point during
the day then you turn in your log book
to the front desk to become a member of
the magnificent Rambler 150-Ton Club.
All Rambler Fitness Center events are
sponsored in part by Randolph-Brooks
Federal Credit Union. No federal
endorsement of sponsor intended.
Fitness Center events are open to
all valid DOD ID cardholders.

February 14
Unlucky 13? Not on our watch. Although this number drums up all sorts of negative connotations, we'd like to
reverse that trend. In support of this idea, we've come up with 13 tips to help you make 2015 a year during
which financial luck has nothing to do with four-leaf clovers or horseshoes.
By J.J. Montanaro, CERTIFIED FINANCIAL PLANNER™ and
Scott Halliwell, CERTIFIED FINANCIAL PLANNER™
13 TIPS TO MAKE
YOUR LUCKY YEAR
Lay out your cards and see what you have. Review your net worth (assets and liabilities), cash flow (income
and expenses) and insurance coverage. Map out your financial goals for the year and reconfirm your
longer-term goals. Write them down and prominently post them (refrigerator, mirror, etc.) to keep them
front and center.
Know where it goes. Really get a handle on your money this year by recording everything you spend,
every day. Categorize expenses and total them up weekly. Put pen to paper or use on-line tools to help
you do the tracking. After a couple of months, scrutinize each category for places to cut back or cut out
altogether. Finally, save what you've cut each month.
Incorporate new cash. A pay raise, inheritance or tax refund can make you feel like you just hit the jackpot.
Make that feeling last by incorporating the extra money into your savings and debt-elimination strategy
before you blow it on a big-screen TV or fritter it away. Increase your retirement plan contributions,
accelerate payments to your credit cards or other debt or set up an emergency savings account.
Attack debt. Who's often the biggest winner in the consumer debt game? (Hint: It's not the borrower.) Become
the victor this year by eliminating or significantly reducing your consumer debts. First, make a commitment to
not add debt. Then, put a plan in place to pay down what you have. To get a bigger emotional lift, start with the
smallest balances first. To get a bigger financial lift, start with the highest interest rates first.
Check your credit. Luck has nothing to do with a credit score of 760 or higher. However, that type of score will help
you win big with low-interest loans and look good in the eyes of landlords, insurers and prospective employers.
Check your credit report for free at www.annualcreditreport.com and for a few bucks see your credit score. See
where you stand, ensure the information is accurate and work on it if necessary.
Create an estate plan. Wealthy or not, everyone needs a will and/or a trust, a durable power of attorney, a health
care power of attorney and a living will. Many families should also discuss guardianship arrangements for young
children. Preparing these documents can be unpleasant. But the temporary pain of filling out the paperwork
now can make life easier for your family later if you suddenly become incapacitated or pass away.
Consolidate and simplify. "Don't put all your eggs in one basket" is typically sound financial advice. However, having
so many baskets that you can't keep track of them can defeat the purpose. It's very difficult to manage your portfolio or
spending habits when your money is strewn across multiple accounts and institutions. Come up with an investment plan and
consolidate your holdings into no more than a few baskets. Use online bill pay and automatic investments to stay on track.
Protect your family. A shocking 35 million American households are rolling the dice — they have no life insurance.
Without life insurance coverage, an already bad situation can get a lot worse in a big hurry. Protect your family and
make sure you've got adequate life insurance coverage to take care of them if you're not around to do it yourself.
Protect your stuff. Lucky or not, stuff happens. Cars get wrecked. Storms and fires destroy houses. Things get
stolen. To decrease the financial impact of such events, make sure you have adequate insurance coverage
for your home, rented apartment or condo and valuable personal property (such as expensive jewelry).
Initiate retirement savings. It's never too early (or too late) to start preparations for the golden years. Stashing a little
money in your 401(k) or Thrift Savings Plan can go a long way. Starting early also can help you reduce the stress that
comes with hitting the half-century mark with a hankering for retirement and double zeros in your nest egg. So this year,
start a Roth or traditional IRA, an employer plan or even a non-retirement account. Whatever the way, start saving today.
Save now for near-term goals. "Plan and save" is a much better financial strategy than "don't plan and borrow." Big
recurring expenses, such as holidays, vacations and back-to-school shopping, provide the perfect opportunity to
develop a monthly savings plan to accumulate, rather than borrow, the money you'll need. Would you rather make
high-interest payments each month to a credit card company or make payments to yourself that earn interest?
Look at liability. If you're found legally responsible following an incident or accident at your
home, on the road or on the water, you could find yourself at the wrong end of a costly lawsuit.
Protect yourself by making sure you have adequate levels of liability insurance offered through
homeowners, renters, auto policies or separately through a personal umbrella policy.
Shop smart. Consumer spending makes up roughly two-thirds of the U.S. economy, so there's no denying
we're all spending a fair amount of time shopping and buying. This year, commit to adding the adjective
"smart" before your purchases. Give yourself an edge by implementing a cooling-off period before big-
ticket buys, doing comparison shopping and committing to cash purchases (yes, you can save and buy).

