Enacted July 2015 (SB 612); SB 1003 July 2017
Department of Education will:
Hire a Dyslexia Specialist to develop a plan with a group of experts on
dyslexia to ensure every kindergarten and first grade student receive a
universal screening for risk factors of dyslexia
Create Oregon Dyslexia Advisory Council for input and guidance
One teacher from each elementary school building will receive training
to understand and recognize dyslexia
Universal testing will begin 2018-19 school year
3. Training for Teachers
Trainings must be vetted by Oregon Department of
Education (ODE)
Must be approved by Teacher Standards and
Practices Commission
Teachers must be trained by July 2018
Form a committee to assist with vetting process
4. Universal Screening
Districts will use screeners using traditional measures of Rapid
Automatized Naming
Letter name fluency
DIBELS 6th Edition, AIMSweb, and easyCBM are examples of
screeners
Screeners should have: strong predictive validity; classification
accuracy, and norm-referenced scoring
Subtests should include phonological awareness
