      • Economic landscape of SEE countries in transformation:
          • Graduation from IMF programs
          • 3 new EU members in the region
          • Others in EU accession process
      • Main dilemma: graduation from IMF programs vs. EU anchor
      • EU anchor different from IMF (more flexibility in policy responses, not as tied to implementation of medium-term policy frameworks)
      • Therefore, need to develop national capacity to develop and implement policy frameworks becoming more urgent
      • Need for a capacity building response to help ensure policy development and implementation frameworks are in place to smooth transition from IMF led reform to country led push towards EU accession

      • CEF is a regional training provider focused on capacity building in public financial management and central banking as well as cross-cutting policy issues
