Guidelines for CP Report Writing (as per the NCPC Report Format)
Contents of the Report
โ€ข Cover Page and Second Page
Please use the standard format given and only fill in the appropriate areas with relevant
information. Do not make any changes to the page setting or font sizes.
Front page
Insert the month and date where mm/yy is given on the first page.
Second Page
Insert the address of the company (site where assessment was conducted) in one line using
commas as shown below.
Eg: 251/30, Kirula Road, Narahenpita
Give the duration of the assessment from the date started until the date completed.
Report Serial Number: Change the format given for the report serial number in the following
manner
NCPC: Do not change this
CA: This indicates the type of assessment conducted;
Comprehensive Assessment: CA
Short Assessment - SA

โ€ข Executive Summary
Please limit to a maximum of two (2) pages covering five (5) paragraphs as given below,
First paragraph: Please give the initiative of the project, the assessment focus and period of
assessment in this paragraph.
Second paragraph: Please give the outcome of the assessment with details of baseline information
(both absolute and relative indictors) based on monthly and daily records as well as the sample
material balance(s) conducted and the CP Potential with references to the parts of the report such
as annexes that give the data and the detailed calculations.
Third paragraph: Give a summary of the key solutions given in the report for implementation. The
solutions with the relevant economic benefits (potential savings) should be given here.
Fourth paragraph: Briefly discuss the short, medium and long term benefits (both environmental
and social) such as reduction in Carbon Footprint.
Fifth paragraph: Foreseen constraints relevant to implementation and proposed enabling measures
should be given in this paragraph. (eg: capacity building required for implementation,
improvement to the data collection system etc.)

โ€ข Main Text of the Report
1.0 Introduction: (Company Profile)
Fill up the details in the table provided in the format. Use the following instructions to guide you.
Name and Address of Company: Please provide the full name and complete address of the
company where the assessment was undertaken.
Telephone: Please give the contact phone number(s) of the company (site where assessment was
conducted) with area code.
Fax: Please give the fax number(s) of the company (site where assessment was conducted) with
area code.
Email: Please provide accurate email address.
Website: Please indicate website if available.
Year of Establishment: Indicate the year when the industry started operations.
Ownership: Indicate the type of ownership by using โ€œXโ€ in the cage opposite the relevant
statement.
Physical Location: Please state the nearest city and whether the company (site where assessment
was conducted) is in a BOI industrial zone/industrial estate/urban area/environmentally
sensitive area, etc.
Type of Activity: Indicate the type of industrial activity by using โ€œXโ€ in the appropriate cage. In
case of places outside of manufacturing and service activities such as sports arenas/centers,
places of cultural and religious activities etc. please specify under category โ€˜Otherโ€™. If in doubt
check with NCPC.
Sector: food, rubber, etc. under manufacturing sector and tourism, education/training,
Healthcare, etc. under service sector.
Size of Facility: Please indicate if the industry is a Small, Medium or Large scale operation
based on the number of employees. Use the guide indicated below.
<50 = Small / <250 = Medium / >250 = Large
Industrial Processes Used: Please describe very briefly (maximum 15 words), the main
processes specifying whether the process(es) is/are energy/water/labour intensive.

