JOB DESCRIPTION
Job Title: Human Resources Advisor – Medical Staffing
Band: Band 5
Location: Human Resources
Hours of Duty: 37.5
Managerially accountable to: HR Manager – Medical Staffing
Professionally accountable to: HR Manager – Medical Staffing
Key Relationships: Trust Managers and staff, Trade Unions, and
External Agencies relevant to the work
of the Directorate and Human Resources team
members.
Role Summary
The post holder will be responsible for the planning and implementation of monitoring for
junior doctors and validate junior doctors’ hours across the Trust and will work closely
with Divisions in the production to ensure compliance with European Working Time
Directive requirements (EWTD).
To provide advice to Divisions on rota’s, general medical personnel issues, terms &
conditions of employment, support the HR Manager - Medical Staffing and provide
general support to the Medical Staffing Department.
Key Areas
Communication & Relationships Skills
• To provide advice to Divisions on EWTD, to ensure the appropriate application of
Human Resources policies, procedures and systems.

2. • To establish and maintain sound working relationships with Staff Side
representatives, Clinical Directors, Directorate Managers, Junior Doctors Rota
Co-ordinators, HR colleagues and external agencies.
• To support managers in changing rotas/ banding within Divisions, this includes,
advising managers (of the process) ensuring that appropriate actions are taken
and the co-ordination of the process.
• To provide guidance and support on junior doctors hours terms and conditions.
Knowledge, Training & Experience

Analytical & Judgemental Skills
• To undertake in depth analysis of monitoring data and rota reconfiguration using
the e-rota and e-monitor computer systems.
• Plan, design, implement rotas to meet the needs of the service
Planning & Organisational Skills
• To assist in project work in support of the key objectives of the Medical Staffing
Department. This may relate to implementation of generic projects within
Divisions in addition to supporting the development of Trust wide policies.
• To plan, co-ordinate, develop and implement the system to ensure the effective
delivery of monitoring every 6 months of every rota
Physical Skills
• Use advanced keyboard skills
Responsibility for Patient/Client Care
• No direct/indirect responsibility for patient care.
Responsibility for Policy/Service Development
• To conduct regular reviews of the monitoring systems and standards across the
Trust, advising and working with managers to develop improvements.

• To ensure that all policies and procedures to do with junior doctors hours are
developed and up to date
• To review and develop general medical staffing policies
Responsibility for Financial and Physical Resources
• Responsible for careful use of office equipment, keeping a tidy and secure
office and maintaining confidentiality of sensitive and personal staff
information at all times.
Responsibility for Human Resources
• Take part in annual joint development review of competencies required for
the post and undertake an appraisal and personal development plan as a
result of this.
• Undertake training and development activities in line with the annual
personal development plan and appraisal in order to develop and broaden
knowledge of HR operational issues and fulfil mandatory training
requirements.
• Attend relevant HR Directorate meetings
• Deliver training on HR policies and procedures.
• Provide advice on junior doctors hours and other medical personnel
issues in line with the policies
Responsibility for Information Resources
• To develop and maintain rota/monitoring database.
• Provide information, spreadsheets, rotas as required by HR
Manager/Deputy HR Manager and Divisions.
Responsibility for Research and Development
• Undertake benchmarking with other Trusts on rotas and compliance

provide a professional HR service with regards to Junior doctors
monitoring to
• Divisions, under the direction of the HR Manager- Medical Staffing and HR
Managers and with support and guidance from HR Senior Colleagues as
required

• Attend meetings at various locations throughout the Trust site, and
sometimes at other locations, as required.

• Concentration is required in order to check reports, analyse monitoring
information, and to respond to queries from managers/staff
• Adapting rotas, analysing and inputting monitoring data

• Respond to range of situations e.g. doctors queries, GMC issues,
immigration problems and banding issues etc

Infection Control
Infection Control is everyone’s responsibility. All staff, both clinical and non clinical, are
required to adhere to the Trusts’ Infection Prevention and Control Policies and make
every effort to maintain high standards of infection control at all times thereby reducing
the burden of Healthcare Associated Infections including MRSA.
All staff employed by the UHSM Trust have the following key responsibilities:
• Staff must wash their hands or use alcohol gel on entry and exit from all clinical
areas and between each patient contact.
• Staff members have a duty to attend mandatory infection control training
provided for them by the Trust.
• Staff members who develop recurrent skin and soft tissue infections and other
infections that may be transmittable to patients have a duty to contact
Occupational Health.
