• In line with the thrust of the
Department of Education to ensure
quality teaching and learning delivery,
supervision of instruction must be given
full attention in schools.

• The daily classroom routine of teachers are the
most critical areas to look into by school
managers. These daily class activities essential to
learner’s development must be ensured with
quality delivery. Management by walking is one
of the most effective strategies in ensuring
quality task delivery (Homes, 2018).
Management by walking is also known as
walkthrough observation.

• Walkthrough or Fleeting observation is
a brief, structured, non-evaluative
classroom observation by the school
head that is followed by a conversation
between the school head and the
teacher about what was specifically
observed.

• Aside from formal classroom observation which
is rated based on Classroom Observable
standards mandated by PPST Tools, a
contextualized fleeting classroom observation
tool will be used by instructional leaders (school
heads, head teachers, and master teachers).
Walkthrough managers must be clear about
what is the purpose of their walkthrough visits.

• The tool consists of four (4) themes;
(1) Content,
(2) Strategies,
(3) Classroom Management, and
(4) Assessment.
These themes and contextualized
indicators are aligned with the essential
standards of quality teaching.

• School heads, head teachers, and master
teachers who will utilize this tool shall NOT
conduct the whole class observation. Since this
is a walkthrough or fleeting in context, the
observers will only identify a particular theme
to be observed for around 10-15 minutes. (Ex.
the observer will only focus on content for that
observation or either strategy). Other indicators
will be observed on other fleeting visits since
fleeting observations can be done at any time in
a quarter.

• Schedules of fleeting visits shall be unannounced.
This is to determine whether teachers are
consistent in their teaching and learning
performance as shown during the rated formal
observations or to see if the agreed areas for
improvement (critical incidents) during post-
conference (either from formal or fleeting) have
been implemented properly.

• Schedules of fleeting visits shall be
generally reflected in the Instructional
Supervisory Plan but doesn’t reflect the
names and time as practiced in formal
CO schedules. CO schedules will be
applied to formal class observations.

• Observers (school heads, master teachers)
shall arrive at monitoring and coaching
through PMCF as proof of technical
assistance, agreement and ways forward.
The agreements through the PMCF shall be
counterchecked through another fleeting
visits.