Production / Service Capacity:
Current output: Please give the output of the latest continuous 12 months or financial year using
the appropriate units (in the case of Education/Training institutes mention the number of
persons trained per year; in the case of Hotels give the occupancy per year).
Full capacity: Indicate the output if the industry is operating in full capacity if and where
applicable.
Market: Please indicate the market share in the approximate percentages in the appropriate
box(es).
Total Number of Employees: Please give a breakdown of the total number of employees
indicating the numbers in the appropriate cage(s).
Company Highlights: Indicate any special achievements/awards, national & international
certifications including SLSI/ISO certification etc. Please limit these to the past 3 years.
Contact Person: Please give the name and designation of the contact person at the company.
CP Team Members: Give the names of the CP team with the name of the team leader in the first
row. In cases where there is a core team with sub-teams mention the names of the core team
members in this table and attach names of sub-team members in Annexes
2.0 Scope, Focus and Objectives
Please limit this section to one page.
2.1 Scope: Indicate the extent or range of view included in the assessment. (The physical
boundary (area) covered in the assessment). Limit this to 35 โ€“ 40 words.
2.2 Focus: Give the most relevant wasteful processes, activities or resources identified and focused
on during the assessment. (Eg: The audit focus at an organization may be electricity, water, solid
waste, waste water, hazardous material, chemicals, emissions etc.). Based on the focus the team
can spend more time to analyze them. Limit this to 35 โ€“ 40 words.
2.3 Objectives: Indicate objectives of conducting this particular CP assessment such as cost
savings, improvement of company image, reduction of carbon foot print, improvement of
chemical handling, industrial safety & minimizing associated risks, etc.
3.0 Cleaner Production Assessment
Any queries regarding this guideline should be clarified with NCPC, Sri Lanka. Please
note that NO alteration should be made to this guideline under any circumstances.
3.1 Process Description: Briefly indicate the key steps of the production processes in ยฝ to
1 page. Please cover support services and auxiliary services such as maintenance,
cleaning processes, wastewater treatment, etc.
The detailed Process Flow Diagram with specific inputs and outputs should be annexed.
3.2 Quantification of Resource Flow
3.2.1 Monthly Resource Flow: Please provide details of consumption of main resources,
production output and wastes generated during the latest, continuous 12 months. Please
note that air emissions should be limited to GHGโ€™s given as Tons of CO2 Equivalent.
3.2.2 Daily Resource Flow: Please provide details of consumption of main resources,
production output and wastes generated for a maximum of 30 days. If data is available
for less than 30 days consider collecting data for the most productive period (ie., under
normal production schedules) avoiding holiday seasons or peak production periods.
Please note that air emissions should be limited to GHGโ€™s given as Tons of CO2
Equivalent.
Note: Use graphical representations such as pie charts, bar charts etc. to analyze
and interpret the data presented in the above three sections. Please ensure that
graphs are clear and easy to differentiate even when printed in black and white.
3.2.3 Sample Material Balance: Please use the table given in the format to present the data
collected during the sample material balances. You may use this template for energy
balances as well. Use separate tables wherever necessary.
Process Steps: Indicate the process steps in the relevant cages (in place of A/B/Cโ€ฆ..).
Input: List main raw materials, and other materials such as process water, chemicals if
any and quantities measured in each sample balance. In case of energy balance, list
types of energy used.
Output: List each identified waste stream and quantities measured separately.
3.2.4 Energy Balance
A. Energy Share (based on historical data)
Provide information on annual consumptions of various energy sources in the relevant
units in column 3. Calculate the energy content in Mega Joules and give these figures in
column 4. Give the share of various energy sources in percentages (%) in column 5.

The data given in this table should be based on records available with the company.
(eg: Electricity bills, Furnace oil purchased, LPG cylinders purchased etc.)
B. Electrical Energy Balance (based on measurements)
Give the section wise electricity consumption (actual and percentile) of the company
(site where assessment was conducted) in this table. The sections stated in column 1
should be representative of the sections in the company. Areas such as maintenance,
auxiliary activities and support services can be grouped under โ€˜Otherโ€™. The data
provided here should be based on actual and accurate measurements conducted during
the CP/Energy Assessment.
C. Thermal Energy Balance (based on measurements)
Give the thermal energy supply and consumption data in this table.
Indicate the total thermal energy supplied through the boiler(s) (in Mega Joules per
day) in the company (site where assessment was conducted) in column 2. Indicate the
distribution and losses of thermal energy (in Mega Joules per day) through the boiler(s)
and steam distribution system(s) in column 4.
Give the total thermal energy produced by the furnace(s) (in Mega Joules per day) in
column 2. Indicate the amount of energy used and amount lost/wasted (in Mega Joules
per day) in column 4.
The data provided here should be based on actual and accurate measurements
conducted during the CP/Energy Assessment.
D. Electrical Energy Consumption by Utilities
Electrical energy consumption related to support/auxiliary services should be indicated
in this table. These activities/services have been listed in column 1. Indicate the
electricity consumption in actual (in kWh/day) and percentile.
The data provided here should be based on actual and accurate measurements
conducted during the CP/Energy Assessment.
3.2.5 Baselines and Performance Indicators
Provide specific consumption figures based on available records (monthly statistics,
daily records, and sample material balances).

