Introduction
The Sport Development Department of Corby Borough Council provide an
opportunity for the community to take part in sport. There is a need to focus on
Corby Borough Council Sport Development Department, evaluating them as a
provider alongside the concepts and principles from management. Through applying
the specific employment areas from coaching and fitness it is possible to evaluate
the business provider such as their effectiveness and contribution of human resource
management to the performance.
What Is Management?
In principle every organisation management of resources, containing labour,
premises, technology, finance, materials plus alters these resources into goods or
services that are vital for their customers as shown in Figure 1. Collin (2006);
management is the directing or running of a business. Management by objectives is
a way of managing a business by setting work targets for the managers and testing

Council working in partnership with other agencies and the local community will work
towards building a stronger, healthier and more active community”. (Appendix 1.)
Therefore the council’s uses business values which present various chances for
individuals to be involved in local recreation. Along with supporting of latest services
and activity sessions; because each resident has a privilege to go to nearby place for
safe recreation. Since I believe the Sports Development department objectives are
presenting better entry and improved chances in physical activity and sport to the
complete community.
The Environment of Which the Local Government Operates
Though I firmly believe the participants must be at the heart of the development;
since they are the people who be using the products and service being provided by
the council. As the opportunities being created by the Sport Development
Department are the ones who are required to sustain and the co-ordination of

innovative projects to manage peoples satisfaction levels. Consequently the local
authority has to be sufficiently adaptable to reach them. PESTLE analysis is a useful
tool which is able to support businesses reaching policies via assisting them to
recognise the external environment in which they run presently and will work in the
time ahead. (Appendix 3.)

Research has shown an improvement in quality management and a commitment of
further improvement. Notable improvements include a change to the organisational
philosophy, as the application of continuous improvement and the development of a
quality assurance programme. (Farrell & Ho 1996)
Firstly planning this is of main significance to basic management, as the businesses
each year set goals. These then are consequent of the mission statement and the
relevant objectives needed to meet the outcomes. As involves Human Resource
Planning which is known as; the process of systematically forecasting the future
demand and supply for employees and the deployment of their skills within the
strategic objectives of the organisation. (Bratton and Gold, 2003, p191) Also the local
government takes into account the factors of controlling of budgets to fund the
activities with the appropriate equipment needed and the facility management. Also
includes the leading and controlling of all staff involved since this will improve the
environment so participants get the best experience delivered to them.

Their strategy is created for long term mass participation hence Key Performance
Indicators (KPI) is used in the plans. Consequently the Sport Development even
does well when organising includes contingencies any case anything goes wrong.
Additionally the council planning takes into consideration of strategic, tactical and
operational. Therefore the principle of planning used to determine what goals the
business wants to achieve, this involves departmentalisation because illustrates who
is responsible for what job and he/she will have to performed.
This is used by Sport Development like many other organisations since they are able
to departmentalise. Both focus on the staff roles, services provided, processes
needed and the customer type of the business. Whereby getting individuals together
as group, this is so with the intention of any general related tasks or responsibilities
these are able to be harmonised. Therefore these people within the business are
allocated to specific departments, thus the able to use their skills which maximise
and aid in reaching organisational targets. (Hoye, 2009)
Through the control of delegation of people or their positions to different
departments, this is so the individuals can perform effectively which it is the most
familiar type of according departmentalising. This is shown in the Corby Borough
Council Sport Development current hierarchy structure Figure 2 shows how they
arrangement of the Sport Development department with each individual being

of the environment in which they work will be done through a PESTLE analysis. This
is because it easily arranges a framework for assessing a business especially