Put on your neon war paint and come light up the night at Joint Base San Antonio's first ever
Glow in the Park 5K. No specific speed is required. You can run at your own pace while enjoying

Running the course is not the goal---having fun is! After you have victoriously reached the finish
line you can show off your dance moves and your glow spirit at a celebratory dance party.

  • 16. 16 by Tara Crooks We are programmed by pricing. While the price on your favorite chocolate bar at Walmart™ or the toaster you found at Target® might not be up for negotiation, not everything is off limits. Things like hotel rooms, cars, personal services, rent, even medical bills are able to be negotiated down to a fair or better price based on many variables. Negotiating is not limited to the item you just picked up at the garage sale. To some, this is music to their ears. Oh, how they love a good haggle. I adore a good deal. I’ve already shared with you how I can on-line shop with coupon codes galore, grabbing a deal with the best of 'em. However, I detest confrontation. At garage sales I will search for the price on an item so that I know what it is worth to its seller. Even then I still feel like I’m somehow devaluing their item by asking them to take less. It’s not that I dislike the rush of getting the great deal; it’s the whole person-to-person confrontation of the negotiating. Even if you don’t consider yourself an expert negotiator, you can still get what you want without being confrontational if you go at it in a fair and educated way. Here are some tips to improve your negotiating skills: 1. Do your research. For salary negotiation, visit sites like Salary.com that will give you the average price that people make in your area in similar positions. If you’re negotiating an item, do a quick search on Google.com and you’ll see the average price of the item. If it’s a home you’re working a deal on, visit Trulia.com where you can see the average price per square foot on homes in the area of your search. Maybe you’re looking for a car? Go to Edmunds.com or KBB.com and get the fair purchase price. Going into your negotiation with an idea of what is fair and average will give you confidence. 2. Have a set price in mind. My husband calls this “knowing your limits,” both emotionally and financially. Do you really want this? If so, how bad? How much are you able to pay for it? What is realistic? 3. Remove emotion from the negotiation. The first thing someone can see is your emotional need for something, which definitely works to their advantage if they can play on those emotions. If you’re not good at hiding your emotions, maybe you should send someone else to do the negotiating for you. 4. Pay cash. Growing up, I watched my Grandma offer insanely lower amounts in cash than someone did with a credit card and walk away with items simply based on the fact that cash is king. Cash sings little songs and does little dances. People love cash; it spends immediately and comes with no strings attached.