For comparison purposes, wherever available mention relevant national and
international benchmarks for specific consumption and resource productivity of raw
materials, process water and energy; and pollution intensity for solid waste, liquid
waste and air emissions.
Add additional rows to the table if required.
Provide references in the relevant column indicating where the detailed calculations
for the figures presented in these tables are given in the report.
3.2.6 Cost of Wastes: Please provide the waste cost data related to material, water and energy
in the relevant tables. Provide references in the relevant column indicating where the
detailed calculations for the figures presented in these tables are given in the report.
Values given here should be annual figures and rounded off to the nearest Rs.โ€™000.
3.2.7 CP Potential: Please indicate the CP potential as LKR/Annum in the box provided in the
format. The CP potential is calculated by adding the totals of the three tables under
section 3.2.6.
3.3 Waste Cause Analysis and Option Generation
Any queries regarding this guideline should be clarified with NCPC, Sri Lanka. Please
note that NO alteration should be made to this guideline under any circumstances.
Indicate the process steps and the waste streams under each process step in the relevant
columns. The main waste causes (3rd
column) should be one of the 8 main waste cause
categories given in the CP methodology. Sub-causes under each main cause should be
identified and written in the 4th
column. Each sub cause may have more than one CP
Option. Therefore list all possible options in column 5.
Under the column โ€˜Screeningโ€™, please mark โ€˜Xโ€™ in the relevant box (whether the CP
Option identified is rejected due to practical reasons (R), can be implemented directly
(DI) or need further analysis on technical, economic and environment point of view
(NFA).
3.4 Selection of CP Solutions: Carry forward the options that are marked as NFA (Need
Further Analysis) in the previous section and write them in the column marked โ€˜Options
Needing Further Analysisโ€™. Indicate if these options have been found Technically,
Environmentally and/or Economically Feasible through the โ€œFeasibility Analysisโ€ by
using โ€œYesโ€ or โ€œNoโ€ in the relevant cages. Carry forward the total marks for each option
(from the โ€œFeasibility Analysisโ€ exercise) into the โ€œTotal Marksโ€ column. Prioritize
options based on total marks (options with the highest marks get the highest priority).
Please note that the Feasibility Analysis should be carried out separately and
annexed to this report. The table given here should be used to present the outcome
of the exercise.
3.5 Achievable Savings Through Implementation of Cleaner Production Solutions:
Indicate the options prioritized in section 3.4 in the appropriate column and indicate the
potential each option has for saving raw materials, water, energy, etc. (indicate annual
quantities). Monetary values should be indicated as annual figures rounded off to the
nearest Rs. โ€˜000 in the relevant column.
4.0 Cleaner Production Implementation
Fill in a separate table for each proposed solution under short term, medium term or long term
depending on the type of implementation recommended. Please indicate the cost saving potential;
investment required (approximately); simple pay-back period expected benefits for each proposed
solution. Annex all detailed calculations.

5.0 Conclusion
Please limit the conclusion to maximum one page. The conclusion should include any areas that
have not been included in the study, any barriers and constraints faced and how these could be
converted into enabling measures, recommendations for future studies and any major changes that
happened during the period of study etc.

