Azerbaijan;

2. Agenda
The conference has an agenda covering opening remarks, speeches, display of the social video,
presentation of KAP survey and Q&A session. The conference was conducted by Mr. Chingiz
Ramazanli, Follow up coordinator for ambulatory TB care at “Saglamliga Khidmat” CSO
according to the agenda of the event. Agenda of the conference is attached as Annex 1 to this
report.
Participants
The conference was attended by members of TBAZC, representatives of the NGOs, the Ministry
of Finance, the Ministry of Justice, the Ministry of Health (Public Health and Reform Center),
“Narimanfilm” studio and MASS MEDIA. The list of full participants is attached as Annex 2.
INTRODUCTION
The meeting was organized in the frame of TB REP project and organized by YES Event
Management and “Saglamliga Khidmat” PU.
OPENING REMARKS
The conference commenced with a welcome statement from the chairman of “Saglamliga
Khidmat” PU, Mr. Elchin Mukhtarli and project organizer Mr. Vugar Rustamli. They officially
welcomed participants of the conference and thanked them for coming to the conference. They
informed all participants about the agenda and mentioned that program, presentations, list of
participants and social video are inside the flash cards on the tables. Brief info about TB REP
project and KAP survey were provided by Mr. Mukhtarli which he talked after during his
speech.
3. 1st
speech: Fight against TB in Azerbaijan: success and challenges
1st speaker of the Conference was Irada Akhundova, Deputy Director of the Scientific Research
Institute of Lung Diseases. Ms. Akhundova had a presentation fight against TB in Azerbaijan
and it successes. She covered the topics as TB service structure, legislation on the fight against
TB, current laboratory services, statists in Azerbaijan, research on TB DR during 2013-2014,
prevention of MDR and more. She informed that TB prevention service structure in Azerbaijan
is very complex and developed with special Institute, hospital, prophylactic center, child clinic
and DOT points.
Ms. Akhundova gave information on statistics of TB in Azerbaijan. Below is the slide covering
number of TB among children and teens in Azerbaijan.
4. 2nd
speech: TB in the world and prevention programs
2nd
speaker of the Conference was Javahir Suleymanova representing WHO office in Baku.
Ms. Suleymanova had a presentation covering topics as TB in the World, TB statistics, plans and
strategy of WHO in Europe for preventing TB.
Ms. Suleymanova talked about the program of WHO WHO End TB
Strategy, Global strategy and targets for tuberculosis prevention,
care and control after 2015. The strategy aims to end the global TB
epidemic, with targets to reduce TB deaths by 95% and to cut new
cases by 90% between 2015 and 2035, and to ensure that no family
is burdened with catastrophic expenses due to TB. It sets interim
milestones for 2020, 2025, and 2030.
Additionally she gave comprehensive information on the pillars of main strategy for prevention
of TB worldwide.
5. 3rd
speech: Activities realized in Azerbaijan in the frame of TB REP project
This speech was conducted by Mr. Elchin Mukhtarli in the form of presentation. Mr. Mukhtarli
started his presentation on TB Stakeholders and their contribution. First part of the presentation
was dedicated to TB cases in the world for now and next 100 years. Also definite examples was
very good messages to all participants to be again aware, how TB can be dangerous for
generations.
After providing stats Mr. Mukhtarli started to talk about TB REP and its objectives. He
mentioned that 1st
objective is Advocacy and development of Civil Society; 2nd
objective is
supporting countries in sustainable financial resources for rational TB services. Then he talked
about partners and contributors of the TB REP project:
6. After general information he stated that during January-March 2017 events as Advocacy
trainings, Legislation training, meeting with MASS MEDIA, joint meeting of TBAZC members
were organized by YES Event Management.
Considering importance

organizing those events.

7. He also talked about TBAZC, its member organizations, individual members and their activities
toward the fight on TB in Azerbaijan.
After all slides with full information Mr. Mukhtarli invited all participants to watch the social

8. 4th
speech: Results and findings of the KAP
4th speech was conducted by Aynur Rashidova from “Health Management and Consulting”
company which realized KAP survey in Baku and Sumgayit cities. She informed that survey was
held among 120 TB patient and 60 TB clinics and Primary Health Care staff members. Gender
division of the survey was 82% - male, 22 % - female.
General findings of the survey are stated below:
- Patients are lack of information about control of infections and prevention of family
members from infections;
- There is no large-scale enlightenment among communities about TB infection;
- Clinics’ staff members are bit skeptical about outpatient model of TB care. They still
believe that stationary is the main and most effective model for TB care;

session: Discussion and Q&A
During this session participants, representatives of MASS MEDIA and companies actively
participated, shared their thoughts and asked questions to all speakers of the conference.

