1. Present Status of Project:
1. This is the project of Manufacturing of Synthetic Organic Chemicals & Allied Chemicals.
2. We have received the consent to operate for Expansion on 04.02.2019 and it is attached
as Annexure-I
3. Now the project is not operating on its full capacity because we have applied for the
change in product mix.
4. Environment monitoring is carried out at project site and Reports are attached as
Annexure-II

Point by Point comment on Environment Clearance letter
General conditions
1 PP to achieve Zero Liquid Discharge; PP
shall ensure that there is no increase in
the effluent load to CETP.
The Project Proponent is having existing
full-fledged Effluent Treatment Plant
comprising Primary, Secondary and
Tertiary treatment. The treated effluent is
pumped to RO permeate will be
reuse/recycle. RO reject will be subject to
Multiple Effect Evaporator (MEE) to
achieve zero liquid discharge. As the
project is ZLD and there is no increase in
the effluent load to CETP.
2 No additional land shall be used /acquired
for any activity of the project without
obtaining proper Permission.

3 PP to take utmost precaution for the
health and safety of the people working in
the unit as also for protecting the
environment.
All the health & safety precautions are
being taken and proper training is given to

5 In the event of the failure of any pollution
control system adopted by the unit, the
unit shall be immediately put out of
operation and shall not be restarted until
the desired efficiency has been achieve.

6 A stack of adequate height based on DG
set capacity shall be provided for control
and dispersion of pollutant from DG set. (If
applicable).
Adequate stack height i.e. 3.5 m above the
enclosure is provided for control and
dispersion of pollutants from existing DG
set.
7 A detailed scheme for rainwater
harvesting shall be prepared and
implemented to recharge ground water.
Rain water harvesting system will provide
at site, Bore wells are not allowed as the
plot is in MIDC.
8 Arrangement shall be made that effluent
and storm water does not get mixed.
To avoid mixing of wastewater separate
storm water drains are provided.
9 Periodic monitoring of ground water shall
be undertaken and results analyzed to
ascertain any change in the quality of
water. Results shall be regularly submitted
to the Maharashtra Pollution Control
Periodic monitoring of ground water is not
applicable, as there is no permission from
MIDC for extracting of ground water.

Board.
10 Noise level shall be maintained as per
standards. For people working in the high
noise area, requisite personal protective
equipment like earplugs etc. shall be
provided.
Personal protective equipment (PPE) for
working people is being provided and this
has been regularly done.
Reports are attached as an Annexure- II.
11 The overall noise levels in and around the
plant are shall be kept well within the
standards by providing noise control
measures including acoustic hoods,
silencers, enclosures, etc. on all sources of
noise generation. The ambient noise levels
shall confirm to the standards prescribed
under Environment (Protection) Act, 1986
Rules, 1989.
Noise levels are kept under control by
carrying out (a) Acoustical enclosures (b)
periodical preventive maintenance of
equipment and machineries, (b) providing
vibration absorption pads, (c) providing
proper lubrications. (d) Some instruments
have its own canopy for mitigation of
noise.
A survey of Noise level in the study area is
being carried out once in a year to ensure
that the noise levels are within stipulated
standards prescribed under Environment
(Protection) Act, 1986 Rules, 1989.
Reports are attached as an Annexure- II.
12 Green belt shall be developed &
maintained around the plant periphery.
Green Belt Development shall be carried
out considering CPCB guidelines including
selection of plant species and in
consultation with the local DFO/
Agriculture Dept.
Total green belt area is 2178 sq. m, which
is 33% of total plot area; maintained
around the plant periphery. Plants are
selected as per CPCB guideline and
consultation with the local DFO/
Agriculture Department.
13 Adequate safety measures shall be
provided to limit the risk zone within the
plant boundary, in case of an accident.
Leak detection devices shall also be
installed at strategic places for early
detection and warning.
Risk Analysis, on-site Emergency plan is
prepared and will update regularly.
14 Occupational health surveillance of the
workers shall be done on a regular basis
and record maintained as per Factories
Act.

15 The company shall make the arrangement
for protection of possible fire hazards

accorded environmental clearance and
copies of clearance letter are available
with the Maharashtra Pollution Control
Board and may also be seen at Website at
http://ec.maharashtra.gov.in
Advertisement in local newspaper was
circulated in "Lokmat Times" in English
and “Apla Maharashtra” in Marathi
newspaper published on June 20th
2018
i.e., within seven days from date of issue
of EC.

21 Project management should submit half

22 A copy of the clearance letter shall be sent
by proponent to the concerned Municipal
Corporation and the local NGO, if any,
from whom suggestions/representations,
if any, were received while processing the
proposal. The clearance letter shall also be
put on the website of the Company by the
proponent.