  • 18. WWW.MYJBSA-FSS-MWR.COM Many of us have found we have spent beyond our means and ended up with more debt than we can reasonably manage. Sometimes it is a result of habitual overspending but for most of us it happens after being hit with several unexpected expenses, such as medical bills or emergency car repairs. So how do you decide if it’s time to combine your personal loan and credit card debt into a single consolidation loan? If you’re having trouble juggling a multitude of different payments with different due dates it could be a sign that it’s time to consolidate. If you’ve ever missed a payment (and been charged late fees) that is a red flag that it’s time. You could also benefit from a consolidation loan if you find yourself only making the minimum payment on loans and credit cards. By making minimum payments you’re likely not seeing the balance go down and you’re definitely paying a lot in interest charges. So what are the dangers of a debt consolidation loan? It is possible that closing your old lines of credit can ding your credit score. The good news is, the drop is temporary and you won’t be opening any new lines of credit for at least several months after consolidating, so you’ll likely never notice. For a debt consolidation loan to really work at repairing your credit and getting your finances under control you will need to aLJUst your spending habits to make sure you are spending less than you earn. And what are the benefits of a consolidation loan? First of all, you’ll only have one payment and one due date to keep track of. Having only one payment to make each month will relieve a mountain of stress. Secondly, you’ll save money. The interest rate on your consolidation loan will likely be a fraction of the interest you’re paying on credit cards. That means more money of each payment will be going towards the principle instead of interest charges. Which brings us to the last benefit, you’ll pay all of your debt of quicker. Improve your financial health. If you’ve got question or you know you’re ready to consolidate your unsecured debt, call your local credit union. They are available to answer your questions help you get financially fit. Content provided courtesy of AFFCU.

  • 20. 20 WWW.MYJBSA-FSS-MWR.COM Could it ever make sense to keep money in the bank when you have credit card debt? Before you answer, consider this: The national average interest rate earned on high-yield money market and savings accounts is a whopping 0.11%, according to bankrate.com.* Yes, that’s point one-one percent. At the same time, the average interest rate being charged by “low-interest credit cards” is 10.37%. That’s a big difference. So let me ask again. If you have extra cash and credit card debt, should you throw the cash at the debt or sock it away in the bank? Believe it or not, I say ignore the numbers and save some. OF CREDIT CARD DEBT? SAVE FIRST! WANT TO BREAK THE CHAINS by Scott Halliwell, CERTIFIED FINANCIAL PLANNER™ To be clear, I’m completely aware that my suggestion makes no sense mathematically. Earning less than 1% on money that could be used to pay off debt at over 10% is pure lunacy from a mathematical perspective. But for many people, fixing this problem really isn’t about doing math. It’s about setting themselves up for success and changing behavior. Having a little cash in the bank can go a long way toward getting there. 1. (Some) savings is necessary. Perhaps you’ve heard the old saying that two things in life are certain: death and taxes. Well, I’d like to propose a third: financial emergencies. If you use all of your money to pay down debt, how will you handle unexpected expenses when they inevitably arise? If you’re like most people, you’ll pull out your credit card. That’s why your first step, even if you have a lot of credit card debt, should be to set aside a small emergency fund — perhaps $1,000. That way, when you need cash, you have it. 2. Having cash can help change behavior. Not all debt is the result of poor decisions or bad behavior. But if you have debt and it was your fault (be honest here), your first step to getting rid of it is to change the behavior that got you in debt in the first place. That means you’ve got to stop buying things if you can’t pay for them with cash. And of course, you can’t pay for things with cash if you don’t have any set aside. Here’s why:

