to welcome you to the first “Oil & Gas: Lebanon’s National Wealth Forum.”
When FFND set out to hold and host this forum, it was guided by a one-and-only
sublime principle: Making the Lebanese public aware of the reality of their
new-found national wealth, so that its good hopes are well placed and met.
We envision this forum to be the first of a series of initiatives duly supporting the
development of this vital, viable, and lucrative Oil & Gas sector in Lebanon.
Once developed and enhanced, the sector will touch and impact the lives of the
entire Lebanese population and its future generations in unimaginable ways.

supporters, we are certain that the recommendations of this forum will play an

Lieu d’échange et de partage de connaissances, le MEREF est un groupement d'entités
économiques françaises et libanaises implantées au Liban qui œuvrent pour un rapprochement
économique et culturel entre les deux pays. Il est né de l'initiative conjointe de chefs d'entreprises
français et libanais et du Service Economique Régional près l'Ambassade de France á Beyrouth.

Mr. Stéphane ATTALI
Stéphane Attali graduated from Paris Dauphine University and Institut d'Etudes Politiques de Paris
(Sciences Po).
After starting his professional career in the private sector in a consulting firm in Paris, he joined the
International Department of the Chamber of Commerce and Industry of Paris (CCIP) in 1999. From
2002 to 2007, He was posted to Beirut at the Ecole Supérieure des Affaires (ESA), Business school
created by Lebanese and French governments and managed by the CCIP. He has been in charge of
the development of academical programs as for as programs for ESA Executive Education. Then he
joined ESCP Europe, Graduate school of Management of the CCIP as Deputy Managing Director in
charge of general affairs.
In January 2009, Stéphane Attali was appointed Dean-Director General of the Ecole Supérieure des
Affaires (ESA) in Beirut.
Stéphane Attali is also the chairman of the MEREF (Movement of French Enterprises and Economic
representations in Lebanon) established in 2008 at the initiative of French and Lebanese
companies directors, with the support of the Economic Mission of the French Embassy in Lebanon.
The MEREF currently has over one hundred members and regularly hosts various meetings and
events in Lebanon.

Dr. Nasser HOTEIT
Dr. Hoteit has been involved in the Energy Sector for close to 30 years.
He started as researcher and design engineer with a major petroleum company. Afterward, he
joined the nuclear industry as Geoscientist and head of Geosciences Directorate covering Geology,
Geophysics, Geomechanics, Geotechnics, Geochemistry, Oceanography and Climatology.
His activities that involved Experts, senior engineers and PhD students at Polytechnic School and
Mining school of Paris, helped to drive forward the knowledge of Conventional and
Unconventional Hydrocarbon Reservoirs.
Parallel to these activities, Mr. HOTEIT was board member of nuclear public agency and senior
expert at the international Nuclear Energy Agency (NEA) of the Organization for Economic
Co-operation and Development (OECD).
After Nuclear, Mr. HOTEIT joined back the petroleum industry to become Expert and Technical
Authority for the design and the construction of Liquefied Natural Gas Plants. Before joining the
Lebanese Petroleum Authority, Mr. HOTEIT contributed to the development of hydrocarbon fields
in arctic regions. He has been a part of several patents and has authored numerous scientific
publications. During his industrial career, Mr. HOTEIT has also acted as Associate Professor at
Paris-Tec, Polytechnic School, Grenoble and Lille Universities.
Mr. HOTEIT has an engineering degree, MPhil, and PhD from Polytechnic School of Grenoble,
Certification of arctic engineering from Alaska University, and MBA from HEC-Paris. He is a
Certified Petroleum Engineer and Member of Society of Petroleum Engineers.
Currently, Mr. HOTEIT is the president of Lebanese Petroleum Authority.

