2. At least a crore of population of the
state are illiterate. Among the number of
illiterates, nearly about 70 lakh women,
revealed School & Mass Education
Minister Debi Prasad Mishra.
3. Answering to BJP MLA Dilip Ray, Mishra
said that the number of illiterate
population in the state is 1,01,99,532, out
of which 28,96,193 are from ST and 53,731
people belonging to SC category are
illiterate.
4. Total illiterate population in the state,
32,72,434 are men and the number of
women illiterates is 69,27,098, Mishra
admitted.
5. Except Deogarh, there are over 1 lakh illiterates
in remaining all the districts of the State. While
Nabarangpur registers over 9 lakh illiterate
population, over 8 lakh population is illiterate in
Ganjam and over 7 lakh in Mayurbhanj district.
6. Over 4 lakh are illiterate in the tribal
dominated districts including Sundergarh,
Rayagada, Koraput, Keonjhar, Kalahandi
and Bolangir. The percentage of tribal
women illiterate is comparatively higher in
these districts, Minister stated.
7. However, he did not reply Mr.Ray’s
question, “why Literacy Mission meeting
was not held in the past 8 years?” He only
stated that the proposal on holding the
meeting of the mission is under the
consideration of the government.
8. The State Literacy Mission is headed by Chief
Minister Naveen Patnaik comprising vice
chairman of the mission and primary education
director as the member secretaries of the
Mission,
9. 15 others including the ministers of higher
education, panchayatiraj, women & child
development, ST/SC departments, chief
secretary, development commissioner,
finance and education secretaries as the
members of the Literacy Mission’s
managing board
10. and 30 others including two educationists
Priyambada Hejmadi and Nagendra Nath
Pradhan, late Jagatsinghpur MP Brahmananda
Panda, late Dharmasala MLA Kalpataru Das and
Talcher MLA Mahesh Sahoo as the members.
The Mission was reconstituted in 2011-12, the
Minister stated.
11. While many members of the Mission have
passed away, former Rairangpur MLA
Droupadi Murmu has been appointed as
the Governor of Jharkhand. The Minister
did not reply about the initiative taken to
appoint any elected representatives in
place of their posts.
12. Even after 70 years of independence and
80 years formation of statehood,
registering over 1 crore population as
illiterate due to faulty education system,
lack of infrastructure, poverty and
backwardness in the State is ‘unfortunate’,
Mr.Ray said in a statement.
13. The number of illiterates are even more
than the population of 12 districts, he said
demanding the government to focus on
education so that people will be educated
and education will be a medium of their
livelihoods.
