Background
of BRICS
• The acronym "BRICS" was initially formulated in 2001 by
economist Jim O'Neill, of Goldman Sachs, in a report on
growth prospects for the economies of Brazil, Russia, India
and China – which together represented a significant share of
the world's production and population.
• In 2006, the four countries initiated a regular informal
diplomatic coordination, with annual meetings of Foreign
Ministers at the margins of the General Debate of the UN
General Assembly (UNGA).
• This successful interaction led to the decision that the
dialogue was to be carried out at the level of Heads of State
and Government in annual Summits.
• The first BRIC Summit took place in 2009 in the Russian
Federation and focused on issues such as reform of the
global financial architecture.
• South Africa was invited to join BRIC in December 2010,
after which the group adopted the acronym BRICS. South
Africa subsequently attended the Third BRICS Summit in
Sanya, China, in March 2011.
• 11th Summit was held in Brasila Brazil in 2019 and its theme
was ‘BRICS: Economic Growth for an Innovative Future’
• 12th BRICS Summit will be held in Russia in 2020 under the
slogan ‘Partnership for global stability, common security and
innovative growth’.

VES It seeks to deepen, broaden and intensify cooperation
within the grouping and among the individual countries
for more sustainable, equitable, and mutually
beneficial development.
It takes into consideration each member’s growth,
development, and poverty objectives to ensure
relations are built on the respective country’s economic
strengths and to avoid competition where possible.
B-R-I-C-S is emerging as a new and promising political-
diplomatic entity with diverse objectives, far beyond
the original objective of reforming global financial
institutions.

Economic Cooperation
There are rapidly growing trade and investment flows between BRICS
countries as well as economic cooperation activities across a range of
sectors.
Agreements have been concluded in the areas of Economic and Trade
Cooperation; Innovation Cooperation, Customs Cooperation; strategic
cooperation between the BRICS Business Council, Contingent Reserve
Agreement and the New Development Bank.
These agreements contribute to realization of the shared objectives
of deepening economic cooperation and fostering integrated trade and
investment markets.

People-to-People exchange :
BRICS members have recognized the need for
strengthening People-to-People exchanges and to foster closer
cooperation in the areas of culture, sport, education, film
and youth.
People-to-People exchanges seek to forge new friendships;
deepen relations and mutual understanding between BRICS
peoples in the spirit of openness, inclusiveness, diversity and
mutual learning.
Such People to people exchanges include the Young Diplomats
Forum, Parliamentarian Forum, Trade Union Forum,
Civil BRICS as well as the Media Forum.

Political and Security Cooperation
1 BRICS member political and security cooperation is aimed at achieving peace, security,
development and cooperation for a more equitable and fair world.
2 BRICS provides opportunities for sharing policy advice and exchanges of best practices in terms
of domestic and regional challenges as well as advancing the restructuring of the global political
architecture so that it is more balanced, resting on the pillar of multilateralism.
3 BRICS is utilised as a driver for South Africa’s foreign policy priorities including the pursuit of
the African Agenda and South-South Cooperation.

Importancefor India
of BRICS
Multi-lateralism and multi-culturism: India can benefit from collective
strength of BRICS by way of consultationand cooperation on economic
issues of mutual interests, as well as topical global issues, such as,
international terrorism, climate change, food and energy security,
reforms of global governance institutions, etc.
Support for Collective Fight against Terrorism: India has succeeded in
convincingBRICS to strengthen its commitment tocounter-terrorism. Its
working groupon counteringterrorism has expanded its activities
through five thematic subgroups that deal with terrorist financing, use
of Internet for terrorist purposes, countering radicalisation, issue of
foreign terrorist fighters, and capacitybuilding.
Support for NSG Membership: India remains engaged withthe other
BRICS countries on its NSG membership.

