Major ODOT Project Experience
During my 30-year career I have been responsible for material acceptance on approximately 1,000
projects involving millions of tons of material. My role on these projects has been to:
 Conduct plan reviews during design to identify errors or suggest changes before sale date
 Attend preconstruction meetings to outline material acceptance requirements
 Review material letters submitted by contractors for contract appropriateness
 Process plant reports and certified test data submitted by producer/suppliers
 Supervise a staff of 5-8 technicians who sample, test, and monitor the producer’s plant
operations and testing to ensure contract compliance
 Prepare asphalt pay factor analysis reports at job end and handle the disposition of non-
approved materials which may result in either pay deductions or removal and replacement
 Perform field reviews of non-approved materials or those showing visual defects
 Coordinate asphalt plant inspections and calibrations before the start of production
I’ve had the opportunity to be involved in many major projects over the years. Some of those were:
 Eleven projects between 2000-2014 spanning 80 miles of I-71 from Morrow to Cuyahoga
County that involved total reconstruction and adding a third lane in each direction
 Three projects between 2002-2004 in Crawford County involving relocation of USR-30
through new construction
 A 2004 project in Wayne County relocating USR-30 through new construction. This project
was one of the first asphalt Perpetual Pavement projects done in Ohio with the westbound
lanes being built with asphalt and the eastbound lanes with concrete
Major ODOT Work Activities
 Manage an AMRL satellite materials test lab including the required equipment calibration
and documentation as well as participation in annual Round Robin reference testing
 Supervise a staff of 5-8 technicians providing mentoring, skill development, training,
evaluations, and discipline
 Participating in numerous research/demonstration projects including but not limited to:
Stone Matrix Asphalt (SMA), Warm Mix Asphalt (WMA), Perpetual Pavement, Superpave
asphalt, Warranty pavements, fiberized asphalt, thermal segregation, and improved
longitudinal joint construction
 Provide instruction by lecture, PowerPoint Presentations, handbooks, and manuals at:
ODOT District Construction Schools, ODOT Office of Materials Management schools, Local
Public Agencies (LPA) schools, and Highway Technician training courses for inspectors
 Facilitate regional ODOT district lab manager’s meetings to review processes and issues
encountered during the previous construction season
 Conduct Spring Producer Meetings to meet with all suppliers going over concerns from the
previous season and expectations for the coming one
 Participate in annual ODOT and FHWA Quality Assurance Reviews
 Contribute major input to our Central Office in developing or revising policies or new
specifications
 Recent appointment to the District Pavement Type Selection Committee which meets to
determine pavement design types to use on each project
