OF MOVING VIOLATIONS
1. 90% off all traffic accidents are preventable.
2. Cost of accidents – R300 Billion Rand.
3. Cell phone offences causes 25% of all accidents, exceeding
drinking and driving as the lead cause of accidents.
4. Not wearing safety belts, is the leading cause of preventable
injuries in an accident.
Speed is only a contributing factor to the majority of accidents.
The major cause of accidents is in fact moving violations
that can be prevented by effective law enforcement.

7. CCTV USED IN TRAFFIC
VIOLATION ENFORCEMENT.
A CCTV camera is fully automated and will capture the moving
violation.
This footage will be verified by a traffic officer.
The footage will then be broken down into its
individual images.
The images will be used to identify the
offending motorist.
At least one photograph of the offence will be
send to the offending motorist. The offender
can log into a website to view the video of
the offence at no cost to the offender.

Although many traffic offenses can be focused on, the emphasis
will be on MOVING violations that results in traffic accidents.
Barrier lines, talking on mobile phone, not wearing seatbelts, not
stop at a railway crossing, illegal overtaking, texting on mobile
phone, not indicating on turn, disobeying stop signs ect.

21. RECOMMENDATION
It is clear that CCTV footage can be used as an effective tool in
traffic law enforcement and local authorities should therefore be
encouraged to use the technology that is currently available.
Local authorities should not just concentrate on speed enforcement,
but on more serious offences, namely moving violations in their
efforts to reduce the carnage on South African roads.
Education and campaigns to change motorist behaviour has not had
an impact on reducing road deaths as motorist attitude and behaviour
haven't changed. The only way this will be achieved is through
effective law enforcement. Technology is available to achieve this
and should be embraced.
