Overview
The purpose of this document is to provide practical guidance on the initial phase of a return to the
workplace following the COVID-19 outbreak.The guidance is based on IBM’s experience as a global
enterprise where 95% of the workforce moved to working remotely in March 2020.
As communities throughout the world move to reopen, the health and safety of IBM employees, partners
and clients remains our top priority.
IBM is navigating public health and government restrictions and continued susceptibility to COVID-19.We
are adopting a phased approach in returning IBM employees to the workplace with data-driven, evidence-
based practices and policies that safeguard them.
We provide here a summary view of the initial return to the workplace considerations described asWave 1.
Our assumptions in developing this guide include: continued high susceptibility to infection and new
outbreaks; limited fast testing availability to detect infection and antibody testing to prove immunity; and
robust contact tracing not yet widely in use, though will likely become available in the coming weeks or
months.

Initiating the Return toWorkplace
Situational Analysis
• 95%* of IBM employees globally are working from
home (including 98% of our India-based workforce).
Some employees have continued to work from client
and IBM locations performing essential work, which
cannot be done remotely.
• As countries, states and communities begin phased
lifting of stay-at-home orders and start to reopen
their economies, IBM local crisis management teams
(CMTs) and Corporate Health & Safety will:
• Evaluate readiness to reopen a location beyond
Essential employees
• Provide a safe workplace aligned with a
commitment that public health authority
guidelines (CDC, World Heath Organization),
government directives and IBM’s uniform global
policies and standards will be applied at all sites
• Develop plans to return in a measured and
phased manner
Guiding Principles
• Primary considerations: government's lifting of stay-at-home orders;
supported by local clinical and population health data; benchmarking of
local companies to understand clients’ plans; and workforce
sentiment/labor relations.
• Clinical: Has there been a sustained and significant deceleration in new
cases as measured by the doubling rate (e.g. Are confirmed cases
doubling in 15 days or more or less frequently?)
• Additional considerations: Availability of public transportation, schools,
summer camps, daycare and other services
• IBM will follow one set of global standards uniformly applied.
• Employees will return in waves with data-driven, evidence-based practices
and policies.Work from home will continue for the vast majority inWave 1.
• Employees will be selected to return to the workplace inWave 1 if they will
experience substantial productivity or innovation benefits from being on
site, even with the wearing of masks and practice of social distancing.
• Future waves will be determined by careful assessment of the market-
specific health and policy landscape. Employees in at-risk groups or those
requiring flexibility permitted to continue working from home.
IBM will follow one set of global standards uniformly applied. The Corporate Crisis Management Team (CMT)
determines global standards and vets local CMT-led assessment and implementation.

A phased approach based on risk mitigation
Wave 2 and 3 expansion is dependent upon reduced risk through testing, tracing, treatment, and healthcare
system capacity. If clinical data of confirmed cases or fatalities changes over a 5-day period, work from home
should be re-instated for all but essential employees.

on site
• Protocols for management of suspected COVID-19 cases
• Providing IBM employees with 2 masks daily with guidance of wearing
at all times
• Space planning: distancing of desks & seating, floor markers,
additional approaches to eliminate congestion, some common areas

New workplace safety norms
• Regular reminders on staying home if ill or a suspected/confirmed
exposure
• Daily health precertification which includes at-home self-screening &
temperature check for employees

Space planning and building guidance
Requirements will vary based on country.
• New office layouts to allow for social distancing with planning
assumption of > 50% more area per individual workstation
• Redesign of site services or spaces to support for social distancing,
including elevators, restrooms and transportation. Revised protocols
such as encouraged use of stairs, when possible
• Redesign of traffic flow to eliminate congestion (e.g. site entrances,
queuing points) and use of floor markers
• Enhanced cleaning routines with a focus on high traffic/touch spaces,
common areas, elevator buttons, kitchenettes, bathrooms, etc.
• Closing of client briefing centers, auditoriums, training rooms and
large conference rooms
• Crowd management with cafeterias, barriers between
servers/cashiers and customers, touchless transactions and floor
markers to delineate distancing

As communities throughout the world move to reopen, the health and safety of IBM employees, partners and clients remains our top priority. IBM is navigating public health and government restrictions and continued susceptibility to COVID-19.We are adopting a phased approach in returning IBM employees to the workplace with data-driven, evidence- based practices and policies that safeguard them. We provide here a summary view of the initial return to the workplace considerations described asWave 1. Our assumptions in developing this guide include: continued high susceptibility to infection and new outbreaks; limited fast testing availability to detect infection and antibody testing to prove immunity; and robust contact tracing not yet widely in use, though will likely become available in the coming weeks or months. Some employees have continued to work from client and IBM locations performing essential work, which cannot be done remotely. • As countries, states and communities begin phased lifting of stay-at-home orders and start to reopen their economies, IBM local crisis management teams (CMTs) and Corporate Health & Safety will: • Evaluate readiness to reopen a location beyond Essential employees • Provide a safe workplace aligned with a commitment that public health authority guidelines (CDC, World Heath Organization), government directives and IBM’s uniform global policies and standards will be applied at all sites • Develop plans to return in a measured and phased manner Guiding Principles • Primary considerations: government's lifting of stay-at-home orders; supported by local clinical and population health data; benchmarking of local companies to understand clients’ plans; and workforce sentiment/labor relations. • Clinical: Has there been a sustained and significant deceleration in new cases as measured by the doubling rate (e.g. Are confirmed cases doubling in 15 days or more or less frequently?) • Additional considerations: Availability of public transportation, schools, summer camps, daycare and other services • IBM will follow one set of global standards uniformly applied. • Employees will return in waves with data-driven, evidence-based practices and policies.Work from home will continue for the vast majority inWave 1. • Employees will be selected to return to the workplace inWave 1 if they will experience substantial productivity or innovation benefits from being on site, even with the wearing of masks and practice of social distancing. • Future waves will be determined by careful assessment of the market- specific health and policy landscape. Employees in at-risk groups or those requiring flexibility permitted to continue working from home. IBM will follow one set of global standards uniformly applied. The Corporate Crisis Management Team (CMT) determines global standards and vets local CMT-led assessment and implementation. * COVID-19 peak period

If clinical data of confirmed cases or fatalities changes over a 5-day period, work from home should be re-instated for all but essential employees. Revised protocols such as encouraged use of stairs, when possible • Redesign of traffic flow to eliminate congestion (e.g. site entrances, queuing points) and use of floor markers • Enhanced cleaning routines with a focus on high traffic/touch spaces, common areas, elevator buttons, kitchenettes, bathrooms, etc. • Closing of client briefing centers, auditoriums, training rooms and large conference rooms • Crowd management with cafeterias, barriers between servers/cashiers and customers, touchless transactions and floor markers to delineate distancing • Increased air ventilation
