To Whom it May Concern,
Charles Mencias served as the Assistant Quality Assurance Manager for the United
States Census Bureau in 2008. He excelled during his tenure, as a result was promoted
to Office Production Manager in 2009. His performance and potential was unparalleled
in this capacity and performed remarkably until his appointment ended in 2010. His
responsibilities included data collection, recruiting operations, quality assurance
management and field operations that spanned throughout more than 70 counties in the
Commonwealth of Kentucky. He was directly responsible for hiring actions, training
management programs, as well as the professional growth and development of all
assigned clerks, recruiters, and enumerators; which totaled more than 1200 personnel
throughout Kentucky.
Mr. Mencias was paramount in establishing and maintaining community support. He
worked diligently with elected officials, civil leaders, media outlets, and volunteers to
yield effective results and support within various communities and municipalities to
support ongoing operations.
He worked relentlessly and established rapport with his subordinate managers and the
communities in which the Bureau served. He demonstrated an adept ability to lead
through action as a transformational leader, while managing three distinct tiers of
management. Mr. Mencias was respected by his peers, subordinates, and supervisors
alike; for his demonstrated ethic, and unique leadership style. He is very organized,
intellectually capable, poignant and punctual with all endeavors. He utilized time wisely
and was resourceful, in that he effectively managed ancillary tasks while not losing
focus on principal matters.
Mr. Mencais performed with distinction for the United States Census Bureau and I would
highly recommend him for any position with confidence that he will excel. His
interpersonal abilities, work ethic, and technical skills are an asset, improving any
institution in which he works.
