1. Dr. Bochra Kaddoura is an Early Childhood specialist with over 30 years of university, schooland early years’
experience.She holds a Doctorate in Educational Leadership and Quality Management, an MBA & MA in
Leadership and Management, and a BA in Early Childhood Education. She is certified by the province of Ontario as
an ECE specialist.
Kaddoura has served as an advisorand consultant to a number of national and international NGOs in the MENA
region in addition to chairing the Teaching Diploma Program at Arts, Sciences and Technology University in
Lebanon. She is frequently called on to consult on institutional and regulatory projects related to ”Youth and
ECCD” to develop specific program activities for the implementation of ECD agendas and “Best Educational
Practices. Her focus is on early childhood quality services, maternal, child health, designing, and implementing
“Competency-Based Pre- Service Programs” for early childhood educators and administrators in Lebanon and the
MENA region. Dr. Kaddoura has authored numerous articles and reports on Early Childhood Educators programs
in the Arab World, parenting, aggression in preschooland investing in ECD. In addition, she has contributed to ov er
8 peer- reviewed publications.
She is currently working in Dubai with KHDA as a Senior Bilingual Inspector.
Kaddoura is an active member of the Scientific Committee of Arab Resource Collective, Mentor Arabia, the
Association of ECE of Ontario & the Centre for Arab Research and Development. She has authored numerous
articles and reports mainly on “ Early Childhood Educators Programs in the Arab World”, “Parenting”, “Aggression
in Preschool” ,”Investing in ECD”. In addition she is the author and co-author of the following publications :

Kaddoura’s passion to uplift the quality of care for each of lebanon’s & Canadian children resulted in her becoming
a leading advocate for sound licensing and total quality management practices. In 1986, she was among the founders
of the Supervisors’ Network in Ontario and in 2000 set up the Union of Early Childhood Educators in Lebanon. Her
publication :” The Operating Criteria Guide for Quality Care in Centres servicing Children 0-4, focuses on the
breadth and depth of quality in early years settings.
Her vast experience in international best practice, in reviewing, analyzing, evaluating and extrapolating data and
information from a range of sources and communicating results, were instrumental in the success ofmany of NGO’s
initiatives and delivered projects ;such as MOCEP,PPP, Inclusive Education, Children Rights, Health Education,
Arab working Group, and last but not least designing comprehensive ECE teacher/director training manuals. Her
strength is in defining the “pedagogicalpractices” that will facilitate for heterogeneous groups ofECE teachers/
administrators and parents; their access to information, and ability to engage in classroomactivities and tasks in
ways that facilitate learning related to curriculum goals and the holistic integrated approach.
In 2006, Bochra received the Al Kharafi Recognition Award for outstanding accomplishments in the field of ECE
in the Arab world. And in 2015 she was selected to be an evaluator and peer reviewer for the AbdulHameed
Shoman Award 2014
