        HSDPA only possible in CELL_DCH
        One or more HS-PDSCH possible ā€“ all belong to same serving
        HS-DSCH radio link of UE
        Cell associated with HS-DSCH radio link is called serving HS-
        DSCH cell
        RRC connection mobility provided by mobile evaluated
        soft/hard handover procedures (MEHO) only ā€“ shall not be
        based on periodical measurement reports
