During our election campaigning , we met a large number of ordinary citizens from all walks of
life – the rich and the poor, employers and employees, educated and illiterate, people of
different castes and creeds, fisher folk and students and teachers and traders and industrialists,
lawyers and scientists and journalists, residents associations and social workers, and women’s
organizations. They expressed needs of different kinds; but one thing was very clear‐ The
ordinary citizen is very far from the Government. And all are helpless and clueless as to what
they can do when the Government fails them. .
When the city becomes a garbage heap, when there is no drinking water, when stray dogs
attack and maul children, when the poor reel under the price rise, when women and children
are deprived of security inside and outside the home, when work conditions become
exploitative, when government officials sit indifferently over the files that contain life‐
problems of the people, when bribes have to be offered even to get rightful things done, when
expenses for education and medical facilities become an unbearable burden‐ the common man
stands helpless and lost : What is to be done? How can we live under these conditions?
This manifesto is not printed on colorful glossy paper. Aam Admi Party does not have rich
sponsors to meet such expenses. We are actually proud of that – because after the elections
we will be beholden to none – other than to the voters
We must not overlook the dark truth that those who spend huge money for election
campaign are bound to march to the tunes of their rich sponsors later. If Aam Aadmi Party
wins these elections we would be sending a resounding message to the political world:
“It’s not money you need to win an election; it is commitment to the people.”
So please do read this manifesto with due attention – though not attractively printed, it is written
with sincere commitment
3. 11. Bring powerful peoples’ systems for combating corruption
12. Build up a new political culture of people participating directly and vigorously in
Governance.
Mission 1
Ensure drinking water to all localities in the constituency by improving its availability as
well as its distribution
• Organize people’s pressure against the corruption and favoritism that prevails in Water
Authority
• Ensure strict compliance with the laws on incorporating rain harvesting systems into
buildings and protection of water sources like ponds and rivers
• Extend pipe lines to more locations or tap local water sources and distribute this locally
• Set up an Aam Aadmi Party helpline and Cell to take in peoples complaints about water
supply and to act on them
Mission 2
Ensure equality of opportunity for high quality free basic education by raising the quality
of education in all the Government schools in the constituency
• Local Jana Sabhas will evaluate and improve the basic facilities in each and every
Government school of the constituency
• Projects for school improvement will be implemented by Jana Sabhas using funds
from a variety of sources like the funds of the local representatives, local
development funds, schemes of the state and central Government, old students’
contributions, PTA funds and so on.
• Education Committees of the Jana Sabhas will evaluate whether the children are
achieving the required basic skills at every level and take remedial measures .
As the MP I shall
• Explore means to obtain funds from various agencies
• Try to open more Central Schools. Children from poor families will be given special
consideration for admission to Central schools .
• Start a variety of skill/professional courses
4. • Attempt to open national research institutions for nano technology, biotechnology,
economics, and law
• Try to include equality of opportunities in the Right to Education Act
Mission 3
Improve public health care systems. Ensure free primary health care for all
• Jana Sabhas will draw up for upgrading the Primary Health Centres to ensure
availability of medicines, tests and inpatient facilities for all minor diseases.
• Using the MP fund and funds collected from other sources we can assist the Grama
sabhas in implementing these schemes
• Jana Sabhas will observe and insist on hospitals, both private and public following
treatment protocols and clinical guidelines laid down by medical experts
• Put pressure on the Government to ensure that the testing centres have
• We will empower the Jana sabhas to fight corruption in governmernt hospitals
• Cancel the licenses of hospitals that exploit the services of Nurses and Paramedical staff
As the MP I shall
• Explore means to obtain funds from various agencies
• I will introduce measures to rescue the health sector from being held to ransom by
pharmaceutical companies and thereby bring down the costs of medicines.