The Club consists of members who have lifted 150 tons or more in one day. That’s right; you must lift 150 tons of weight on any free weight or plate loaded machine in one day. Stop by the front desk and pick up your 150-ton log book to track your weights throughout the day. The 150 tons are made up by taking the amount of weight used for an exercise times the number of repetitions for that exercise. Then you must add up the totals of every exercise you performed throughout the day. If you can make it to the goal of 150 tons at some point during the day then you turn in your log book to the front desk to become a member of the magnificent Rambler 150-Ton Club. All Rambler Fitness Center events are sponsored in part by Randolph-Brooks Federal Credit Union. No federal endorsement of sponsor intended. Fitness Center events are open to all valid DOD ID cardholders. PING CUSTOM CLUB FITTING Are you in the market for a set of Ping Clubs? • 28. Unlucky 13? Not on our watch. Although this number drums up all sorts of negative connotations, we'd like to reverse that trend. In support of this idea, we've come up with 13 tips to help you make 2015 a year during which financial luck has nothing to do with four-leaf clovers or horseshoes. By J.J. Montanaro, CERTIFIED FINANCIAL PLANNER™ and Scott Halliwell, CERTIFIED FINANCIAL PLANNER™ 13 TIPS TO MAKE YOUR LUCKY YEAR Lay out your cards and see what you have. Review your net worth (assets and liabilities), cash flow (income and expenses) and insurance coverage. Map out your financial goals for the year and reconfirm your longer-term goals. Write them down and prominently post them (refrigerator, mirror, etc.) to keep them front and center. Know where it goes. Really get a handle on your money this year by recording everything you spend, every day. Categorize expenses and total them up weekly. Put pen to paper or use on-line tools to help you do the tracking. After a couple of months, scrutinize each category for places to cut back or cut out altogether. Finally, save what you've cut each month. Incorporate new cash. A pay raise, inheritance or tax refund can make you feel like you just hit the jackpot. Make that feeling last by incorporating the extra money into your savings and debt-elimination strategy before you blow it on a big-screen TV or fritter it away. Increase your retirement plan contributions, accelerate payments to your credit cards or other debt or set up an emergency savings account. Attack debt. Who's often the biggest winner in the consumer debt game? (Hint: It's not the borrower.) Become the victor this year by eliminating or significantly reducing your consumer debts. First, make a commitment to not add debt. Then, put a plan in place to pay down what you have. To get a bigger emotional lift, start with the smallest balances first. To get a bigger financial lift, start with the highest interest rates first. Check your credit. Luck has nothing to do with a credit score of 760 or higher. However, that type of score will help you win big with low-interest loans and look good in the eyes of landlords, insurers and prospective employers. Check your credit report for free at www.annualcreditreport.com and for a few bucks see your credit score. See where you stand, ensure the information is accurate and work on it if necessary.
  • 29. Create an estate plan. Wealthy or not, everyone needs a will and/or a trust, a durable power of attorney, a health care power of attorney and a living will. Many families should also discuss guardianship arrangements for young children. Preparing these documents can be unpleasant. But the temporary pain of filling out the paperwork now can make life easier for your family later if you suddenly become incapacitated or pass away. Consolidate and simplify. "Don't put all your eggs in one basket" is typically sound financial advice. However, having so many baskets that you can't keep track of them can defeat the purpose. It's very difficult to manage your portfolio or spending habits when your money is strewn across multiple accounts and institutions. Come up with an investment plan and consolidate your holdings into no more than a few baskets. Use online bill pay and automatic investments to stay on track. Protect your family. A shocking 35 million American households are rolling the dice — they have no life insurance. Without life insurance coverage, an already bad situation can get a lot worse in a big hurry. Protect your family and make sure you've got adequate life insurance coverage to take care of them if you're not around to do it yourself. Protect your stuff. Lucky or not, stuff happens. Cars get wrecked. Storms and fires destroy houses. Things get stolen. To decrease the financial impact of such events, make sure you have adequate insurance coverage for your home, rented apartment or condo and valuable personal property (such as expensive jewelry). Initiate retirement savings. It's never too early (or too late) to start preparations for the golden years. Stashing a little money in your 401(k) or Thrift Savings Plan can go a long way. Starting early also can help you reduce the stress that comes with hitting the half-century mark with a hankering for retirement and double zeros in your nest egg. So this year, start a Roth or traditional IRA, an employer plan or even a non-retirement account. Whatever the way, start saving today. Save now for near-term goals. "Plan and save" is a much better financial strategy than "don't plan and borrow." Big recurring expenses, such as holidays, vacations and back-to-school shopping, provide the perfect opportunity to develop a monthly savings plan to accumulate, rather than borrow, the money you'll need. Would you rather make high-interest payments each month to a credit card company or make payments to yourself that earn interest? Look at liability. If you're found legally responsible following an incident or accident at your home, on the road or on the water, you could find yourself at the wrong end of a costly lawsuit. Protect yourself by making sure you have adequate levels of liability insurance offered through homeowners, renters, auto policies or separately through a personal umbrella policy. Shop smart. Consumer spending makes up roughly two-thirds of the U.S. economy, so there's no denying we're all spending a fair amount of time shopping and buying. This year, commit to adding the adjective "smart" before your purchases. Give yourself an edge by implementing a cooling-off period before big- ticket buys, doing comparison shopping and committing to cash purchases (yes, you can save and buy).
