Slide 2: All prior to the evolution of today’s Preparedness Phase.
You may have never heard of TractorFax; you are familiar with a CIMS product before
you, at least one? It’s a common practice where several CIMS are layered in order to
accommodate the others shortfalls; And what public agency can afford that?
13 CIMS, latest and greatest, scattered about the Homeland. That in itself is one of our
Nation’s greatest vulnerabilities…
That is 2002 technology, plus updates; should give you a sense of how far ahead of the
curve TractorFax vision and product is by comparison.
TractorFax is “staple for the IM diet”.
The fact is, even if your budget would allow you to procure all 13 CIMS products and
somehow layered the sums, the whole would not equal TractorFax capabilities.

SUMMARY
This project conducted a feature comparison of 13 CIMS products with the overall
finding that each product had adequate features to support the operations of an EMA in
managing crisis events.
The Feature Comparison Matrix is not the “silver bullet” for an agency’s selection of a
CIMS product. (TractorFax tool is “bullet proof”…)
There is no best product (au-contraire, Until now!)
2. There is no perfect fit (au-contraire – TractorFax is a perfect fit for FEMA’s 2011-2014
Strategic Plan Initiative #1: The whole community approach…)
There is only a best product for your agency based on:
Budgets
System environment
Scale of operation.
Sophistication of operation
Discipline to implement
Political considerations
