Living Guide
A guide to being a good neighbor
Information on: Property Maintenance,
Refuse Disposal, Garage Sales, Permits,
Rental Properties, and other topics.
City Hall has a main number followed by a list of
options. The main number is (586) 445-3661. City
Hall is closed to the public on Friday.
Once dialed, callers have the following options:
 For general information, web site information
and city hall hours, PRESS 1.
 For Building, Rental or Vacant Structure Inspec-
tions, PRESS 2.
 For Department of Public Works issues, ie: street
repairs, water main breaks, sewers and refuse
questions, call (586) 445-5053, ext. 6007.
 For tall grass and weed violations, other property
issues, snow removal or code enforcement com-
plaints, PRESS 4.
 To reach the Water Department regarding water
bills and payments, PRESS 5.
 To reach the Finance Department regarding tax
bills, PRESS 6.
 To reach the Assessing Department, PRESS 7.
 To reach the Clerk’s office regarding election
information, voter registration, business licenses
and dog licenses, PRESS 8.
 For all other city departments, PRESS 9.
Municipal Phone Directory
Snow/Ice Removal
For pedestrian safety, including mail carriers and
children walking to school, homeowners
are required to remove snow/ice from
sidewalks within 24 hours of a conclu-
sion of a storm event.
Open Burning
City ordinance does not allow for open burning,
including bon fires, pit barbecues, yard waste or
unconfined fires used by contractors to heat water or
sand for mortar. The city does, however, allow the
burning of hardwood logs in an ap-
proved container constructed of metal
or masonry with a metal covering
device with an opening no larger than
3/4 of an inch under the following
conditions:
 The container must be UL certified.
 The container must be kept at least 15 feet from
buildings on a non-combustible surface.
 Only hardwood may be burned.
 An adult must be present until the fire is out.
 A portable fire extinguisher must be available.
Water/Sewer Line Assurance Program
In 2012, the city instituted a service line protec-
tion program. For $4 per month, the voluntary pro-
gram covers repairs to the service lead lines of the
water and sewer system from the home to the main-
line. There are presently 3,900 subscribers in this
program. For more information, contact the city’s
water and sewer department at (586) 445-3661 and
PRESS 5. NOTE: The Department of Public Works
Field of Operations Building at
17750 10 Mile Road now has office
hours for the public. Residents can
stop in between 8 a.m.-4 p.m. Mon-
day-Thursday to request assistance
for water service, street repairs and
city trees. The office can be reached at (586) 445-
5053, ext. 6007.
Fireworks
Residents shall not ignite, discharge or use con-
sumer fireworks at any time on non-national holi-
days. In addition, fireworks are prohibited for use
between midnight and 8:00 a.m. on the day before a
national holiday, on the national holiday itself, or the
day after a national holiday, or between 1-8 a.m. on
New Year's Day.
Water Bills
Water bills are sent monthly and due on the 21st of
each month. Non-payment can result in your water
being turned off and/or being placed on your upcom-
ing tax bill. Copies of the city’s water shut-off policy
are available at the treasurer’s office.
Water accounts with balances on May 22 will be
placed on the next summer tax bill and accounts with
balances on Oct. 22 will be placed on the next winter
tax bill. NO EXCEPTIONS. More information is
available at www.cityofeastpointe.net.
Property Tax Bills
Summer tax bills are mailed out in the beginning
of July and are due by Sept. 1 (see back of tax bill for
1/2 payment option). Winter tax bills are mailed out
in the beginning of December and are due by Feb. 15.
After the above due dates, penalties and/or interest
charges do apply. After Feb. 28, tax bills are payable
only to the Macomb County Treasurer.
State deferments are available for summer tax bills
(see back of tax bill for eligibility.) New residents
need to stop by the treasurer’s office to make sure
you will be receiving your tax bill.