11. “Role of MASS MEDIA on Advocacy of TB”

Objectives Objectvies of the meeting:
Help CSOs’ members in showing their learned practical skills on Advocacy
activities;
Help individuals representing TB Azerbaijan coalition (TBAZC) with
broader advocacy skills and assist in developing strategies for advocacy
activities in support of transition to outpatient model of TB services and
care in the country, to be undertaken over next two years;
Discussion on the work with MASS MEDIA in TB advocacy;
Provide information on Advocacy activities that are being implemented
within the frames of TB-REP context in the country to the MASS
MEDIA;
Increase coordination among CSOs and patient groups in the efforts to
fight against TB and DR-TB;
Presentations covering planned activities for 24th
March and fight against
TB month in Azerbaijan;
Contribute to development of a national advocacy strategy for TBAZC
member organizations.
Provide broad information on national and International TB stakeholders.

12. Agenda
The training team agreed a draft agenda prior to the training-workshop (attached as Annex 1),
which was approved by the participants, as follows:

Participants
The meeting was attended by five (5) representatives of the NGO and 4 active journalists
representing local MASS MEDIA. The lists of participants are attached as Annex 2.
INTRODUCTION
The meeting was conducted in the frame of TB REP project and organized by YES Event
Management and “Saglamliga Khidmat” PU.
OPENING REMARKS
The training commenced with a welcome statement from the director of YES Event Management
Mr. Vugar Rustamli. Mr. Rustamli officially welcomed participants of the meeting and informed
them of the benefits that await them for attending the event. After brief introduction he asked all
participants to introduce themselves and started to the first session of the meeting.
13. 1st
session
The first session was led by Mr. Vugar Rustamli. The focus of this session was on sharing the
general information regarding TB REP program, fight against TB in the World and Azerbaijan,
risk groups and TB control components for MASS MEDIA representatives. Participants were
informed that these are the main risk groups at high risk for Tuberculosis (TB) exposure and
infection:
- Close contacts of persons exposed to contagious cases of TB;
- Foreign-born persons, including children, who have immigrated within the last 5 years from
areas that have a high TB incidence;
- Residents and employees of high-risk congregate settings (prisons, nursing homes, homeless
shelters, drug treatment facilities, and healthcare facilities);
- Healthcare workers who serve high-risk clients;
- Some medically underserved, low-income populations as defined locally;
- High-risk racial or ethnic minority populations defined locally as having an increased
prevalence of TB;
- Infants, children, and adolescents exposed to adults in high-risk categories;
- Persons who inject illicit drugs or any other locally identified high-risk substance users
After this information Mr. Rustamli started to present TB REP program, its international and
local partners, planned activities on international level and more. MASS MEDIA representatives
also were informed that till this time two trainings already have been organized in the topics of
“Advocacy” and “Legislation”. At the first “TB Advocacy” training program participants were
enlightened about TB Advocacy tools, innovations and tactics. At the second “TB Legislation”
training program, participants were informed about international legislations, Azerbaijan law on
fight against TB and amendments for current Law. He stressed that today’s joint meeting is a
great opportunity for “advocates” to use their knowledge and abilities gained during previous
trainings.
When Mr. Rustamli finished the presentation all NGO participants were encouraged to introduce
themselves in details and talk about their activities on fight against TB.
14. NGO representatives talked about their past experience on TB projects, activities and events
realized by themselves individually or organizational. After their presentations journalists asked
various questions to go deeper to get more information about real situation and NGOs’ need in
the fight against TB.
2nd session
The second session was started with the question by the facilitator regarding introduction of
MASS MEDIA representatives.
Ramina Eyvazgizi: “I represent web site www.qafqazinfo.az which is very active in social media
and among people. Related to the topic I can say that, enlightenment among society is lack and I
can say it as a journalist and simple person/parent. I write about health problems in Azerbaijan
but TB is less among the topics. There is need for solving obstacles and challenges for to
journalists to get information about TB from institutes and other related organizations”
Aygun Aziz: “I represent Kaspi Newspaper. It is great pleasure to be here, learn more
information about TB and write about this topic in future”
15. Lamiye Cherpanova: “I am here representing Kanal13 TV which is online TV. I know several
patients suffering from TB, but as a journalist I don’t have comprehensive information regarding
TB and fight against TB. I do believe that the meeting will be push and start for sustainable
cooperation between NGOs and Media”
Vafa Farajova: “I represent the website which is called www.vesti.az. It is in Russian language
and has a special contingent of people. I would like to stress mainly stigmas and stereotypes on
TB among society members. There is need for social ads on TV because coverage of TV is the
highest among people in Azerbaijan”
All journalists gave their recommendations how to work with MASS MEDIA, prepare press
releases, invite media to events and spread their messages to related state bodies. Additionally it
was discussed to cooperate with TBAZC member organizations during 24th
March activities, TB
REP events and etc.
The session continued with Q&A
3rd session
In the third session Mr. Elchin Mukhtarli joined the meeting. He started to talk about TB REP, its
objectives, realized projects and future targets. Also Mr. Mukhtarli mentioned real examples on
TB patient activities done by their NGO.
16. After his talk facilitator started to finalize the meeting, NGO representatives thanked for support
from MASS MEDIA and agreed to cooperate with journalists in future. After all speeches Mr.
Mukhtarli awarded NGO representatives with certificate of “TB Legislation” training program.
