Curriculum development
Co-lead author: EntreLA, 2007 – 2009
Entrepreneurship curriculum commissioned by the Louisiana State Board of Education to
teach entrepreneurship to juniors and seniors in Louisiana’s public high schools. Curriculum
was written with rigor required to meet articulation agreements between secondary and post-
secondary institutions. Approved for use by the Board of Elementary and Secondary
Education; is currently being taught in public high schools around the state.

2012-2013
 Community Connection LINK Grant – worked with the New Historic Thomas board in
Thomas, W.V., to develop a baseline market study for business along the historic “Front
Street”; this $5,000 grant provided Marketing Research students with SPSS software which
they used to develop, analyze, and present the data.
2010 – 2011
 NCIIA - Co-PI with Dr. Loubna Bouamane; “Undergraduate High Tech Initiative”; a
program to develop intellectual property of undergraduates into high technology business
ventures in Louisiana, drawing from the academic disciplines of Biology/Biomedical
Pharma, Engineering, Digital and Virtual Computerization, and Business. $7,500 seed
funding to develop program more fully for application for $25,000 grant in 2011.
 Staples Foundation – PI on $10,000 grant used to provide scholarships for Women in
Business attendees
 Entergy Foundation – PI on $2,500 grant used to provide funding for the Women in
Business program
CURRENT PROJECTS FOR FUTURE RESEARCH
2006 – Present
 Women in Business – a training program for nascent female entrepreneurs and those
interested in growth strategies; started at Louisiana State University, this program is
now being implemented at Davis & Elkins College. The program features day long
programming to teach women the basics of business startups, day long programs including
“How to do Business with the Government”, “How to do Business in China”, “How to
become a Certified Woman Owned Business”, and “Sources of Capital and other Financial
Issues”. The program also features monthly “Brown Bag Lunch Networking Sessions”,
where women network and hear speakers discuss topics of interest.
2009 – 2011
 “Bootcamp for the 21st
Century: Teaching Young Women Entrepreneurial Skills”;
implemented a yearlong program to teach entrepreneurship skills to young single mothers
between the ages of sixteen and twenty-four.
 “Bootcamp for Disabled Veterans”; started by Syracuse University in 2007 and comprised
of a consortium of six U.S. universities, membership was through invitation only. Through
Dr. Carter’s efforts,LSU became part of this group and Dr. Carter was named Director. The
Bootcamp provides intensive entrepreneurship training for military veterans who have
become disabled since 9/11/2001, paying all their expenses for this on-line and on-site
entrepreneurship training initiative.
 “Louisiana’s Entrepreneurship and Economic Development Statewide Conference”; a
gathering of entrepreneurs, entrepreneurship service providers, governmental officials, and
other university partners to provide entrepreneurship training, provide a map of service
providers to discover gaps and duplication in services offered to entrepreneurs, develop
standards for service providers, provide longitudinal studies of entrepreneurial businesses
both in startup and growth phases, institute a certification program, and increase micro-
lending partners around the state.
 “Distance Learning Initiative for Louisiana State University”; in 2009, the Stephenson
Entrepreneurship Institute was charged with developing a business model to bring distance
learning to Louisiana State University by Chancellor Michael Martin; Dr. Carter headed up
that initiative for the University, and wrote a white paper describing the current position of
universities with distance learning initiatives – making recommendations to Chancellor
Martin. She was a member of the Distance Learning Task Force, whose members included
the Chancellor, Provost, Vice Provosts, Vice Chancellors, and Deans of various colleges and
schools on the LSU campus. Data mined from the online initiative was to be used to
develop valuable information related to the distance learner, including program offerings
and demographic/psychographic differences.
2010 – Present
 Kirton Adaption-Innovation (KAI) Theory and Certification – Certified KAI
practitioner; designed business model to utilize the KAI theory and survey instrument to
develop Executive Education on-line courses and consultation for businesses based upon
survey results. Used data base generated by the survey instruments to develop research
focused on the KAI theory as it relates to entrepreneurship. Project June 2010 - 2011.

Data mined from the online initiative was to be used to develop valuable information related to the distance learner, including program offerings and demographic/psychographic differences. 2010 – Present  Kirton Adaption-Innovation (KAI) Theory and Certification – Certified KAI practitioner; designed business model to utilize the KAI theory and survey instrument to develop Executive Education on-line courses and consultation for businesses based upon survey results.