• Pressurize the Government to raise Doctor:Paramedical staff ratio and rescue
medical and para medical education from commercialism
Mission 4
Find a comprehensive solution for waste treatment in Thiruvananthapuram and support the
local bodies to implement the solution
• Develop a comprehensive solution for waste treatment, taking into account the climate,
nature of the waste and the behavioral patterns of the people, within a time period of six
months and have it discussed thoroughly in citizens’ forums
5. • Support the local Government to implement the solution by way of funds and peoples’
cooperation.
• Clean up the rivers of Trivandrum – Karamanayar, Killiyar and Parvathy Puthanar ‐ non a war
footing
Mission 5
Improve transport facilities inside and outside the city
• Implement scientifically conceived measures to unravel the traffic jams in the city
• Improve road facilities like footpaths and parking
• Improve public transport, increase number of buses, bus bays, bus stops
• Speed up the construction of Thiruvananthapuram – Kaliyikkavila,
Thiruvananthapuram‐Kattakkada, Thiruvananthapuram‐Kazhakkoottam, Kovalam‐
Poovar for which land has already been acquired
• Will try to improve number of trains and bogies for Kerala
• Will try to get sanction for Thiruvananthapuram‐ Nemam‐Kattakkada‐Palode‐Punalur
hill railway
• Will try to increase number of trains and double the track between
Thiruvananthapuram and Nagerkovil,
• Will put a stop to Akkulam Bridge toll
• Will try to clear the National Waterway scheme
Mission 6
Improve living conditions of the coastal people
• In order to improve the living conditions of the coastal people, strong efforts will be made
to provide drinking water, electricity, houses and toilets using MP funds and funds from
other sources.
6. • A new program will be conceived and implemented to motivate alcoholics to turn away
from liquor
As MP I shall:
• Try to create a new ministry for Fisheries
• Increase the lean season allowance to Fishing workers
• Apart from supplying rationed Kerosine , make Kerosine available at pump at market
rate
• Ensure that the coastal development project which is a condition for overcoming the
social impact of the Vizhinjam Project is implemented in full measure
• Increase the subsidy for boat and net for self help groups of fishing workers
Mission 7
Improve employment opportunities and employee welfare systems
• Remove the corruption and other anomalies in the implementation of MNREGS.
• Ensure that this labour force is channelized creatively into development/welfare
projects for the region
• Create opportunities for SHFs to cultivate on waste land
• Revitalize local agricultural markets
• Management training to young entrepreneurs and women entrepreneurs in starting
ventures in Agriculture and IT sectors
• Enhance tourist potential by making Nature, Art, Culture, Ayurveda and cleanliness and
integral part of the tourism industry
• Ensure job security, Minimum wages and accommodation facilities to the large number
of young people working in the Techno Park
As the MP I shall :
• Encourage the traditional industries
• Create new job opportunities in fast growing sectors like Nanotechnology,
Biotechnology, IT, Ayurveda, and Tourism
7. • Create Green Channel clearance systems for NRI investors
• Encourage creation of Venture Capital Funds by groups of NRIs
• Conduct an expert study on compliance with ILO guidelines for workers in organized and
unorganized sectors
• Try to bring all workers under the schemes of ESI, Insurance and Provident Fund
Mission 8
Ensure efficient and humane programs for social/family/women welfare
• Ensure that the SCs and STs are getting all the rights and benefits guaranteed to them by
the constitution
• Create a situation that ensures safety of women and children inside and outside the
homes
• Try to create a law that new liquor shops cannot be opened without the consent of 90%
of women in the area and that existing liquor shops that are creating social problems
will be closed down
• Support legislation to prevent crimes against women and children and to grant speedy
justice.
• Will try to pass the womens reservation bill for reserving 33% seats in Parliament and
Assemblies for women
• Will implement special awareness programs against alcoholism
• Will ensure decent pensions for all men above 60 and women above 55. Will create
homes and recreational centres for the senior citizens.
• Will exert constant pressure on the Government for containing the price rise which is
happening due to wrong economic policies and corruption.
