 Earned value management (EVM) is a project performance
measurement technique that integrates scope, time, and
cost data
 Given a baseline, project managers and their teams can
determine how well the project is meeting scope, time, and
cost goals by entering actual information and then
comparing it to the baseline
 The baseline information includes:
◦ Scope data (WBS tasks)
◦ Time data (start and finish estimates for each task)
◦ Cost data (cost estimates for each task)
 Note that you can use earned value management at either a
detailed or a summary level

 The planned value (PV) is the authorized budget assigned
to scheduled work
 The actual cost (AC) is the realized cost incurred for the
work performed on an activity during a specific time period
 The earned value (EV) is the measure of work performed
expressed in terms of the budget authorized for that work.
It cannot be greater than the authorized PV budget for a
component as it is calculated as the sum of the PV of the
completed work

 The budget at completion (BAC), or the approved total
budget for the project, can be divided by the cost
performance index to calculate the estimate at
completion (EAC), which is a forecast of how much the
project will cost upon completion. This calculation
assumes you will be spending at the same rate as your
current level of spending.
 Likewise, the approved time estimate for the project can
be divided by the schedule performance index to
calculate when the project will be completed.
 Earned value, therefore, provides an excellent way to
monitor project performance and provide forecasts based
on performance to date.

 Communicating information about improving a large system like healthcare
can be very challenging, especially in trying to measure improvements. Many
people are becoming familiar with the term “the Triple Aim,” which refers to
simultaneously improving population health, improving the patient experience
of care, and reducing per capita cost. The Institute for Healthcare
Improvement (IHI) developed the Triple Aim as a statement of purpose, and
it has also become the organizing framework for the U.S. National Quality
Strategy and for many of the sites around the world that have been involved
in IHI’s Triple Aim prototyping initiative.
 Monitoring and controlling is an important part of this initiative. “A useful
system of measurement for the Triple Aim is essential to this work.
Although no single organization or region has yet achieved an ideal,
comprehensive measurement system for the Triple Aim, good examples and
data sources are now available to illustrate how measurement can fuel a
learning system to enable simultaneous improvement of population health,
experience of care, and per capita cost of health care.”

What’s going well and why:
 Nurses and physical therapists have been engaged from the start due to the ongoing support by the

 ICUs have been very cooperative regarding the pilot program.
Suggestions/Issues:
Engage the Executive Medical Director and Chief Medical Information Officer in order to help get the
appropriate message to physicians about the benefits of VAPR. Our Phase II sponsor, Dr. Scheerer, is in the
ideal position to work with these two physician leaders.
Project changes:
No major changes to report. The earned value chart in Attachment 1 shows planned value, actual cost, and
earned value information to date. We are very close to our plans, running slightly ahead of schedule and a
bit over budget. We expect to complete the project on budget and on time.

The Centers for Medicare & Medicaid Services (CMS) believe
that earned value management an important tool for project
managers. CMS manages approximately twenty percent of the
entire Federal budget, so it is important that they use the
taxpayers' dollars as efficiently and effectively as possible. CMS
suggests the following best practices for using earned value
management:
• Define strong work packages
• Choose measures of earned value wisely
• Conduct integrated baseline reviews
• Control changes to the performance measurement baseline (PMB)
and document them
• Provide both graphic and numeric depictions of earned value
management metrics
• Analyze, report on, and act on variances monthly

evaluating, and managing changes throughout the
project’s life cycle

documents for all software, documents, or training programs created by our
suppliers. The final materials delivered did not include the source code or discuss
why it was not added. We believe it was an oversight that can be corrected with a
minimal amount of additional work.

The supplier will provide all original documents, code, or programs utilized to
create the VAP Workflow Training Program for AHS. We request that these
deliverables be provided in CD, DVD, or USB key fob format. A minimum of two
copies must be provided, on two different mediums, with fourteen days of this
notice as provided for in the abovementioned contract.

