Networking and bridging between CCA and DRR
platforms, PLACARD approach
What is the Challenge?
Aim of both, CCA and DRR:
reduce negative impacts of climate change and disasters,
on the natural environment, human society and economies
by anticipating risks and uncertainties and addressing
vulnerabilities
But each field does so through different:
actors and institutions
time horizons
research methodologies
policy frameworks

Why do we need CCA and DRR
cooperation?
Fragmentation between CCA and
DRR at diverse levels:
Research; Policy; Data and Knowledge
Responsibilities; Languages
Consequences:
duplication of initiatives; Inefficient use of resources
Incoherence in mainstream policy and practice
Missed opportunities for learning and cooperation
Conflicts and barriers between CCA and DRR (prevention)
Miscommunication between domains

Why link CCA and DRR?
There are considerable overlaps between the Climate
Change Adaptation (CCA) and Disaster Risk Reduction
(DRR) communities
But also differences….
There is recognition of the need to:
Realise the mutual benefits of improved connectivity
Minimise fragmentation of effort and reduce inefficiencies
To date there has been little discussion of how to
make this happen
PLACARD seeks to fill this gap and provide some
answers

Advances in the CCA and DRR
cooperation
Policy frameworks have widely recognised the need
for better coordination between both areas
Funding frameworks considering the integration of
both areas
At the national level, many countries have realised the
need for this integration
Adaptation tools have progressively started to use
what as been learned from DRR tools
Humanitarian organisations have started to integrate
climate information in their operations
What is needed to improve the
coordination of CCA and DRR?
Common “space” for CCA and DRR communities
Improve communication and exchange
knowledge especially at the science-policy-
practice interface
Enhance coordination and coherence of CCA and
DRR research, policy and practices

Knowledge exchange is a critical means of
enhancing CCA and DRR synergies
Understanding policy effectiveness
Sharing approaches and methods
Appreciating differences and overlaps
Need to establish a ‘space’ for dialogue which:
Addresses relevant themes
Breaks down traditional silos
Brings together the ‘right’ people, at the right time on the right
themes
Allows an honest exchange regarding problems as well as
successes
Challenges the status quo and forges new agendas

Provide a space where themes from other WPs can