FORUM FOR NATIONAL DIALOGUE (FFND) IN BRIEF
Forum for National Dialogue / A Makhzoumi Initiative was established in late 2013 as a non-
political, non-profit society under official advice No. 2219 dated 4th December 2013.
FFND aims at:
Firstly: Encouraging dialogue among the Lebanese citizens
Secondly: Contributing to the preparation of political and strategic studies and research papers,
and communicating with the decision-makers for discussions there-about, in addition to setting up
and conducting training programs, workshops, round tables, forums and conferences, and holding
lectures and activities in the areas of dialogue, economics, culture and science.
Thirdly: Contributing to the hosting of lecturers and analysts and other pundits concerned with
political and strategic issues, be they local, regional, or international, in addition to holding and
sponsoring local, regional and international conferences.
Fourthly: Cooperating with the civic society organizations and civil institutions which share FFND’s
objectives in full or in part.
The key projects which FFND plans to implement in 2014 are “Oil & Gas: Lebanon’s National
Wealth Forum” which is set for 9th May, and “The Alphabets’ Dialogue” which is an initiative
unique in nature innovated by FFND for the purpose of reinforcing the dialogue among various
cultures of the world, with Beirut as its base and its timeframe of execution falling prior to the
year’s end.

Dr. Nicolas SARKIS
Dr. Nicolas Sarkis est un économiste libano-français spécialisé dans les questions pétrolières et
énergétiques.
Education : Dr Sarkis détient une licence en droit de l’USJ de Beyrouth (1956), et un doctorat ès
sciences économiques de l’Université de Paris (1961). Sa formation universitaire a été complétée
par une spécialisation bancaire à la Deutsche Bank, Düsseldorf, en Allemagne (1962-63).
Carrière : Il a fondé en 1965 et a dirigé jusqu’en 2012, à Beyrouth puis à Paris, l’Arab Petroleum
Research Center ( APRC) qui a lancé six publications en anglais, en français et en arabe sur
l’industrie des hydrocarbures au Moyen-Orient et en Afrique. Il a en même temps travaillé comme
conseiller pétrolier pour plusieurs pays (Algérie, Irak, Angola, Congo Brazzaville, MITI japonais,
etc.). Avec son associé Abdallah El Tariki, ancien ministre saoudien du Pétrole, il a été l’un des tout
premiers avocats de la nationalisation de l’industrie des hydrocarbures dans les pays arabes.
Publications : Dr Nicolas Sarkis a publié quatre livres sur le pétrole et le gaz naturel ainsi que des
dizaines d’articles parus dans les publications de l’APRC et dans la presse internationale.
Conférences : Parallèlement aux activités de l’APRC, Dr Sarkis a organisé à Paris, en association
aveclaChambredeCommerceFranco-Arabe,neufséminairessurlesrelationspétrolièresfranco-arabe.
Il a également fondé Solarmed qui a organisé en 2011, au Palais des Congrès de Paris, la première
conférence/exposition internationale sur le développement de l’énergie solaire dans les pays
riverains de la Méditerranée.

Mr. Makhzoumi has made a great many contributions and appearances in the print and broadcast media,
including the “Alhiwar” newspaper which he founded in 1999 which was the first to issue a daily electronic
newspaper, in English and Arabic, which is the “Mirror of the Arab Press".
He sponsored a study on “Harnessing Trade for Development and Growth in the Middle East”, prepared by a
group of experts selected by the US Council on Foreign Relations.
Humanitarian and Philanthropic Activities
Mr. Makhzoumi devotes much of his time and resources to charitable deeds. In 1997, he founded the Makh-
zoumi Foundation, a private Lebanese non-profit organization that contributes through its vocational
training, health care and micro-credit programs to Lebanese civil society development. In 1998, a sister
Foundation,“MakhzoumiFoundation(USA)Inc.”,wassetuptogiveawidersupporttotheLebaneseFounda-
tion.
The Micro Credit Loan program provides small loans to individuals in order to help them finance their own
sustainability in life. This program has already provided over 6,500 loans to underprivileged Lebanese
families to start or expand small businesses through capital loans made on the basis of their sound planning
rather than financial collateral. The micro credit loan program is carried-out with, primarily, the financial
support of the Founder, Mr. Makhzoumi, and of international organizations, such as USAID and LIM. In
addition to this vibrant loan program, the Makhzoumi Foundation operates vocational centers in which
thousands of Lebanese citizens are provided with training in languages, computer skills, as well as internet
skills, hardware repairs, hairdressing, barbering, beauty, photo and video shooting, plus other vocational
skills. It provides also health care through its clinics across the country. Moreover, the Foundation imple-
ments different projects related to environment and sustainable development. Any Lebanese citizen is
eligible for these programs and acceptance criteria are based on the basis of ”need, not creed”. So far, over
250,000 people have benefited from the Foundation’s Programs.
Mr. Makhzoumi has forged strong relationships with a number of leading educational institutions and has
established a number of endowments, including: at the University of Alberta, Canada, the “Makhzoumi
Lebanese Studies Endowment” (2009); at the American University of Beirut, the “Rami Makhzoumi Chair in
Corporate Governance” and at the International College in Beirut yearly awards for Leadership and
Excellence (2012).

