Information
JumpStart is the MSM and Transgender networks capacity strengthening initiative of APCOM in partnership with AFAO;
It uses Rapid Assessment Apparatus or Rap App in assessing the programmatic and organisational strengths and needs
of a network at a given time;
Rap App is an assessment tool which uses a 4-scale system to determine the strengths and needs of a particular
programmatic and organisational aspect with 1 as the lowest and 4 as the highest;
The findings Regional Analysis Report: A Capacity Assessment of regional, sub-regional and national MSM and
transgender organisations and networks in Asia and the Pacific is a representation of the current standing of MSM and
transgender regional and sub-regional networks in the region.

The Rap App have assessed the eight (8) regional, sub-regional and national networks in these areas.
2 Among the 8 organisations, the areas that gained satisfactory to high scores are:
- Governance
- Partnerships and networking
- Communications
- Technical capacity
Among the 8 organisations, the areas that gained poor to adequate scores are:
- Resource mobilisation
- Financial management
- Membership structure / Key affected Population engagement
- Programming in particular Monitoring and evaluation
- Advocacy Capacity
Among the 8 organisations, the areas with wide variation .are:
- Secretariat and Staffing
- Strategic Information Capacity

3 Resource Mobilisation capacity
Of the 8 networks, the biggest and most immediate challenge is resource mobilisation, and in particular how to access long-term
sustainable funding for both project activities and core costs. There is a need to provide urgent support to diversify and expand funding
base, and this must be a priority if any of the other capacity building needs are to be met.
4 out of the 8 networks have been successful in obtaining funds from more than one source.

Majority is successful in obtaining in-kind support than financial support.
1 out of 8 networks has long term funding in place, with most running to April 2014.
This finding implies that there is a need to capacitate organisations in building diverse funding bases, mentoring in networking and
building relationships with donors, resource mobilisation training, and proposal development training.
4 Monitoring and Evaluation Capacity
8 out of 8 networks say that Monitoring and Evaluation (M&E) is a major gap in capacity.
1 out of 8 organisations has an M&E system in place and claims to carry out analysis and learning.
3 out of 8 have limited or project specific M&E system.
There is a need for training in project design and management, with the same organisations requiring comprehensive training in M&E
including:
- development of M&E frameworks,
- monitoring of projects and core organisational work,
- evaluation tools
- community participation in evaluation, analysis and documentation of learning
5 Advocacy Capacity
The 8 networks enumerated the following as channels for advocacy:
- Country Coordinating Mechanism
- Technical working groups
- Conferences

Of the enumerated channel, the most used is Production of policy materials
Although a wide variety of advocacy activities and channels are used in the region, there is lack of strategic planning around advocacy.
Only 2 out of 8 have finalized advocacy plans.
Advocacy challenges include:
- lack of engagement of members;
- lack of capacity to set an advocacy agenda;
- lack of agreement on advocacy priorities
- lack of strategic planning of advocacy activities
- no identification of target audience for advocacy
- lack of access to relevant disaggregated data and research on MSM and transgender people on which to base advocacy
- lack of funding for advocacy activities
- lack of manpower to carry out advocacy activities
This means that advocacy activities are ad hoc, without the long-term planning and monitoring that is necessary for an effective
advocacy.
