McGrath gave a talk at re:publica 2015 about how metadata from secret surveillance programs and their operators that are published online can be used to monitor the monitors in a sousveillance approach. The talk discusses how the same entities conducting secret surveillance also provide open data about their work, and this data could potentially be utilized to create oversight of surveillance programs in a tactic called "watching the watchers".
