2. INTRODUCTION
Performance appraisal is a process by which the job performance of an employee is
documented and evaluated.
It is the process by which the employee’s performance assessment is evaluated based
on clearly stated appraisal criteria.
It is intended to improve individual performance and align individual objectives and
behaviors with the organization’s strategic goals. Thus, it focuses on the individual
employee, not teams or entire departments.
This system is governed by special rules and standards, usually defined by the Human
Resource department.

3. STATEMENT OF PROBLEM
Assessment of the academic staff of FUTO has always been a challenging process,
given the manual nature of operations adopted by the institution.
This has led to frequent cases of inappropriate assessments, irregularities, and errors.
Some of these problems include lack of a feedback mechanism, difficulty in querying
data, data redundancy, as well as lack of data integrity.
Employee records are kept and noted by hand which could be time consuming
considering the large number of academic staffs.
This prompted the need for a new system to automate the process of appraising the
academic staff of the university

4. AIM AND OBJECTIVES
The aim of this project is to develop an appraisal management system for the academic
staff of the Federal University of Technology, Owerri. To achieve this aim, the following
objectives were put in place:
To identify the weakness/deficiency of the existing system necessitating the proposed
system.
To design the input-output modules of the proposed system.
To code/construct the system modules.
To verify the proposed system through testing.

5. SCOPE OF STUDY
The Federal University of Technology Owerri (FUTO) is a technological institution established in 1978,
with the vision of providing local alternatives to foreign technology. It has 49 departments in its seven
faculties, and a staff size of approximately two hundred, of which one hundred are academic.
Information Management Technology Project Defence 2021
The scope of study is to design and implement a performance
appraisal management system for the academic staff of the Federal
University of Technology, Owerri.
6. SUMMARY OF LITERATURE REVIEW
S/N Author/Year Comment
1 (Falcone, 2011)
The author did not address the issue of excess time consumption of the
system.
2 (Grote, 2011)
The author did not see appraisal as a process for staff performance
improvement but for staff performance evaluation only
3 (Falcone & Tan, 2013)
The authors proposed appraisal from the perspective of direct communication
between employer and employee only
4 (Falcone, 2017)
The above author did not propose a system that made feedback available to
staff after the appraisal process.
5
(Murphy, Cleveland, &
Hanscom, 2018).
The study proposed an appraisal management system that had a batch mode
of operation and not a real time system.
6
(The Open Courses Library,
2019)
The author did not give room for scalability of the system he proposed.

7. METHODOLOGY
For the purpose of this project, we employed Agile Methodology of Software
Development, dividing our work into sprints while being able to iterate easily, having
the freedom to make changes and corrections whenever necessary.
The Agile Methodology is a project management framework that’s ideal for flexible
projects because it lets you change every phase’s priorities based on your client’s
goals and needs.
They are based on the premise that the development process often involves constant
changes and adaptations that give rise to a need for flexible approaches and methods.