1. Page size: A4
2. Font themes, font styles, font sizes, line spacing, bold, underline, font colours
(For body text, headings, subheadings, diagrams, tables, graph, annexure, etc.)
a. Font: Times New Roman; Headings and Sub headings: Bold,
b. Font Size: 12 pts. (Body text and sub-headings); 14 pts. (Headings), 10 pts. (Tables)
c. Line spacing: 1.5; Paragraph alignment: โ€˜Justifyโ€™ form;
d. Font Colours: Black.
3. Each new chapter/section should be started on a new page.
4. Numbering of the pages
a. Cover page and second page: No numbering
b. Acknowledgement and contents: Roman figures
c. Main text, including tables, pictures, charts, etc: Arabic figures
d. Annexes: Roman figures
e. Numbering at the bottom right for all pages
f. Name of company where audit is carried out should be printed as footer of each page
(bottom left)
5. Page margins: 1.2โ€ on Left hand margin; 1โ€ on top, bottom and right hand margins
6. Software to be used (Microsoft Office Word 2003 upwards, Microsoft Office Excel 2003
upwards)
7. Table of Contents: Follow the format provided.
8. Page borders : No borders
9. Tables: If the tables continue onto another page include the table headings (first row) on all
subsequent pages.
Use Microsoft excel to prepare all tables and these excel sheets should be submitted to NCPC
in soft copy for verifications.
10. Table name and number should be above table. Graph/ Figure name and number should be
below.
11. Table/Figure/Graph Numbering: Should be based on Chapter number
Eg: Tables/Figures/Graph under chapter 3

12. Annexes: Title of the Annexes to be clearly given (Annex No. to be as A,B, โ€ฆor I, II,

  • 1. Any queries regarding this guideline should be clarified with NCPC, Sri Lanka. Please note that NO alteration should be made to this guideline under any circumstances. Guidelines for CP Report Writing (as per the NCPC Report Format) Contents of the Report โ€ข Cover Page and Second Page Please use the standard format given and only fill in the appropriate areas with relevant information. Do not make any changes to the page setting or font sizes. Front page Insert the month and date where mm/yy is given on the first page. Second Page Insert the address of the company (site where assessment was conducted) in one line using commas as shown below. Eg: 251/30, Kirula Road, Narahenpita Give the duration of the assessment from the date started until the date completed. Report Serial Number: Change the format given for the report serial number in the following manner NCPC: Do not change this CA: This indicates the type of assessment conducted; Comprehensive Assessment: CA Short Assessment - SA Quick Scan / Walkthrough Assessment โ€“ QA Energy Assessment - EA YYYY: Indicate the year in which the assessment was completed Report Number (001): Inquire from NCPC โ€ข Acknowledgment Please limit to half (ยฝ) a page. Kindly only mention and thank the following parties in the acknowledgement Company: Top management, CP team, all other employees Any other organizations/institutions, service providers or individuals that assisted in the assessment KINDLY DO NOT MENTION NCPC OR ANY STAFF MEMBER OF NCPC.

Please note that NO alteration should be made to this guideline under any circumstances. โ€ข Table of Contents Please follow the template provided in the report format. Change only the page numbers as relevant to the report. Use font size twelve (12) โ€ข Executive Summary Please limit to a maximum of two (2) pages covering five (5) paragraphs as given below, First paragraph: Please give the initiative of the project, the assessment focus and period of assessment in this paragraph. Second paragraph: Please give the outcome of the assessment with details of baseline information (both absolute and relative indictors) based on monthly and daily records as well as the sample material balance(s) conducted and the CP Potential with references to the parts of the report such as annexes that give the data and the detailed calculations. Third paragraph: Give a summary of the key solutions given in the report for implementation. The solutions with the relevant economic benefits (potential savings) should be given here. Fourth paragraph: Briefly discuss the short, medium and long term benefits (both environmental and social) such as reduction in Carbon Footprint. Fifth paragraph: Foreseen constraints relevant to implementation and proposed enabling measures should be given in this paragraph. (eg: capacity building required for implementation, improvement to the data collection system etc.)

