The Federal Motor Carrier Administration (FMCSA) is preparing to launch the Comprehensive Safety Administration 2010 (CSA 2010), a new safety inspection program designed to improve road safety by increasing FMCSA efficiency in collecting and utilizing inspection data to identify high-risk carriers and drivers. This white paper will provide an overview of the key factors motor carriers need to know and suggestions on how to achieve the ideal Carrier Safety Measurement System (CSMS) ratings to avoid FMCSA interventions and fines.

How will the FMCSA launch of CSA 2010 affect the carrier. <ul><li>CSA 2010 is a revised enforcement policy to identify potentially unsafe drivers and carriers before a crash occurs. </li></ul><ul><li>CSA 2010 uses a revised Safety Measurement System (SMS) to score the carrier for 24 months of performance data. </li></ul><ul><li>SMS will consider all safety-based roadside inspection violations and crashes, not just out-of-service. </li></ul><ul><li>70 to 80 percent of these stats were never on the SafeStat scores. </li></ul>

The BASICs. <ul><li>Behavior Analysis and Safety Improvement Categories </li></ul><ul><li>SMS score is based on seven safety performance categories: </li></ul><ul><ul><li>Unsafe Driving </li></ul></ul><ul><ul><li>Fatigued Driving </li></ul></ul><ul><ul><li>Driver Fitness </li></ul></ul><ul><ul><li>Controlled Substances / Alcohol </li></ul></ul><ul><ul><li>Vehicle Maintenance </li></ul></ul><ul><ul><li>Cargo-Related </li></ul></ul><ul><ul><li>Crash Indicator </li></ul></ul>

How BASICs effect you. <ul><li>BASIC score is figured by combining recency with severity. </li></ul><ul><li>More recent violations score heavier. </li></ul><ul><li>Severity weight is based on statistical likelihood of causing a crash. </li></ul><ul><li>SMS will convert BASICs into percentiles based on peer groups. </li></ul><ul><ul><li>Uses Power Units, may revise to Vehicle Miles Traveled (VMTs) if data is available. </li></ul></ul><ul><li>See CSMS Formulas on next slide </li></ul>

Revise safety policies. <ul><li>Make expectations of hiring and training policies thorough and clear . </li></ul><ul><ul><li>Utilize the Pre-employment Screening Program (PSP) to conduct driver background checks. </li></ul></ul><ul><ul><li>Increase emphasis on pre-trip inspections. </li></ul></ul>
  • 7. Prepare yourself, prepare your drivers. <ul><li>Check your safety history and take up an inaccuracies in DataQs. </li></ul><ul><li>Educate your drivers. Make sure they understand how CSA 2010 will affect them. </li></ul><ul><li>Reward good driving. Now, more than ever, it is important to reward safe drivers and improve morale by showing appreciation where it’s deserved. </li></ul>

Be prepared to challenge data. <ul><li>DataQs. </li></ul><ul><ul><li>Maintain all copies of roadside inspection reports, including “clean inspections.” </li></ul></ul><ul><ul><li>Be accurate and detailed when challenging through DataQs. </li></ul></ul><ul><ul><li>Information has changed in 65 percent of challenges. </li></ul></ul>