• Will create new projects for containing the impact of price rise on the poor using the
provisions of the food security act
• Will remove corruption from public distribution systems
8. • Will evaluate the the services provided by all the Angan vadis in the constituency. There
shall be not a single malnutritioned child in the constituency
• Systems will be put in place for early detection and treatment of disabilities in children
• Will try to ensure safe and non‐toxic food by fighting against use of pesticides in food
production and promoting organic cultivation
• APL/BPL classification will be made transparent and corruption free
As the MP I shall:
• Try to enhance the salaries of Anganvadi workers
• Try to upgrade the ECHS hospital for retired Army personnel to a Medical College
Hospital

Encourage coming together of people for varieties of purposes and support them in
achieving their just objectives
• Utilize all opportunities to work together with various social, cultural, sports,
organizations, NGOs, Resident’s Associations, Womens Groups, Environmentalists etc.
for supporting their just goals
Mission 10
Improve the infrastructural amenities of Thiruvananthapuram and make it a modern
culturally rich city
• Try to open a High Court Bench as well as offices of all Central Government
Organizations as befits a capital city
• Remove the road blocks to the Vizhinjam Project
• Try to create the Poovar Ship Building/Repair Yard
• Ensure that land acquisition will be done only with the permission of the affected
people and ensuring fair compensation and rehabilitation
• Try to get World Heritage City status for Trivandrum
• Improve the area around the Padmanabha Swamy Temple and create a walk way
around the temple.
9. • Modernize parking systems
• Ensure pedestrian comfort and safety by creating footpaths, underpasses and over
bridges
• Establish Citizen Service Centres in collaboration with Residents Associations
• Ensure that while implementing the Gadgil/Kasturi Rangan report the interests of
inhabitants of the parts of the Western Ghats that fall within the constituency are
protected.
Mission 11
Bring powerful peoples’ systems for combating corruption
• Anti corruption cells would be established in every ward; these cells will receive
complaints from the people and if there has been an incidence of corruption ,
information will be collected to collect evidence and to facilitate vigilance action.
• Right to service will be utilized to fulfill the rightful needs of the people which are
stymied by corruption and red tape
• Pressure would brought upon the Government to enhance the scope of the Right to
Service Act and make it more effective
• Training courses will be conducted with people’s participation to make the
government officials aware of their duties and to inspire them to serve the people
with sincerity and commitment.
As the MP:
• I will never give or accept bribes on any account whatsoever
• If my party members or personal staff indulge in corruption of any kind I will take
immediate action
• Allocation of the M.P Funds would be done only in consultation with the citizens
and implementation of projects utilizing the funds will be made transparent and
subject to social audit
• MP Funds will not be used for self aggrandizing
• I will make every effort to introduce and pass the Jana Lokpal Bill in Parliament
10. • No special privileges will be given to my party members, friends or family
Mission 12
Build up a new political culture of people participating directly and vigorously in
Governance.
• Will empower the citizens of rural and urban Trivandrum to play an effective and
more meaningful role in shaping the direction of the city and the country
• Will endeavour to create a situation for people to participate enthusiastically
and effectively in the Grama/Ward Sabhas
• Rejecting the Divide and Rule political culture of today, I and my party will
encourage people of my constituency to overcome the barriers of political
affiliations , religion or caste and come together on issues that affect their
locality and work towards solutions through the Grama/Ward Sabhas.
• Will promote a culture of respect for different view points and open, malice‐
free , discussions within the party and among the people.
• A system will be created in Grama/Ward Sabhas by which ordinary people can
study issues of importance to them and participate in discussions and take
informed stands
As the MP :
• I promise to abide by the oath taken as M.P in letter and spirit
• I will conduct myself with dignity in the parliament
• I will always put the people’s interests above my party’s interests.
• I will try to bring in the clause of “Right to Recall” that gives people to recall their
representative if they are dissatisfied with his/her performance.