Environmental (CIPD, 2010) analysing of the internal and external factors which

partnerships and agencies these other businesses are based locally, regionally and
international all part of the sports industry. This then results in a local community to
build a stronger, healthier and more active community. As the role of Sports
Development their aim is to deliver better accessibility and have further opportunities
for Sport and Physical Activity either recreationally or competitive for the complete
borough. The South Gloucestershire Council 2012 clarify that local authority
supports the constant improvement of high quality services. As well each local
government must organise itself for quality principles. Equally together this places
assurance for their consumers London Borough of Ealing, (2005).
Also the council’s most recent sports development strategy reflects the trend by
putting the importance on youths and elderly groups from the community. The local

council I believe fulfil their responsibility for the development provision for sport to the
community. This in return helps to improve the health and wellbeing of residents.
Furthermore the Sports Development offers opportunities for guidance, training and
provision to the local community, sport clubs, coaches, leaders and schools. Their
responsibility is to organise a range of events like holiday sport activity camps and
recreational activity sessions. Besides sustainability through running supervision with
funding applications and club mark accreditation
Evaluating the Effectiveness and Contribution of Human Resource
Management to the Performance of the Local Authority
Investigation into key HRM practices Schuler (1984) show, human resource
planning, and the staffing which involves recruitment and selection plus socialisation.
Along with appraising those to increase the gap between their competitors, plus the
need for continuous training and developing of the staff also helps to keep union-management
relationships in harmony.

The Human resource management–organisation performance model in Figure 3
presents the connection concerning Human Resource Management methods and

employee and the work group levels. Furthermore includes the organisational
performance measures and various other factors. Assessing the effectiveness and
contribution of Human Resource Management of the local authority is by evaluating

As Corby Borough Council management it is a difficult for the Sport Development
Department as needing to offer opportunities for development of staff within a sport
organisation. Additionally with the total magnitude of the business involved, for
controlling the range of paid staff force and manage the volunteers within the sports
industry. This is because it is important for the workforce to be continually pleased
and efficient in their practice.
Creation & Justification of Action Plan Relating To the Management
The action plan below includes a sequence of steps that is going to be acquired, or
the actions in which ought to be carried out good, for the strategy to achieve. An
action plan has three major elements. Firstly the detailed responsibilities, what will
be accomplished and who shall do it. Next is the time prospect, since when will it this
be completed. Finally the resource allocations, as what is needed for instance the

SWOT Analysis

Strengths
The Council is able to control large projects; this is a good measurement for the

(2009). The Annual Audit Letter Corby Borough Council Audit 2009/10 shows that
the local authority is managing its resources and finances with adequate
arrangements for the workforce too. Also helps with crime prevention/lower rates as
incentives are being run with Northants Police, the NHS and the Council One Place
Audit Commission, (2009). Top training facilities the athletics track and swimming
pool can be used as training venues for the Olympics. Furthermore the offices of the
council are in a good location a placed in the centre of the town.
Weaknesses
Due to the economic climate, the government are possibly overspending as trying
too hard to develop too much/ too quickly. Therefore managing growth of population
becomes difficult when reaching the target audience with a limited staff force.
Consequently hard to maintain customer satisfaction and some facilities are out of
the way with even some needing to be regenerated as well. Regularly offer sport
clubs, half term activity camps and hire out facilities so their able to reach wide range

of ages and ability in the community effectively. Yet need to do more promotion and
marking to generate money and partnerships.
Opportunities
Climate change, local government and contingency planning, needing to adapt with
the weather effects on people being able to visiting and using the facilities (Appendix
4.) Olympics Torch, and Queen Visit is often published and be promoted which
showcases the improvements made to the borough. Consequently this will also help
the push for City status.

Sustainability East (2012) says “with increased threat of flooding (coastal and inland)
will have an impact upon local authorities (including planning services) and
emergency response and risk management partners.” Due to budget cuts and
overspending sometimes occurs and redundancies are made. Yet health and safety
number of staff ratio becomes a problem, since needing volunteers for stewarding at
events. Also the space needed for redevelopment and cost implications of
maintaining.
Quality Assurance (QA)
The words “quality assurance” and “quality control” are frequently take advantage of
to signify approaches of confirming the quality of a service or product provided.
