Major Accomplishments
During his initial year as a reemployed annuitant, I was a significant contributor to many of the
successful projects undertaken by the EPA National Partnership Council (NPC) and the newly
established ORD Labor-Management Partnership Forum (LMPF). As the ORD representative to
the NPC Executive Board, he was an active participant in its deliberations and initiatives. He has
served on the NPC Executive Order Work Group and has helped to design, develop and analyze
the NPC Labor-Management Survey. He ensured that over 200 ORD managers and supervisors
received the required one-day training of Labor-Management Relations. Mr. Moore co-authored
a PDI proposal/charge document that is being considered by the NPC Executive Board. He
serves on the NPC Agenda Planning Committee. He has worked to ensure that union comments
were solicited and addressed for the Agency’s draft Scientific Integrity Policy. He worked with
the EPA Office of the Inspector General and union partners on the OIG audit of ORD’s Scientific
Integrity program. At the ORD level, he helped to establish the ORD Labor-Management
Partnership Forum (LMPF) and served on the committee that drafted its charter. He arranged for
the LMPF to receive formal training on PDI and Interest Based Bargaining. He served on the
LMPF work group charged with developing a PDI initiative. He ensured that ORD unions had an
opportunity to review and comment on ORD’s revised policy on Technical Qualifications Boards
resulting in union views being reflected in the final document.

Duties and Responsibilities
Provided advice and counsel to the ORD Assistant Administrator, two Deputy Assistant
Administrators (DAAs), and the Chief of Staff on a broad spectrum of management and
organizational issues. Assisted the DAA for Management and supported his participation on
various high-level councils, workgroups, and taskforces. Arranged and coordinated high-level
meetings, briefings, and laboratory visits. Prepared remarks, fact sheets and testimony. Served
as the IOAA representative to the ORD Management Council. Negotiated interest-based
agreements with union officials and supported the operation of the ORD Human Resources
Partnership Council. Served as the ORD representative to the National Partnership Council’s
Executive Council. Receives special assignments that were directly related to highly sensitive

Major Accomplishments
Successfully organized a Labor-Management Summit in response to the EPA Administrator’s
initiative to revitalize the National Partnership Council and supported the three EPA executives
designated to carry out that mission. Served as the campaign manager for the 2007 EPA
Combined Federal Campaign (CFC) resulting in the Agency raising a record setting $1.12 million
and receiving the “Million Dollar Circle Award.” Successfully managed three major CFC events
involving the Administrator, Deputy Administrator and several Assistant Administrators.
Prepared the management response to several National Treasury Employees Union grievances
that were elevated to the Assistant Administrator and the Deputy Assistant Administrator for
Management. Served as a key management witness in a landmark American Federation of
Government Employees arbitration case concerning the application ORD’s Technical
Qualifications Board policy. ORD Management prevailed in the case.
Worked with an Assistant U.S. Attorney and EPA’s Office of General Counsel and represented
the Agency as an expert witness and deponent in a high-profile Federal District Court case (Porter
v. EPA). The case concerns ORD’s management of the Federal Technology Transfer Act and is
still in litigation. Coordinated the efforts of the ORD Management and Organizational Advisory
Network (MOAN) in their reviews of the Immediate Office of the Assistant Administrator, the
ORD Division Directors, and the Office of the Science Advisor. Served as the Master of
Ceremonies for the Twenty-seventh annual ORD Awards Ceremony and prepared remarks for the
Assistant Administrator and the Deputy Assistant Administrators.

Accomplishments
Revised the Organizational Charters for the ORD Executive Council, Management Council and

ORD Management and Organization Advisory Network (MOAN) and assisted in re-negotiating
an interagency agreement with the Department of the Treasury’s Federal Consulting Group to
support MOAN activities. Assisted the Deputy Assistant Administrator for Management in
creating a series of quarterly visits to ORD laboratories, centers and offices to enhance
management communication across ORD. Promoted the EPA Principles of Scientific Integrity
program by making presentations at the ORD Science Forum, the EPA annual Ethics Conference

located in ORD laboratories, centers and offices. Served as ORD’s primary representative to

Accomplishments
Established the “News from the Assistant Administrator” monthly electronic report to ORD
employees. Established the ORD Significant Actions Report (a forerunner of the EPA Scout
Report) to track and manage important ORD events, products and services. Coordinated the
Administrator’s visit to the Cincinnati area to announce the funding of the new NCER Children’s
Centers and to meet with the Ohio Congressional delegation at the ORD laboratory for an event
celebrating the establishment of the National Homeland Security Research Center. Prepared
remarks for the Administrator and the Assistant Administrator. Authored Goal Four of the EPA
Strategy for Human Capital. Presented a Principles of Scientific Integrity briefing to the EPA