Company.
23 The proponent shall upload the status of
compliance of the stipulated EC
conditions, including results of monitored
data on their website and shall update the
same periodically. It shall simultaneously
be sent to the Regional Office of MoEF,
the respective Zonal Office of CPCB and
the SPCB. The criteria pollutant levels
namely; SPM, RSPM. SO2, NOx (ambient
levels as well as stack emissions) or critical
sectorial parameters, indicated for the
project shall be monitored and displayed
at a convenient location near the main
gate of the company in the public domain.

compliance of the stipulated EC
conditions, including results of monitored
data on company website and shall update
the same periodically.
● The pollutant levels namely; SPM, RSPM.
SO2, NOx (ambient levels as well as stack

24 The project proponent shall also submit six
monthly reports on the status of
compliance of the stipulated EC conditions
including results of monitored data (both
in hard copies as well as by e-mail) to the
respective Regional Office of MoEF, the
respective Zonal Office of CPCB and the
SPCB.

Point by Point comment on Environment Clearance letter Point by Point comment on Environment Clearance letter General conditions 1 PP to achieve Zero Liquid Discharge; PP shall ensure that there is no increase in the effluent load to CETP. The Project Proponent is having existing full-fledged Effluent Treatment Plant comprising Primary, Secondary and Tertiary treatment. The treated effluent is pumped to RO permeate will be reuse/recycle. RO reject will be subject to Multiple Effect Evaporator (MEE) to achieve zero liquid discharge. As the project is ZLD and there is no increase in the effluent load to CETP. 2 No additional land shall be used /acquired for any activity of the project without obtaining proper Permission. Adequate stack height i.e. 3.5 m above the enclosure is provided for control and dispersion of pollutants from existing DG set. 7 A detailed scheme for rainwater harvesting shall be prepared and implemented to recharge ground water. Rain water harvesting system will provide at site, Bore wells are not allowed as the plot is in MIDC. 8 Arrangement shall be made that effluent and storm water does not get mixed. To avoid mixing of wastewater separate storm water drains are provided. 9 Periodic monitoring of ground water shall be undertaken and results analyzed to ascertain any change in the quality of water. Results shall be regularly submitted to the Maharashtra Pollution Control Periodic monitoring of ground water is not applicable, as there is no permission from MIDC for extracting of ground water.

Page | 3 Board. 10 Noise level shall be maintained as per standards. For people working in the high noise area, requisite personal protective equipment like earplugs etc. shall be provided. Personal protective equipment (PPE) for working people is being provided and this has been regularly done. Reports are attached as an Annexure- II. 11 The overall noise levels in and around the plant are shall be kept well within the standards by providing noise control measures including acoustic hoods, silencers, enclosures, etc. on all sources of noise generation. The ambient noise levels shall confirm to the standards prescribed under Environment (Protection) Act, 1986 Rules, 1989. Noise levels are kept under control by carrying out (a) Acoustical enclosures (b) periodical preventive maintenance of equipment and machineries, (b) providing vibration absorption pads, (c) providing proper lubrications. (d) Some instruments have its own canopy for mitigation of noise. A survey of Noise level in the study area is being carried out once in a year to ensure that the noise levels are within stipulated standards prescribed under Environment (Protection) Act, 1986 Rules, 1989. Reports are attached as an Annexure- II. 12 Green belt shall be developed & maintained around the plant periphery. Green Belt Development shall be carried out considering CPCB guidelines including selection of plant species and in consultation with the local DFO/ Agriculture Dept. Total green belt area is 2178 sq. m, which is 33% of total plot area; maintained around the plant periphery. Plants are selected as per CPCB guideline and consultation with the local DFO/ Agriculture Department. 13 Adequate safety measures shall be provided to limit the risk zone within the plant boundary, in case of an accident. Leak detection devices shall also be installed at strategic places for early detection and warning. Risk Analysis, on-site Emergency plan is prepared and will update regularly. 14 Occupational health surveillance of the workers shall be done on a regular basis and record maintained as per Factories Act. Occupational health surveillance program will be taken as a regular exercise for all The employees and their records are maintained as per Factories act. 15 The company shall make the arrangement for protection of possible fire hazards during manufacturing process in material handling. Firefighting equipment will be provided whenever needed. Page | 5 21 Project management should submit half yearly compliance reports in respect of the stipulated prior environment clearance terms and conditions in hard & soft copies to the MPCB & this department, on 1st June & 1st December of each calendar year. SO2, NOx (ambient levels as well as stack emissions) or critical sectorial parameters, indicated for the project shall be monitored and displayed at a convenient location near the main gate of the company in the public domain. ● The proponent will upload the status of compliance of the stipulated EC conditions, including results of monitored data on company website and shall update the same periodically. ● The pollutant levels namely; SPM, RSPM. SO2, NOx (ambient levels as well as stack emissions) will monitor and displayed at an entrance (the main gate) of the company. 24 The project proponent shall also submit six monthly reports on the status of compliance of the stipulated EC conditions including results of monitored data (both in hard copies as well as by e-mail) to the respective Regional Office of MoEF, the respective Zonal Office of CPCB and the SPCB.
