• Why do we need a Water Catchment Management
Plan?
• Water is a basic necessity for life. It is not only essential
for survival; it also enhances the quality of our life. The
management of water resources is a shared
responsibility among all users, be they public,
government, industrial and commercial. The multiple
uses of water dictate that there are many players in its
management. Without a plan of action at national level
to bring together these different players, water
resources cannot be properly managed
3. • The main purpose of the plan is to prevent
further deterioration, protect and enhance the
health of all water resources and by doing so,
sustain the natural ecosystems that depend on
them.
• our plan has two principal concerns:
1. to reduce all forms of water pollution
2. to promote sustainable water use so that there
could be long-term protection of available water
resources for future generations.

• The implementation of this plan will also
contribute to lessen the effects of floods and
droughts. In order to translate all these aims
into action, we introduces a management tool
called a River Basin Management Plan.

• The figure below illustrates how this plan has
been developed. Each stage presented in the
diagram reflects a chapter in the plan, and
each chapter is summarised below.

8. The Water plan
• The aim of this plan is to set out ways how to
protect, improve and restore the water
environment of Ndati Mawira.
• Waters are various and include surface waters
eg, pans and tributaries and groundwater. All
waters are linked by a hydrological system or
water cycle. The natural area that binds all these
waters together is known as a water catchment
or river basin. A water catchment or river basin
can therefore be defined as the area of land from
which all surface waters flows into the sea
9. The purpose of the plan is to set up a structure to protect
all waters. This structure or framework would lead to
the achievement of the following aims.
1. Prevention of the deterioration in the quality of
aquatic ecosystems, their protection and the
improvement of the ecological condition of all waters.
2. Promotion of sustainable water use based on a long-
term protection of available water resources.

4. The progressive reduction of pollution of
groundwater and the prevention of further
pollution.

banks
• To establish tree nurseries, and tree planting
calendars that will help boost forest cover.

conservation, before seeking ‘top ups’ from other
organizations.
• Encouragement of rainfall and ground water
harvesting from the domestic levels.
• Implementation of the existing laws to conserve
the sub catchment

example building of terraces and contour
farming.

• 25. The powers and functions of the basin water
resources committee shall be to-
(a) advise the Authority at the appropriate regional office
concerning
– water resources conservation, use and apportionment.
– the grant, adjustment, cancellation or variation of any
permit.
– any other matters pertinent to the proper management of
water resources

availability.
(c) report annually to the users of its services
and the public on water issues and their
performance within the basin area.
(d) collect water resources data, analyze and

(2) The basin area water resources management strategy shall
be formulated by a basin water resources committee in
consultation with the Authority and the county
governments whose areas of jurisdiction lie within the basin
area.
(3) A basin area water resources management strategy shall—
(a) be consistent with the national water resources policy.
(b) put in place measures to fulfill the water resource quality
objectives for each class of water resource in the basin
area.