Please note that NO alteration should be made to this guideline under any circumstances. โ€ข Main Text of the Report 1.0 Introduction: (Company Profile) Fill up the details in the table provided in the format. Use the following instructions to guide you. Name and Address of Company: Please provide the full name and complete address of the company where the assessment was undertaken. Telephone: Please give the contact phone number(s) of the company (site where assessment was conducted) with area code. Fax: Please give the fax number(s) of the company (site where assessment was conducted) with area code. Email: Please provide accurate email address. Website: Please indicate website if available. Year of Establishment: Indicate the year when the industry started operations. Ownership: Indicate the type of ownership by using โ€œXโ€ in the cage opposite the relevant statement. Physical Location: Please state the nearest city and whether the company (site where assessment was conducted) is in a BOI industrial zone/industrial estate/urban area/environmentally sensitive area, etc. Type of Activity: Indicate the type of industrial activity by using โ€œXโ€ in the appropriate cage. In case of places outside of manufacturing and service activities such as sports arenas/centers, places of cultural and religious activities etc. please specify under category โ€˜Otherโ€™. If in doubt check with NCPC. Sector: food, rubber, etc. under manufacturing sector and tourism, education/training, Healthcare, etc. under service sector. Size of Facility: Please indicate if the industry is a Small, Medium or Large scale operation based on the number of employees. Use the guide indicated below. <50 = Small / <250 = Medium / >250 = Large Industrial Processes Used: Please describe very briefly (maximum 15 words), the main processes specifying whether the process(es) is/are energy/water/labour intensive.
  • 4. Any queries regarding this guideline should be clarified with NCPC, Sri Lanka. Please note that NO alteration should be made to this guideline under any circumstances. Production / Service Capacity: Current output: Please give the output of the latest continuous 12 months or financial year using the appropriate units (in the case of Education/Training institutes mention the number of persons trained per year; in the case of Hotels give the occupancy per year). Full capacity: Indicate the output if the industry is operating in full capacity if and where applicable. Market: Please indicate the market share in the approximate percentages in the appropriate box(es). Total Number of Employees: Please give a breakdown of the total number of employees indicating the numbers in the appropriate cage(s). Company Highlights: Indicate any special achievements/awards, national & international certifications including SLSI/ISO certification etc. Please limit these to the past 3 years. Contact Person: Please give the name and designation of the contact person at the company. CP Team Members: Give the names of the CP team with the name of the team leader in the first row. In cases where there is a core team with sub-teams mention the names of the core team members in this table and attach names of sub-team members in Annexes 2.0 Scope, Focus and Objectives Please limit this section to one page. 2.1 Scope: Indicate the extent or range of view included in the assessment. (The physical boundary (area) covered in the assessment). Limit this to 35 โ€“ 40 words. 2.2 Focus: Give the most relevant wasteful processes, activities or resources identified and focused on during the assessment. (Eg: The audit focus at an organization may be electricity, water, solid waste, waste water, hazardous material, chemicals, emissions etc.). Based on the focus the team can spend more time to analyze them. Limit this to 35 โ€“ 40 words. 2.3 Objectives: Indicate objectives of conducting this particular CP assessment such as cost savings, improvement of company image, reduction of carbon foot print, improvement of chemical handling, industrial safety & minimizing associated risks, etc. 3.0 Cleaner Production Assessment