India’sstand in the BRICS:
India put forward the concern of increasing terrorismin the world.
As per PM Modi’s speech in the summit, the menacing threat of terrorism has caused
the world economy of huge value of $1 trillion.
He proposed various steps that are needed to be taken in to account in order to
overcome this loss.
India invited the leaders of the participating countries to invest in India’s infrastructure
developmentwhich will eventually help in increasing the trade participation of India.
India also proposed to hold the first meeting of BRICS Water Ministers in India.

BRICS summits twice before
in 2012 and 2016.

and Consensus’.
The summit discussed

The 14th BRICS Summit was convened under theChairship ofChina
on 23-24June 2022, in a virtual format.
The leaders held discussionsin the fields of Counter-Terrorism,
Trade, Health,TraditionalMedicine, Environment,Science,
Technology& Innovation,Agriculture, Technical and Vocational
Education & Training
Key issues in the global context,includingthe reform of the
multilateralsystem,theCOVID-19 pandemic,and global economic
recovery,were also discussed amongst others.
BRICS 2023 is scheduled to be held in South Africa.
Way Forward :
The big three economiesin the BRICS- Russia, China, and India-
represent the major emerging global markets making them relevant
across continents.
The ongoing crises like the Russia Ukraine conflict previously the
Doklam standoff betweenIndia and China, have shown that the
political relationshipsbetween BRICS can be disturbed at any
instance.
But the grouping needs to move forward accordingto its
foundationalprinciples that are, respect for sovereign equality and
pluralism in global governance are liable to be testedas the five
member countriespursue their national agendas.
The relevancy of the grouping needs to be ensured in the coming
decades which will probably be marred with more challenges. BRICS
must reaffirmtheir commitment to a multi-polar world that allows
for sovereign equality and democratic decision-making.

HISTORY & Background of BRICS • The acronym "BRICS" was initially formulated in 2001 by economist Jim O'Neill, of Goldman Sachs, in a report on growth prospects for the economies of Brazil, Russia, India and China – which together represented a significant share of the world's production and population. • In 2006, the four countries initiated a regular informal diplomatic coordination, with annual meetings of Foreign Ministers at the margins of the General Debate of the UN General Assembly (UNGA). • This successful interaction led to the decision that the dialogue was to be carried out at the level of Heads of State and Government in annual Summits. • The first BRIC Summit took place in 2009 in the Russian Federation and focused on issues such as reform of the global financial architecture. • South Africa was invited to join BRIC in December 2010, after which the group adopted the acronym BRICS. South Africa subsequently attended the Third BRICS Summit in Sanya, China, in March 2011. • 11th Summit was held in Brasila Brazil in 2019 and its theme was ‘BRICS: Economic Growth for an Innovative Future’ • 12th BRICS Summit will be held in Russia in 2020 under the slogan ‘Partnership for global stability, common security and innovative growth’.   • 4. OBJECTI VES It seeks to deepen, broaden and intensify cooperation within the grouping and among the individual countries for more sustainable, equitable, and mutually beneficial development. It takes into consideration each member’s growth, development, and poverty objectives to ensure relations are built on the respective country’s economic strengths and to avoid competition where possible. B-R-I-C-S is emerging as a new and promising political- diplomatic entity with diverse objectives, far beyond the original objective of reforming global financial institutions. PRESENTATION TITLE 4

  • 6. Economic Cooperation There are rapidly growing trade and investment flows between BRICS countries as well as economic cooperation activities across a range of sectors. Agreements have been concluded in the areas of Economic and Trade Cooperation; Innovation Cooperation, Customs Cooperation; strategic cooperation between the BRICS Business Council, Contingent Reserve Agreement and the New Development Bank. These agreements contribute to realization of the shared objectives of deepening economic cooperation and fostering integrated trade and investment markets. BRICS 6

People-to-People exchange : BRICS members have recognized the need for strengthening People-to-People exchanges and to foster closer cooperation in the areas of culture, sport, education, film and youth. People-to-People exchanges seek to forge new friendships; deepen relations and mutual understanding between BRICS peoples in the spirit of openness, inclusiveness, diversity and mutual learning. Such People to people exchanges include the Young Diplomats Forum, Parliamentarian Forum, Trade Union Forum, Civil BRICS as well as the Media Forum. PRESENTATION TITLE 7