Responsible for ORD-wide integration of the Working Capital Fund, the Capital Scientific
Equipment Acquisition Process, the Buildings and Facilities Program, and the Health, Safety and
Environmental Compliance Program. Served as the principal ORD human resource official as an
Agency Program Management Officer (PMO). The human resources and organizational
development aspect of this position included responsibilities for personnel policy, employee
recognition, affirmative employment and diversity, labor/management relations, customer
service, executive resources and drug testing. Supervised a staff of 15 employees, and interacted

with three servicing Personnel Offices, three servicing Civil Rights Offices and eight labor union
bargaining units.
Accomplishments
Established the ORD Human Resources Council, the ORD Diversity Action Group, a Capital
Equipment Committee, a Building and Facilities Committee, a Health and Safety Committee, and
a Customer Service Committee. Served as the first Executive Secretary of the ORD Management
Council. Co-authored the ORD Diversity Action Plan which was the seminal document used by
ORD to promote a more diverse workforce. Led a team of experts in revising the ORD policy for
promotion of scientists and engineers to the GS-14/15 level through a Technical Qualifications
Board (TQB) process. Engaged the eight unions serving ORD employees through pre-decisional
involvement (PDI) and successfully negotiated the TQB policy and a new ORD Travel Policy.
Working with the president of NTEU Chapter 280, co-developed an electronic course on EPA’s
Principles of Scientific Integrity and made the course available to all EPA employees.

Duties and Responsibilities
Responsible for promoting technology partnerships with industry and academia through the
Federal Technology Transfer Act of 1986. Oversaw negotiations of Cooperative Research and
Development Agreements (CRADAs), the purpose of which were to promote the development
and commercialization of technologies designed to prevent, reduce or remediate pollution.
Interacted with the federal research laboratory community as the EPA representative to the
Federal Laboratory Consortium. Represented EPA on the Interagency Task Force on Technology
Transfer. Provided oversight and guidance to ORD’s Center for Environmental Research
Information and promoted ORD’s products, publications and services. Worked with EPA’s
Office of Environmental Education to promote science and technology literacy in the nation’s

Accomplishments
Managed the development of 75 Cooperative Research and Development Agreements (CRADAs)
with private sector firms and academic institutions. Coordinated EPA’s participation in President
Bush’s National Technology Initiative (NTI) involving the EPA Administrator, Deputy
Administrator and ORD Assistant Administrator in several NTI conferences across the nation.
Coordinated ORD’s participation in President Clinton’s Environmental Technology Initiative.
Negotiated three major interagency agreements on technology transfer that were signed by the
EPA Administrator and respectively by the Secretary of Energy, the Secretary of Commerce, and
the Administrator of NASA. Represented EPA on the Interagency Task Force on Technology
Transfer. Arranged the first-ever general meeting of all EPA/ORD and DOE National

Accomplishments

As the ORD representative to the NPC Executive Board, he was an active participant in its deliberations and initiatives. He has served on the NPC Executive Order Work Group and has helped to design, develop and analyze the NPC Labor-Management Survey. He ensured that over 200 ORD managers and supervisors received the required one-day training of Labor-Management Relations. Mr. Moore co-authored a PDI proposal/charge document that is being considered by the NPC Executive Board. He serves on the NPC Agenda Planning Committee. He has worked to ensure that union comments were solicited and addressed for the Agency’s draft Scientific Integrity Policy. He worked with the EPA Office of the Inspector General and union partners on the OIG audit of ORD’s Scientific Integrity program. At the ORD level, he helped to establish the ORD Labor-Management Partnership Forum (LMPF) and served on the committee that drafted its charter. He arranged for the LMPF to receive formal training on PDI and Interest Based Bargaining. He served on the LMPF work group charged with developing a PDI initiative. Major Accomplishments Successfully organized a Labor-Management Summit in response to the EPA Administrator’s initiative to revitalize the National Partnership Council and supported the three EPA executives designated to carry out that mission. Served as the campaign manager for the 2007 EPA Combined Federal Campaign (CFC) resulting in the Agency raising a record setting $1.12 million and receiving the “Million Dollar Circle Award.” Successfully managed three major CFC events involving the Administrator, Deputy Administrator and several Assistant Administrators. Prepared the management response to several National Treasury Employees Union grievances that were elevated to the Assistant Administrator and the Deputy Assistant Administrator for Management. Served as a key management witness in a landmark American Federation of Government Employees arbitration case concerning the application ORD’s Technical Qualifications Board policy. ORD Management prevailed in the case. Worked with an Assistant U.S. Attorney and EPA’s Office of General Counsel and represented the Agency as an expert witness and deponent in a high-profile Federal District Court case (Porter v. EPA). The case concerns ORD’s management of the Federal Technology Transfer Act and is still in litigation. Coordinated the efforts of the ORD Management and Organizational Advisory Network (MOAN) in their reviews of the Immediate Office of the Assistant Administrator, the ORD Division Directors, and the Office of the Science Advisor. Engaged the eight unions serving ORD employees through pre-decisional involvement (PDI) and successfully negotiated the TQB policy and a new ORD Travel Policy.