Please note that NO alteration should be made to this guideline under any circumstances. 3.1 Process Description: Briefly indicate the key steps of the production processes in ยฝ to 1 page. Please cover support services and auxiliary services such as maintenance, cleaning processes, wastewater treatment, etc. The detailed Process Flow Diagram with specific inputs and outputs should be annexed. 3.2 Quantification of Resource Flow 3.2.1 Monthly Resource Flow: Please provide details of consumption of main resources, production output and wastes generated during the latest, continuous 12 months. Please note that air emissions should be limited to GHGโ€™s given as Tons of CO2 Equivalent. 3.2.2 Daily Resource Flow: Please provide details of consumption of main resources, production output and wastes generated for a maximum of 30 days. If data is available for less than 30 days consider collecting data for the most productive period (ie., under normal production schedules) avoiding holiday seasons or peak production periods. Please note that air emissions should be limited to GHGโ€™s given as Tons of CO2 Equivalent. Note: Use graphical representations such as pie charts, bar charts etc. to analyze and interpret the data presented in the above three sections. Please ensure that graphs are clear and easy to differentiate even when printed in black and white. 3.2.3 Sample Material Balance: Please use the table given in the format to present the data collected during the sample material balances. You may use this template for energy balances as well. Use separate tables wherever necessary. Process Steps: Indicate the process steps in the relevant cages (in place of A/B/Cโ€ฆ..). Input: List main raw materials, and other materials such as process water, chemicals if any and quantities measured in each sample balance. In case of energy balance, list types of energy used. Output: List each identified waste stream and quantities measured separately. 3.2.4 Energy Balance A. Energy Share (based on historical data) Provide information on annual consumptions of various energy sources in the relevant units in column 3. Calculate the energy content in Mega Joules and give these figures in column 4. Give the share of various energy sources in percentages (%) in column 5.

The data given in this table should be based on records available with the company. (eg: Electricity bills, Furnace oil purchased, LPG cylinders purchased etc.) B. Electrical Energy Balance (based on measurements) Give the section wise electricity consumption (actual and percentile) of the company (site where assessment was conducted) in this table. The sections stated in column 1 should be representative of the sections in the company. Areas such as maintenance, auxiliary activities and support services can be grouped under โ€˜Otherโ€™. The data provided here should be based on actual and accurate measurements conducted during the CP/Energy Assessment. C. Thermal Energy Balance (based on measurements) Give the thermal energy supply and consumption data in this table. Indicate the total thermal energy supplied through the boiler(s) (in Mega Joules per day) in the company (site where assessment was conducted) in column 2. Indicate the distribution and losses of thermal energy (in Mega Joules per day) through the boiler(s) and steam distribution system(s) in column 4. Give the total thermal energy produced by the furnace(s) (in Mega Joules per day) in column 2. Indicate the amount of energy used and amount lost/wasted (in Mega Joules per day) in column 4. The data provided here should be based on actual and accurate measurements conducted during the CP/Energy Assessment. D. Electrical Energy Consumption by Utilities Electrical energy consumption related to support/auxiliary services should be indicated in this table. These activities/services have been listed in column 1. Indicate the electricity consumption in actual (in kWh/day) and percentile. The data provided here should be based on actual and accurate measurements conducted during the CP/Energy Assessment. 3.2.5 Baselines and Performance Indicators Provide specific consumption figures based on available records (monthly statistics, daily records, and sample material balances). Actual specific consumption is calculated as given below

Quantity of Resource consumed per Annum (m3 /MT/Lts./kWh etc.) Specific Consumption = ------------------------------------------------------------------------------------- Production Output in same period (Number/MT/Lts./etc.) Resource Productivity is calculated as given below Production Output per Annum (Number/MT/Lts. etc.) Resource Productivity = -------------------------------------------------------------------------------------- Quantity of Resource Consumed in same period (m3 /MT/Lts./kWh/etc.) Pollution intensity is calculated as given below Quantity of Waste Generated per Annum (m3 /MT/Lts./kWh etc.) Pollution Intensity = -------------------------------------------------------------------------------- Production Output in same period (Number / MT/Lts. etc.) For comparison purposes, wherever available mention relevant national and international benchmarks for specific consumption and resource productivity of raw materials, process water and energy; and pollution intensity for solid waste, liquid waste and air emissions. Add additional rows to the table if required.
