3. • Initial post-war emergency response in water sector provided critical
relief, but was ad-hoc, uncoordinated, not comprehensive
• Access to safe drinking water in rural Liberia was still only 51% (2010-
JMP)
• Objective was on-scale, targeted investment led by government
More funds available after HIPC debt-relief in 2010
Precondition: A baseline map of existing improved waterpoints

4. Lack of water • Over 10,000 waterpoints
infrastructure data was mapped
a critical constraint
• Detailed information for each
MoPW led waterpoint point
mapping with support
from WSP & UNICEF
• Allows detailed needs analysis
Implementers now have
accurate data for mobilization
of funds
5. Detailed water quality testing carried out in
Monrovia
• Sample of wells selected from map
• Detailed biological and chemical
analysis
• Significant E. Coli contamination
found
• Training of local staff for future
testing
6. USING FLOW WE COULD CAPTURE THE
FOLLOWING KEY ATTRIBUTES OF THE
WATER POINTS
• Mapped a total of approx. 7400 waterpoints
• Information on:
o Type of waterpoint
o Functionality & Reasons for breakdown
o Construction date & agency
o Perceived quality & quantity
o Existence of local water committees
• Thus we have detailed information such as:
60 % (~4,400) technically functional very recent:
Mean construction year 2005-2006
11% (~800) functional but common, but not universal:
Committees problems 57% of points
Most popular safe waterpoint-type:
29% (~ 2150) broken down Handpump (95%)
Most popular handpump: Afridev (83%)

Location west africa between SL & CDI – Area & Population – not very densely settled – [pic1 not even a road] but even the major towns hard to access
This excludes an estimated 100-200 waterpoints that have yet to be added to the database due to (a) devices being returned with delay; (b) M&E personnel returning data on paper form that has yet to be digitalized. However, given the small number of points relative to the total, this is unlikely to affect this draft analysis significantly.