 Project managers often cite delivering projects on
time (schedule control) as one of their biggest
challenges, because schedule problems often cause
more conflict than other issues
 During project initiation, priorities and procedures are
often most important, but as the project proceeds,
especially during the middle and latter stages of the
project, schedule issues become the predominant
source of conflict

 Pfizer teamed up with Entrepreneurial Game Studio, the National Hemophilia
Foundation (NHF), and other members of the hemophilia community to create a game
called HEMOCRAFT. HEMOCRAFT works in conjunction with Minecraft, a popular
sandbox game, to offer children with hemophilia a way to learn about their diagnosis
and maintain their treatment plans.
 The game is aimed at children ages 8-16 years old. It is meant to be educational while
fun at the same time. The Chief Medical Officer of Pfizer Rare Disease, Kevin W.
Williams, explains “these new digital innovations can be integrated into everyday
routines to help empower people with hemophilia to learn about and track different
aspects relevant to their disease so that they can have informed conversations with
their healthcare providers.”
 Pfizer also recently unveiled their new HemMobile Striiv Wearable aimed specifically
at hemophiliacs which helps patients track their daily activities and monitor their
heart rate. The device is compatible with the company’s HemMobile app. The app
allows users to log bleeds and infusions, monitor factor supply, and even set
appointment reminders. The wearable device is free for anyone diagnosed with
hemophilia in the U.S. no matter what treatment they use.

 Virginia Mason Medical Center announced in early 2013 that it received the
Distinguished Hospital Award for Clinical Excellence™ for the third year in a
row from Healthgrades, a leading provider of comprehensive information
about physicians and hospitals.
 When the Virginia Mason Medical Center in Seattle was losing money for the
first time in its history, CEO Dr. Gary Kaplan, MD, turned to an unlikely place
for help: giant automaker Toyota. In this video, health correspondent Betty
Ann Bowser reports on the hospital's success in lowering costs and
improving health outcomes. For example, they are trying to totally eliminate
waiting rooms. If there are a lot of people in a waiting room, you know that
the workflow is inefficient. Virginia Mason Medical Center now has workflow
managers who help minimize waste, including the waste of patients’ time.
Some of the tangible benefits of reducing waste include a reduction in
liability costs by 60% since 2004 and improved patient care. Also, the amount
of time nurses spend in direct contact with patients has increased from only
35% to 90%.

For example, they describe how you can use several

 For example, a common problem in healthcare is the long
turnaround time for lab results. You can use a cause and

 Constructive change orders are oral or written acts or
omissions by someone with actual or apparent authority
that can be construed to have the same effect as a written
change order
 For example, if a project team member has met with a
supplier or contractor on a weekly basis for three months
to provide guidelines for performing work, he or she can be
viewed as an apparent authority
 If he or she tells the contractor to redo part of a report
that has already been delivered and accepted by the project
manager, that action can be viewed as a constructive
change order, and the contractor can legally bill the buyer
for the additional work

This calculation assumes you will be spending at the same rate as your current level of spending.  Likewise, the approved time estimate for the project can be divided by the schedule performance index to calculate when the project will be completed.  Earned value, therefore, provides an excellent way to monitor project performance and provide forecasts based on performance to date.

Many people are becoming familiar with the term “the Triple Aim,” which refers to simultaneously improving population health, improving the patient experience of care, and reducing per capita cost. The Institute for Healthcare Improvement (IHI) developed the Triple Aim as a statement of purpose, and it has also become the organizing framework for the U.S. National Quality Strategy and for many of the sites around the world that have been involved in IHI’s Triple Aim prototyping initiative.  Monitoring and controlling is an important part of this initiative. “A useful system of measurement for the Triple Aim is essential to this work. Although no single organization or region has yet achieved an ideal, comprehensive measurement system for the Triple Aim, good examples and data sources are now available to illustrate how measurement can fuel a learning system to enable simultaneous improvement of population health, experience of care, and per capita cost of health care.”

Suggestions/Issues: Engage the Executive Medical Director and Chief Medical Information Officer in order to help get the appropriate message to physicians about the benefits of VAPR. Our Phase II sponsor, Dr. Scheerer, is in the ideal position to work with these two physician leaders. Project changes: No major changes to report. The earned value chart in Attachment 1 shows planned value, actual cost, and earned value information to date. We are very close to our plans, running slightly ahead of schedule and a bit over budget. We expect to complete the project on budget and on time.

Williams, explains “these new digital innovations can be integrated into everyday routines to help empower people with hemophilia to learn about and track different aspects relevant to their disease so that they can have informed conversations with their healthcare providers.”  Pfizer also recently unveiled their new HemMobile Striiv Wearable aimed specifically at hemophiliacs which helps patients track their daily activities and monitor their heart rate. The device is compatible with the company’s HemMobile app. The app allows users to log bleeds and infusions, monitor factor supply, and even set appointment reminders. The wearable device is free for anyone diagnosed with hemophilia in the U.S. no matter what treatment they use.

Some of the tangible benefits of reducing waste include a reduction in liability costs by 60% since 2004 and improved patient care. Also, the amount of time nurses spend in direct contact with patients has increased from only 35% to 90%.
