China AQSIQ Certificate Application FAQs
What is AQSIQ certificate ?
AQSIQ certificate named as similar to AQSIQ license,AQSIQ registration,AQSIQ
certification etc. If you want to export waste materials (waste paper,waste
plastic,waste textiles,metal scrap etc) to China, it is required AQSIQ certificate as a
permit license.
What does AQSIQ stand for?
AQSIQ is an acronym for General Administration of Quality Supervision, Inspection
and Quarantine of the People’s Republic of China. This is the governmental body
overlooking the importation of cargoes into China and making sure imported goods
comply with rules, laws and environmental regulations of China.
Who needs to register with AQSIQ?
Any foreign companies exporting any kind of recyclables to China must register
with AQSIQ.
The AQSIQ registration process is intended to ensure that recyclables exported to
China are free from contaminants and imposes little or no risk to China’s
environment and health of the general public. The registering company should have
sufficient environmental control and quality control over their products to achieve
these means.
How long does AQSIQ registration take?
Usually between 3-6 months.
How do I register for an AQSIQ certificate?
The first step is to fill out an AQSIQ application form. Submit your application form
along withsupporting documents (a total of 17 documents) by mail to AQSIQ
headquarters in Beijing.
The application package includes information such as business registration, quality
control/environmental control procedures, quality certificates, statements made to
Chinese government, etc.
What are the 17 documents I need to submit?
1.The Provisional Registration of Overseas Supplier Enterprises of Imported Scrap
Materials application form.
2.Copy of your business registration.
3.Document on environmental management system or certified certificate on
environmental management system.
4.Document on source of supply and environment protection control measures.
5.A general description and relevant certificating documents on the safety, hygiene,
environmental protection, and quality of scrap materials exported to China within the
past three years.
6.Organizational structure, responsibilities of departments and job positions.

7.An
undertaking to abide by the technical regulations on environmental protection,
applicable environmental protection controls standards and the relevant laws and
regulations of China.
8.Information on permanent office and processing locations (must show floor plans).
9.Certificates relating to type, quantity, and environmental quality of commodity.
10.Quality control management system and relevant technical personnel (including
control over dangerous waste, contaminated waste and arrangement on discarded
waste).
11.Verification and acceptance system for raw materials.
12.Measurement and equipment calibration system.
13.Rules on control over substandard commodity.
14.Staff training program.
15.Undertaking on control over environmental quality of goods.
16.Undertaking on bearing the cost incurred in the disposal of goods failing to meet
environmental quality requirements.
17.Text of Chinese environmental control standards, directories on items prohibited
from import and directories of hazardous waste materials
What documents required for applicants?
As an AQSIQ agent, we will help you prepare related documents for the

Will AQSIQ inspect my facility?
Not necessarily, facilities are chosen at random by AQSIQ for inspection. There are
no additional costs for inspection.
Does my company need to be registered to ISO 9001?
Yes, AQSIQ requires companies to first be registered with ISO 9001.
What if recyclables are exported to China without an AQSIQ certificate?
The recyclables will be denied entry into China. Any requests for later inspection or
quarantine will also be denied.
After obtaining an AQSIQ certificate, can I skip CCIC inspection?
No, before any recyclables can be imported into China, the cargo must first be
inspected byCCIC, an independent (non-government) inspection and certification
organization accredited by AQSIQ for carrying out Pre-Shipment Inspections on all
recyclables exported to China.
What is the period of validity for AQSIQ certificate ?
Three years. It should be renewed 6 months in advance.

What documents required for AQSIQ certificate renewal?
1，AQSIQ renewal application form
2,Notarized business and tax registration documents

4,User name and password of your AQSIQ on AQSIQ electric system
5,Copy of CCIC certificate in last three years (At least one types in each year)
6,Color scan of passport or ID certificate of legal representative’s

What do I need to do, if I want to change my company name on AQSIQ
certificate?
According to the provisions of No.98 of 2009, you should make application within 30
days after you have changed enterprise name and provide the following files.
(1) Application form
(2) The notarized taxation registration documents, and commercial registration
documents
(3) Office photos and plans;
(4) Certificate copy.
What do I need to do, if I want to change my company address on AQSIQ
certificate?
According to the provisions of No.98 of 2009, you should make application within 30
days after you have changed enterprise address and provide the following files.
(1) Application form
(2) The notarized taxation registration documents, and commercial registration
documents
(3) Office photos and plans;
(4) Certificate copy.
What do I need to do, if the waste is not on the category which was registered on
my certificate?
AQSIQ has strict constraint. It is illegal to export unregistered wastes to China. If
your company engages unregistered wastes, you need to apply for adding category on
your AQSIQ certificate.
For some reasons, my company changed name and legal representative after we
obtained AQSIQ certificate. Do we need to apply for these changing?
According to sixth provisions of No.98 of 2009, if foreign suppliers’ name and legal
person has changed, they should put forward registration application to AQSIQ again.