Dr. Ali HAIDAR
Dr. Ali Haidar received his Ph.D. from the Swiss Federal Institute of Technology in Zurich (ETHZ) in
Natural Sciences. He also made his post-Doctoral work at the same Institution.
He attended over 23 courses of specialization (in US and European Universities) in different
disciplines, including isotope geochemistry, palynology and kerogen analysis, Biostatistics,
biostratigraphy of calcareous nannofossils, Risk analysis and Management, etc.
He is currently teaching a wide variety of petroleum courses at the American University of Beirut.
His intervention at this forum carries the title “Petroleum Prospects of Lebanon.”
Mr. Fouad MAKHZOUMI
Mr.FouadMakhzoumiwasborninBeirut,Lebanon.Hereceivedhispreliminaryandsecondary
educationattheInternationalCollegeinBeirutandthenheobtainedundergraduate(1974)
and Master of Science degrees (1975) in Chemical Engineering from Michigan
Technological University, in Michigan, United States of America. Mr. Makhzoumi
was appointed a Commander of the Order of Merit of the Republic of Italy in 2013.
In 1975, Mr. Fouad Makhzoumi, a new graduate and confident young man, sought an
opportunity to make his fortune in the Kingdom of Saudi Arabia. In the world of business,
hehasshownimagination,initiative,areadinesstotakeboldstepsandtoundertakeadventurous
projects. In Saudi Arabia, Mr. Makhzoumi played a strategic role in developing one of largest private
industrial group of companies.
In 1984, a company controlled by Mr. Fouad Makhzoumi, acquired a substantial interest in a UAE based pipe
manufacturing and trading business. Under Mr. Makhzoumi's leadership and industrial expertise what became
the Future Pipe Industries Group, which is now wholly owned by Future Group Holdings, has grown into one of
theworld’slargestproducersofcompositepipesystemsandisnowglobalinitsscopeofactivitieswithspecialized
subsidiaries throughout the world. As well as Future Pipe Industries, Mr. Makhzoumi controls a diverse portfolio
of investments including: engineering; industrial; commercial; research; real estate; security; information;
multimedia and publishing businesses. Together, these companies employ more than 3,500 people across the
world, in countries including: Lebanon, United Arab Emirates, Egypt, Oman, Qatar, Saudi Arabia, Italy, France, The
Netherlands, Germany, UK, Spain, Morocco, U.S.A., Thailand, India, Indonesia and Singapore.
Mr. Makhzoumi has been the Executive Chairman of Future Pipe Industries since 2003 and he is also currently
its Chief Executive Officer. He has also been the Executive Chairman of Future Group Holdings since 1982.
Public Activities
In addition to his achievements in the world of commerce, Mr. Makhzoumi has throughout his career
participated in a wide range of public and political activities. He believes his economic and business experience
gives him particular insight as to political and social situations, not only in Lebanon but also in the Arab World
in general and he has long been a prominent figure in international, political and diplomatic circles. His
involvement in public affairs intensified after the Lebanese civil war ended and in 2004 he founded the National
Dialogue Party in Lebanon, of which he has acted as its Secretary General since its foundation.
Other key public activities include:
• A member of the Board of the US Middle East Project (USMEP) (1994)
• President of the International Desalination Association (1995-1997)

Wissam E. Chbat has 17 years experience in the oil and gas E&P.
Wissam holds a B.E in Electrical Engineering from the AUB and a Masters in Finance from the ESA
Beirut and ESCP-EAP Europe.
He joined Schlumberger oilfield services in 1997 and held various field operations, operations
management and business development positions with wide exposure to under-balanced, HPHT
and deep water operations.
He worked in Venezuela, Indonesia, Congo, Cameroon, Ivory coast, equatorial Guinea, Gabon,
Ivory coast, Algeria and India gathering wide international experience before becoming the
upstream advisor to the Minister of Energy and Water late 2009.
Since the 4th of December, 2012 he is the head of the Geology and Geophysics department at the
Lebanese Petroleum Administration and a member of the board of directors.

