1. The memorandum of understanding establishes a collaboration between the Ministry of Education, EIS Association of Thailand, and six regional EIS centers to expand the use of bilingual learning and the English for Integrated Studies program.
2. The agreement is valid for 3 years and aims to improve education quality and prepare students for ASEAN integration by sharing knowledge, expertise, and developing teachers and school leaders.

On 22d March, 2013 H.E. Phongttrep Thepkanjana, Deputy Prime Minister and Minister of
Education has initiated an idea of integrating bilingual leaming system by using the sufficiency EIS
innovation as a pilot projec.t to intensiff the quality of education and leamers towards ASEAN Community.
1. Ministry of Education, Office of Basic Education Commission, EIS Association of
Thailand and EIS Regional Centers have jointly made the Memorandum of Understanding (MOU)
which is valid for 3 years from thand l0hMay 2013 to gsMay 2016.
2. The 6 RegionalCentem: Northem Regional Center, North-Eastem Regional Center,
Cental-Eastern Regional Center, Westem Regional Center, Soutrem Regional Center and Bangkok
Regional Center, hereinafter called 'The EIS Regional Centers' agree to expand their collaboration and
perform the MOU with the EIS Network Schools.
3. The MOU is based on the follorving objectives:
3.1 Collaborate to support the leaming management and exchange the knodedge and
experience abrout leaming management between EIS Network Scfrools in order to benefit the educational
institutes, communities, socieg and the counfy.
3.2 Elevate he schoolteacfierVadministrators' potential using the bilingual leaming system
of the EIS innovation to master teachers/ administrators emphasizing on developing the leaders in teaching
and curriculum towards the national standards.
3.3 Develop bilingual leaming system using EIS as an innovation to raise the qualig
of education and leamerc to meet the international standards.
3.4 Expand EIS innovation to elevate the quality of bilingual educational management in
the basic education institutes and other associated education organizations.
2. 4. The goals and the operation according to the policy, project and road map are attached.
5. The EIS Regional Centers agree to support and develop the collaboration of educational
management for the following purposes:
5.1 Exchange information, knowledge, experience and the management between their
own institutes.
5.2 Search for and leam about the tools for knowledge management.
5.3 Discuss and consult in conducting plans/ projects/ researches.
5.4 Anange the seminarAruorkshop.
5.5 Make and share the database.
5.6 Collaborate with other educational networks and other institutes by various means.
6. Support adminishators, teadters and other educational perconnel to join the activities related by
appointing the coordinators from the network schools for coordination and management amongst the
network members.
7. The network schools shall detail allthe related activities after signing the MOU.
L All the expenses spent for the activities shall be the responsible by their own schools if there is no
subsidization from any organization.
9. This Memorandum of Undemtanding has totally conect details and shall be signed by the Ministry
of Education, Office of Basic Education Commission, EIS Association of Thailand, EIS Regional Centers
and the EIS Network Schools, which shall be valid for the term of 3 years from the date of signing.
Moreover, EIS network members have read and understood the MOU and bilaterally agreed with the
objectives and details and therefore, sign as an evidence and keep one duplicate.
