4. NEW UPDATED START-UP POLICY
(2017-2022)
Establish 100 incubators, minimum one in each district of the State.
Establish four Start-up Parks in each region of the state i.e. Purvanchal,
Pashimanchal, Madhyanchal and Bundelkhand
Mobilize INR 4,000 crore funding
Setting up start-up park on hub and spoke model – Lucknow as hub , start-
up park in collaboration with IIT, IIMs of state , Start-up Parks on Public
Private Partnership (PPP) model.
Preference to Start-ups in Government Procurement – by relaxing the
criteria of prior experience, minimum turnover and EMD with respect to
start-ups in all public procurements subject to meeting of quality and
technical parameters.
Start-up Buddy Program - launched to attract mature and established start-
ups from India and abroad to help/handhold local start-ups in the state.

11. REASONS OF LOW EODB RANK
11
1.Mining banned in Goa since 2012 led to the revenue dip.
2.High cost of acquiring Industrial Land, office space rentals,
power & labour
3.Structural problems exist for e.g. It takes Up to 60 days for
sanctioning of power from the State Electricity Department.
4.Industry is not in a good shape and no new units are coming
to Goa as IDC is not in a position to allotted land.
12. RECOMMENDATIONS (GOA)

Deploy its highly literate population to generate more formal jobs in the
state.
Along with the IT infrastructure and reforms, regulatory reforms like
introduction of risk based assessment of buildings, mandating single joint
inspection system for various approvals, reforms for reducing the
redundancies in the existing processes are required to be undertaken on
priority.
Implement a Single Window System which will seamlessly integrate multitude
of services offered across departments with regard to EoDB in the State.
13. RECOMMENDATIONS (UP)

1. Single Window Mechanism for fast track approval – Window should include
more department
2. Process of property registration – To make property registration process online
3. Building plan mechanism – It should be more time bound ( to make it a part of
online application process by uploading business plan.
4. Permits - Notification of information related to permits should be made available
through notification or circular in public domain
5. Environmental clearance must be on the basis of industry type and category.