Jihad Azour is Managing Partner of Inventis Partners - a Private Equity Firm, with investments in
MENA and Europe. Until recently, he was a V.P. - Senior Executive Advisor at Booz & Company,
actively involved in consulting governments, public sector organizations, central banks, financial
sector and institutions, and large international corporations.
Since 2009, Jihad Azour is member of the IMF Advisory Group for the Middle East – MEAG. He was
recently appointed by the Board of the World Bank, member of the Independent Panel of Experts
to review a broad range of issues around the Doing Business and Global Competitiveness. He also
chaired the G8-MENA Ministerial Group for 2006–2008, which regroups ministers of Finance and
central bank governors of the G8 and MENA countries.
Prior to taking up this position, he was the Minister Finance of Lebanon for three years (2005 - 2008).
Spearheaded the economic and financial program of the Lebanese Government, and coordinated the
implementationofthevariouspoliciesandreforminitiatives.Ledthepreparationandtheimplementation
of the Paris III International Conference for Lebanon, gathered more than 45 countries and IFIs, and raised
USD 7.6 billion of support.
Jihad Azour also conducted a comprehensive modernization and reform agenda in the Ministry of
Finance. The reform program was granted in 2007 the prestigious “United Nations Public Service Award”.
He occupied senior positions in government, UNDP, and in leading private sector companies
(including McKinsey and Company, Booz Allen Hamilton, and Compagnie de Saint-Gobain). He also
consulted for the IMF, the World Bank and theEU. He published more than five books and several
articles on economic and financial issues in international publications and academic journals, and
has a long teaching experience at the American University of Beirut.
Jihad Azour sits on the board of various companies, universities and social institutions, among
them the CMA – CGM Group (third largest international shipping company), the Lebanese Ameri-
can University (board of International Advisors), Universite La Sagesse - Lebanon. He has also
pioneered various projects and initiatives, among them the Young Entrepreneurs Program -
BADER, to support Lebanese entrepreneurs. He is a Chevalier dans l’Ordre National de la Legion
d’Honneur en France.
Jihad Azour obtained his PhD in international finance from Harvard University and the Institut
d'Etudes Politiques de Paris, France. Dr. Azour also holds an M.Phil. (DEA) in international finance
and a master's in applied economics from University Paris IX - Dauphine, France.

Professor Patrick Gougeon is Director of the ESCP Europe London Campus. In the course of his
career with the school he has occupied several positions in France and abroad. In Asia he was the
Director of the School of Management at the Asian Institute of Technology (AIT, Bangkok,
Thailand); in Paris he was the Director of MBA programmes.
Professor Gougeon has also contributed to the development of various international programmes,
such as recently the MEBF (Master in Economics of Banking and Finance, Hanoi & Ho Chi Minh
(Vietnam), an ESCP Europe/Paris Dauphine joint programme; he holds the position of academic
co-director.
His research activities were first in the field of insurance and risk management. More recently he
has also developed an expertise in the field of energy management with a particular focus on
international project finance. Presently he is co-director of a Specialized Master programme in
«Energy Management» launched in partnership with IFP school (Institut Français du Pétrôle) and
BI Norwegian School of Management in Oslo.

