parliament.
In case of further escalation and military
intervention into Ukraininan territory by foreign
forces, the Ukrainian government and military will
act in accordance with the constitution and laws
6. Ukraine has a number of military bases
in Crimea that have come under siege
from armed local volunteers and the
Russian army in recent days. Russia has
denied its troops are involved in the
region despite widespread evidence to
the contrary. Ukrainian soldiers in the
bases have come under pressure to
defect to Russian or Crimean forces, but
have mainly not done so.
With events moving quickly on the
ground, the big question is whether the
officer class starts to defect en masse,
and whether Russia uses force if they do
not.

but with some differences. It's
exerting influence through the
diffusion of norms such as peace,
liberty, democracy, rule of law, etc.
Used by important international
actors such as US,NATO,OSCE, EU
Military power is using physical
power to exert influence.
Russia can be seen to be exerting
physical power through the threat
of using power because of the
actions that it has conducted so
far. For example, the mobilization
of its army.
Philosophers like Machiavelli and Hobbes believed that violence and
coercion were at the root of all politics, and weber believed that foundations
of the state itself are grounded upon its possession of a ‘monopoly of
legitimate violence’. Perhaps this could explain what’s happening. Russia is
trying to strengthen its sovereignty.
