Wirtschaftllichkeit und Umsetzbarkeit von
Gebäudeverstärkungsmassnahmen zur Erdbebenertüchtigung
Background
• About the necessity to develop specific retrofit measures for old buildings in Bucharest, Romania
– inter-weavement of the building substance in the centre
• eras,
• bearing structures,
• age,
• state
• scale
– Seismic retrofit measures were applied only in seldom cases until now.
– In the evaluations of the building fond which have already taken place the wide range of buildings of the era
preceding the reinforced concrete is insignificantly taken into consideration.
– retrofitting old buildings makes use of the well-known solution: "reinforced concrete".
• Sociological aspects
– 1977-1989, in the period of the Ceausescu regime buildings on about one fifth of the area of the town on the
south side of Dambovita river were demolished.
• The last ten years proved as a too short time period to cure the wounds in the consciousness of the population.
• The city was only slightly affected by this measures,
• residents are sensible
– Each relocation is at the first sight regarded suspiciously
– after the communism era new property relations
• are unclear
• different intentions of the owners generated by this each intervention on buildings is additionally made difficult

HAZUS (Hazards USA)
Earthquake, Wind, Flood (FEMA)
• HAZUS considers as well for Input as for Output:
– potential seismic parameter
– existing building stock
– essential facilities
– HPL facilities
– transportation lifelines
– utility lifelines
– induced physical damages
– direct social losses
– economic losses
– indirect economic losses
• the most important tool is the „mapping“
– surface parameter (ex. function) are converted in building parameter
– single building data are synthesised to zones
• The databases can be imported and exported. HAZUS has a proprietary Import-Tool (BIT). The
query results are “map“ed too.