Mr. Roudi BAROUDI
In more than a decade as a senior adviser and consultant to the Government of Lebanon, he established
the foundations for a national energy policy, many parts of which remain in effect, or awaiting
activation when political conditions permit. In 1993-94, for example, he designed the architecture
for a proposed natural gas industry to support electricity generation in Lebanon, identifying appropriate
sites and routes for gas entry and exit points, storage facilities and both onshore and offshore
pipelines.
From 1996 to 1998, he negotiated with Qatar’s Ras Laffan LNG Company for the annual supply of
2-3 million metric tons of LNG for Lebanon’s power stations. In 1997-98 Baroudi represented
Lebanon’s Ministry of Electricity and Water (MEW) in negotiations with a consortium of M.W.
Kellogg and Elf Aquitaine for the construction of an LNG supply facility at Zahrani. At the same
time, he finalized a Heads of Agreement (HoA) between Ras Laffan LNG and the M.W Kellogg
consortium for the LNG contract. He also supervised the “Lebanon Gas Supply Project” (U.S. – TDA
98-10016A), a study published by the US Trade and Development Agency in March 1998.
In 2004, Baroudi served as Task Team Leader, conducting and supervising the “Lebanon Hydrocarbon
Study” on behalf of both The Word Bank and the MEW. In addition, he sat on a variety of
ministerial/parliamentary bodies that drafted several pieces of key legislation governing
Lebanon’s energy sector, including the Gas Pipeline Law, the Hydrocarbon Law, the Petroleum Law,
the Electricity Law and the Arab Mashreq Energy Interconnection.
He has since become a major proponent of establishing a gas sector in Lebanon and the rest of the
Mediterranean. Baroudi also has helped to form energy and Environment policies for countries
across the Middles East and North Africa region, as well as the Euro-Med area. He participated in
preparations for the Euro-Med Energy Free Trade Zone, and in the Euro-Med Regional and Euro-med
Government negotiations. He also advised the European Commission and its partners on energy
and transportation policy between the Barcelona and Trieste declarations in 1995-96 and 2004.
Baroudi is the author and co-author of numerous books, articles, studies and research reports on
political, economic, climate change and other matters associated with energy. His insights on these
and related issues are frequently sought by local and international companies, governments, and
media outlets. He is also a regular lecturer on global energy and transportation affairs.
Mr. Baroudi is CEO of Energy and Environment Holding, an independent
consultancy based in Qatar.
A veteran of more than 35 years in the energy industry in the U.S., the
Middle East, North Africa and Europe. He has extensive experience in both
the private and public sectors. Baroudi’s long career has included work in
oil and gas, petrochemicals, power generation, electricity reform, energy
security, environment, carbon trading, privatization and infrastructure.

Dr. Kamal HAMDAN
Dr. Kamal Hamdan is Executive Director at the private Lebanese consulting firm
the “Consultation and Research Institute” (CRI) - established in Beirut in 1977.
During more than 35 years of work in CRI, he has supervised and coordinated a
wide range of studies and projects covering social and economic issues, for local
and international entities in both private and public sectors.
He contributed as senior consultant to many research studies conducted by international
institutions, including the World Bank, EU institutions, UNDP, ILO, UNICEF, UNESCWA,
UNRISD, UNFPA, UNESCO and UNURWA. He also worked with the private sector on many market and financial
feasibility studies, in addition to specific issues related to the competitiveness of micro and small enterprises.
Backed with a highly diversified carrier path, he served as senior consultant to the Prime Minister Office and
several Lebanese ministerial committees for economic evaluation and reform purposes, focusing mainly on
the production, management, distribution, and financing of main public services. His expertise spanned
over several fields, among which the most important are health, education, insurance, wage adjustment
policies, poverty alleviation and urban planning. His major areas of interest lie in macroeconomics, employment
and labor economics, social insurance schemes, and social development. He has published several books
and articles in well-known Lebanese, Arab and international economic reviews and periodicals.
Hamdan is a member of many professional bodies, among which: the Economic and Research Forum for the

Dr. Marwan ISKANDAR

Marwan Iskandar is a Lebanese economist who studied at Oxford University and the American
University of Beirut.
Since well over thirty years, he has been chief economic commentator at An-Nahar, Lebanon’s
leading newspaper. Between 1968 and 1974 he edited a weekly financial and economic review for
An-Nahar.
He has advised the ruler of one Arab country and the ministries of finance and information of three
other Arab countries.
Intermittently, he has advised three Lebanese prime ministers, and politico-economic major
events in the Middle East.
From 1981 till 2005 he edited and published 25 yearly reviews of the Lebanese economy committees
(1984 and 1992) that prepared macro-economic programs for adjusting and improving the performance
of the Lebanese economy.

