A summary of the discussions and recommendations from the Broadland District Council Overview and Scrutiny Committee.

2. Budget discussion with Cabinet
 Cabinet members
attended Committee to
address questions
regarding the upcoming
draft Council budget.
 Cabinet responses were
circulated at the meeting
in addition to further
discussions

3. ACLE CPO
 Compulsory purchase order
request brought back to
Committee following revised
submission by Parish Council
to significantly reduce the land
required to extend the
cemetery
 Representatives from Acle PC
and on behalf of the
landowner attended the
meeting to present their points
of view.
 Committee recommended to
Cabinet not to support the
CPO application

4. DRAYTON NEIGHBOURHOOD PLAN
 Committee
recommended that
Cabinet approves the
submission of the
Neighbourhood
Development Plan which
meets agreed national
criteria.

5. BRUNDALL NEIGHBOURHOOD
PLAN
 The NDP has gone through
the public consultation
process and the Examiner
has made some
modifications
 Committee accepted the
Examiner’s modifications
and recommends to
Cabinet that the plan
proceeds to referendum

6. COUNCIL TAX REDUCTION
SCHEME
 Committee considered
the equality impacts
outlined in the report and
a number of
amendments to the
current scheme.
 Cabinet are asked to
support the changes with
effect from 2016/17
financial year

7. COUNCIL TAX DISCOUNT
CHANGES
 Committee considered
implications of proposed
changes to the scheme, as
well as the potential
income generation
possibilities
 Committee proposed
amendment to the
recommendations to
terminate discounts on
class A & B properties but
retain discounts on
properties Class C & D

8. PRIVATE SECTOR LEASING
SCHEME REVIEW
 Committee were
appraised of the
achievements of the
scheme to date
 The Committee
supported extension of
the scheme for a further
12 months

9. HANDYPERSON+ SERVICE
 A 12 month review report
was presented to
Committee outlining the
achievements of the
service. Further potential
funding of the service were
also outlined.
 Committee recommended
options 1, 2 and 3 for
Cabinet to approve the
continuation of this scheme
for another year

10. ANNUAL AUDIT LETTER
 Committee considered the
Audit letter.
 Councillors sought
information on what the
significant deficiencies
were that the letter alluded
to.
 Committee requested a
written response be
provided and if necessary,
the matter be discussed at
a future meeting.
