adopt the minimalist approach first?

• Available funding to meet priority research
and surveys…will 3 countries make this
available?
• Regional research vessel?
6. Determinants of Long-Term
Sustainability
• Country political commitment (obvious)
• Cost/benefit? Time scales? Short-term benefits
vs uncertain long-term gains
• How do we quantify the value of the ecosystem /
goods and services of BCLME and sell this to
politicians
• Can the cost/benefits be conclusively
demonstrated to enable commitment to long-term
sustainability?
• Cost-benefit…. key determinant for country
committment
7. Long and Short Term Barriers
• In-house capacity: big problem ..loss of
expertise: dedicated initiative to tackle this.
• Impacts of climate change on BCLME..what
these may be, impacts in fisheries and LME,
risks and predictability including scenarios!
• Regime shifts and long term ecosystem change:
difficult to manipulate…can’t restore system!
• Time horizons : Politicians (short-term);
ecosystem (long-term)
8. What can UNDP-GEF do to
promote the vision?
• Once off GEF intervention over 5 years
..limited accomplishment to achieve vision
• A second phase is essential…if UNDP-GEF
want to make a real difference
• Strong evidence that a 10 year time
horizon is required to make the LME
paradigm work and operate sustainabily
9. GENERAL
• Strategic Plan required to link the various LME
initiatives in a pragmatic way
• Need for uniform guidelines to assess the utility
of the various LME initiatives
• Are they delivering or indeed can they deliver?
• Who will keep the LME flag flying?
• Has the GEF IW Programme a clear and well
articulated vision of itself? Can BCLME help with
formulations here?