Mr. Wissam ZAHABI
Prior to his appointment at the LPA Wissam was working as an Energy Advisor at the office of the
Prime Minister in Beirut since 2003 as part of the UNPD team.
Wissam was actively involved in the energy sector; he was part of team that drafted the petroleum
policy, the offshore petroleum law and the petroleum activities regulations. Wissam has been
involved with all aspects of energy chain (Hydrocarbon Strategy, gas infrastructure, LNG project,
feasibility study of the refinery, gas sales agreements).
Wissam has a master degree in engineering from the AUB and an MBA in Finance from HEC
Montreal and has publications on Energy resource allocation using multi-objective goal programming.
Dr. Mohammad AHMAD
Dr Mohammad Ahmad is an Associate Professor in Chemical Engineering at The American Univer-
sity Beirut (AUB). Before joining AUB, Dr Ahmad started his career at Queen’s University Belfast in
1995 as an Assistant Professor and in 2000 he was promoted to Associate Professor.
Dr Ahmad was the Head of Chemical Engineering at Queen’s University Belfast. Dr Ahmad has also
worked in ICI Fertilizers, Belfast, UK between 1992 and 1995. He obtained research funding form
research councils (Government) and Industry during his career at Queen’s University Belfast.
His total research income is around 2 Million US $. Dr Ahmad’s research areas include: solid waste
management; biofuels production from solid waste, production of activated carbons from solid
waste; Heterogeneous catalysis and simulation and modeling. Dr Ahmad supervised more than 25
PhD students and over 60 MSc and MPhil research projects.
He has also been external and internal examiner for a large number of PhD students. He has given
plenary talks and presentations at International Conferences Worldwide. Dr Ahmad is acting as
referee for a number of high impact International journals in areas related to his research. These
include Industrial Engineering Chemistry Research, Biofuels, Renewable Energy, Bioresource
Technology, Chemical Engineering journal Biotechnology Progress.
He has also been acting as a referee to international research funding bodies in Canada, Saudi
Arabia and the UK. Dr Ahmad has published over 60 papers in high impact journals.

Rayan Kouatly is Managing Partner – Kouatly & Associates - Attorneys.
Specialized in international law and Arbitration, Rayan is the managing partner of Kouatly &
Associates, a law firm focusing its practice on Corporate and Oil and Gas laws.
Rayan has more than 20 years of experience in downstream activities. He’s advised the Lebanese
Parliamentarian Committee for Energy on all legal issues pertaining to the industry and is the Vice
President of the Beirut Bar Association Committee on Oil and Gas.

Mr. Imad MAKHZOUMI
Born in 1964, Imad Makhzoumi has a Bachelors of Science in civil engineering from the University
of Southern California, Los Angles and a Post Graduate Diploma in Management from Mc Gill
University in Montreal Canada. Born in Beirut, Lebanon, lived in Lebanon, the UK, USA and Canada
and currently based in Dubai. Started his career in the pipe business early and during his education
in the USA and in Canada by working through various disciplines, departments and ranks until he
joined Future Pipe Industries in Dubai in 1989.
His experiences in various aspects of the pipe business from engineering site services to operations
provided him with an in depth knowledge of the pipe market and covered multiple disciplines. He
was appointed as Vice president in 1994, and led the Group’s sales team of Future Pipe Industries
from the GCC, one of the largest fiberglass growths market in the world.
He also managed to expand the business into new segments and territories, in Asia and the GCC
particularly in the Oil and Gas, Industrial and Municipal sectors. He has supported the growth of
the company not only through sales but through development of various ventures to produce pipe
across the world.
He played an integral role in the development of the engineering Group Dynaflow International which
was part of the Holding company as the Executive Vice President responsible for its development and
integration within the pipe division offering a complete solution to both Oil & Gas and Industrial sector.
He served as the COO of FPI during 2009-2011 during which the Group was going through two
major initiatives the Revolution@ and the Evolution@ which lead to the expansion of the group
and its preparation for the contemplated IPO on both the DIFX and the LSE. He participated and
supported the CEO in the preparation of the IPO process and was an active team member during
the road show.
He is currently serving as the Executive Vice President for Asia and he is a member of the Board of
Directors for Future Pipe Group assisting the CEO and Chairman in developing new Joint ventures