Political and Security Cooperation 1 BRICS member political and security cooperation is aimed at achieving peace, security, development and cooperation for a more equitable and fair world. 2 BRICS provides opportunities for sharing policy advice and exchanges of best practices in terms of domestic and regional challenges as well as advancing the restructuring of the global political architecture so that it is more balanced, resting on the pillar of multilateralism. 3 BRICS is utilised as a driver for South Africa’s foreign policy priorities including the pursuit of the African Agenda and South-South Cooperation. 8
  • 9. CooperationMechanism Cooperationamong members is achieved through: Track I: Formal diplomatic engagement betweenthe national governments. Track II: Engagement throughgovernment- affiliatedinstitutions, e.g. state-ownedenterprises and business councils. Track III: Civil society and People-to-People engagement. 9

Importancefor India of BRICS Multi-lateralism and multi-culturism: India can benefit from collective strength of BRICS by way of consultationand cooperation on economic issues of mutual interests, as well as topical global issues, such as, international terrorism, climate change, food and energy security, reforms of global governance institutions, etc. Support for Collective Fight against Terrorism: India has succeeded in convincingBRICS to strengthen its commitment tocounter-terrorism. Its working groupon counteringterrorism has expanded its activities through five thematic subgroups that deal with terrorist financing, use of Internet for terrorist purposes, countering radicalisation, issue of foreign terrorist fighters, and capacitybuilding. Support for NSG Membership: India remains engaged withthe other BRICS countries on its NSG membership. PRESENTATION TITLE 10
  • 11. India’sstand in the BRICS: India put forward the concern of increasing terrorismin the world. As per PM Modi’s speech in the summit, the menacing threat of terrorism has caused the world economy of huge value of $1 trillion. He proposed various steps that are needed to be taken in to account in order to overcome this loss. India invited the leaders of the participating countries to invest in India’s infrastructure developmentwhich will eventually help in increasing the trade participation of India. India also proposed to hold the first meeting of BRICS Water Ministers in India.   • 12. BRICS 2021 The 13th BRICS summit was held under India’s chairship in 2021. India has hosted BRICS summits twice before in 2012 and 2016. The theme for India’s Chairship was ‘BRICS @ 15: Intra-BRICS Cooperation for Continuity, Consolidation, and Consensus’. The summit discussed various agendas like: Reform of the Multilateral System Counter Terrorism Cooperation Implementation of the BRICS Economic Partnership Strategy 2020-25. Operationalization of the BRICS Agriculture Research Platform. Cooperation on Disaster Resilience. Innovation Cooperation. Digital Health and Traditional Medicine
  • 13. BRICS2022 The 14th BRICS Summit was convened under theChairship ofChina on 23-24June 2022, in a virtual format. The leaders held discussionsin the fields of Counter-Terrorism, Trade, Health,TraditionalMedicine, Environment,Science, Technology& Innovation,Agriculture, Technical and Vocational Education & Training Key issues in the global context,includingthe reform of the multilateralsystem,theCOVID-19 pandemic,and global economic recovery,were also discussed amongst others. BRICS 2023 is scheduled to be held in South Africa.
  • 14. Way Forward : The big three economiesin the BRICS- Russia, China, and India- represent the major emerging global markets making them relevant across continents. The ongoing crises like the Russia Ukraine conflict previously the Doklam standoff betweenIndia and China, have shown that the political relationshipsbetween BRICS can be disturbed at any instance. But the grouping needs to move forward accordingto its foundationalprinciples that are, respect for sovereign equality and pluralism in global governance are liable to be testedas the five member countriespursue their national agendas. The relevancy of the grouping needs to be ensured in the coming decades which will probably be marred with more challenges. BRICS must reaffirmtheir commitment to a multi-polar world that allows for sovereign equality and democratic decision-making. PRESENTATION TITLE 14