plus a $100 administrative fee.
Public Nuisance
Rubbish, trash, concrete, junk, logs, old building
materials, used appliances, used machinery, car parts
and other types of debris cannot be stored in the front
or rear of any property.
Rodents
Homeowners who encounter rodent problems are
required to bait their property in order to resolve the
problem. Failure to act will force the city to take action
and bill the homeowner at cost plus a $100 administra-
tive fee.
The best way to prevent rodents from taking up resi-
dence at your home is to eliminate the following:
 Food sources (loose trash, dog food left outdoors,
dog feces).
 Shelter (such as stacked wood and other debris).
 Standing water.
PERMITS
Residents are encouraged to make improvements to
their homes. Most work, however, will re-
quire a permit from the city. Plan on acquir-
ing a permit for the following:
 A new roof.
 A new air conditioner, furnace or water heater.
 Electric panels, electric service.
 Sewers, driveways, sidewalks, fences and pools.
LICENSES
A city license is required for the following:
 Dogs and/or kennels.
 Home businesses.
 Bicycles
HAVE YOU BOUGHT A HOME?
A property transfer affidavit is required by the State
of Michigan, to be filed by the purchaser
with the city’s Assessing Department
within 45 days of closing on the sale of a
property.

Here you will enjoy 5.1 square miles of tree-lined
streets, well-kept homes and shops along Gratiot
Ave., Kelly Road, 9 Mile and 10 Mile.
Here are some reminders for new residents and
longtime homeowners about various city rules,
codes and ordinances designed to keep Eastpointe
looking good.
PROPERTY MAINTENANCE
No one wants to live next door to an eyesore. So,
to avoid being known as “that house” on your street,
please observe the following rules and regulations
when it comes to maintaining your property.
Grass and Weed Maintenance
Between April 1 and Oct. 31, lawns must be
mowed and weeds must be pulled on a regular basis.
Grass and weeds cannot exceed 6 inches in height. A
single notice is mailed to homeowners who fail to
maintain their lawns and remove weeds. Should the
city be forced to cut a lawn that is in violation, the
homeowner will be billed (typical charge is $125).
Wild flowers/Weeds
Cultivated plants and gardens are allowed. How-
ever, wild flower gardens often contain weeds that
are not permitted, including: Canada thistles, milk-
weed, wild carrots, oxeye daisies, goldenrod and
other noxious growth.
Compost
Composting is allowed but not to the extent that
it creates rotting food or vegetation and rodent infes-
tation.
Refuse
Under the city’s refuse policy, homeowners are
provided with one 96-gallon refuse cart and one 64-
gallon recycling cart.

out of public view and

OTHER STUFF
Garage Sales
Residents are allowed to hold two per year for no
more than three days at a time. A permit
from the building department is required
at a cost of $5 for the first sale and $10
for the second sale. Garage sale signs are
not allowed on utility poles, or between the sidewalk
and the street.
Rental Properties
Owners of residential rental properties in the city
must have their locations registered, inspected and cer-
tified. Applications and procedures can be found on the
city’s web site: www.cityofeastpointe.net or at the
Building Department at City Hall, 23200 Gratiot Ave.
Vacant Properties
Vacant properties/homes are required to be regis-
tered with the city and inspected. Applications can be
found on the city’s Web site: www.cityofeastpointe.net
or at the Building Department at City Hall, 23200 Gra-
tiot Ave.
Eastpointe Memorial Library
Any resident, property
or business owners within
Eastpointe boundaries are
eligible to obtain an
Eastpointe library card.
For residents 18 and over,
acceptable identification is
as follows: A current Michigan drivers license or Mich-
igan identification card. In lieu of Michigan ID resi-
dents must show at least two of the following with
name and mailing address on it: CURRENT utility bill,
CURRENT auto registration, CURRENT rent receipt,
CURRENT Property Tax Receipt.
For residents under 18: A parent or guardian must
sign a library card application with proof of residency
as listed above. Your Eastpointe Memorial Library card
can be used at all libraries in Macomb County, Harper
Woods and Troy.