Dr. Fadi Georges COMAIR
Dr. Fadi Georges Comair, diploma from Texas and Harvard and French universities: Ecole Nationale
des Ponts et Chaussées, and University of Claude Bernard de Lyon I, Ph.D. Civil Engineering, Hydrau-
lics and Energy (High Honors).
Dr. Fadi Georges Comair started his career in 1986 at the French Government as a leader of Techni-
cal services in the French Ministry of Industry, and was charged of managing five European Techni-
cal Committees related to Water and Energy utilities.
Dr. Comair returned back to Lebanon in 1993 to be nominated as President of the Board for the
Litani National Water Authority. He later occupied the position of the General Director of Hydraulic
and Electrical Resources at the Ministry of Energy and Water, Director of the Water Energy and
Environment and Energy Research Center (WEERC), and professor at Notre Dame University
(NDU).
Dr. Comair is currently the Honorary President of the MENBO (Mediterranean Network for Basin
Organizations), the Vice President of SEMIDE (Système Euro Méditerranéen d'Information sur les
savoir-faire dans le Domaine de l'Eau) since November 2005, and a member of the water initiative
of the Union for the Mediterranean (UfM). He also launched the Solar Mediterranean Plan (SMP)
for the Union for the Mediterranean (UfM). He published several books and articles related to
these subjects. He is an active member at the EWRI-ASCE, and got the honorific title of Diplomat,
Water Resources Engineer (DWRE) given by the American Academy of Water Resources Engineers
(AAWRE) for the fist time to a non United States citizen.

Ms. Tonje P. GORMLEY
Tonje P. Gormley is a Senior Lawyer at Arntzen de Besche Law Firm.
Gormley has worked with legal issues related to the petroleum industry both in the public and the
private sector, including as an in-house lawyer in an IOC.
With substantial international petroleum law experience, she acts as advisor to NOCs/IOCs and
governments. Gormley advises NOCs/IOCs on legal issues related to petroleum activities including
negotiations of PSAs, JOAs, gas transportation and processing contracts and other contractual and

Mr. Dani KABBANI
Dani is a partner in Eversheds’ International Corporate Commercial Group and he practice
focuses on energy, projects and M&A transactions.
Before joining the firm, Dani was with an international firm based in Doha and has 17 years
of experience in the oil and gas sector.
He previously worked for Qatar Petroleum's Legal Department in the Projects section for
seven years (2000-2007) and before that acted as Manager of the Legal Department of
Doha Bank. Dani has extensive experience working with government bodies and international
companies
on a wide range of commercial and corporate matters including joint ventures and mergers and
acquisitions and has advised on tax related issues including tax and customs exemptions. Dani has
also extensive experience advising industrial, construction and oil and gas companies on project
finance, project agreements including industry joint venture, production sharing and sale and
purchase agreements and has assisted numerous joint venture companies in their negotiations
with both the private and the public sector.
Dani also advises sovereign funds in relation to international acquisitions.
Dani acted as the Secretary of the Board of Directors ORYX GTL (a joint venture between Qatar
Petroleum and Sasol) and Gulf Drilling International (a joint venture between Qatar Petroleum and
Japan Drilling Company).
His experience includes advising:
• Qatargas II LNG Project (a joint venture between Qatar Petroleum and Exxon Mobil) - on the
financing and construction of two LNG trains, the acquisition of tankers to transport LNG from
Qatar to the UK and the construction of an LNG receiving terminal in the UK. At US$11.2bn this was
the largest energy project financing at the time and the first with an Islamic tranche.
• Ras Gas II - a joint venture between Qatar Petroleum and Exxon Mobil on the financing of its
expansion, which involved the development of five gas trains.
• Q-Chem II (a joint venture between Qatar Petroleum and Chevron Phillips Chemicals
International) and QATOFIN (a joint venture between Qatar Petroleum and Total ) - on the
financing and construction of a petrochemical plant in Mesaieed, together with a new large scale
ethane cracker to be built in Ras Laffan Industrial City. The complexity of the financing
arrangements and intercreditor arrangements won this project 'Project Finance Deal of the Year'.
