1. Background
The Intelligence Community (IC) Analyst-Private Sector Partnership Program, sponsored by the Department of
Homeland Security’s Office of Intelligence and Analysis (DHS/I&A), on behalf of the Director of National
Intelligence, facilitates collaborative partnerships between members of the private sector and teams of experienced
IC analysts. This annual program provides IC analysts and private sector partners with a better understanding of
select national security and homeland security issues. This effort seeks to increase the depth of expertise among
the participating analysts and is not intended as a mechanism for operational activities or formal coordination
between industries and the IC. The program will enable IC and industry partners to gain insight leading to a better
understanding of their respective areas of expertise.
The areas of focus selected for this year’s program, based on intelligence priorities, are:
• Energy Security
• Money Laundering
• Identifying and Countering Insider Threats
• Air Domain Awareness
• Identity Theft and the Nexus to Illicit Activity
• Game Changing Biotechnology
Selection of IC Analysts and Private Sector Participants
The IC Analyst-Private Sector Partnership Program aims to engage mid-career professionals with subject matter
expertise in the areas of focus and a desire to support national and homeland security activities. Key
considerations for selection include:
• IC Representation: Analysts on each team will come from different IC elements and will have
experience or current analytical responsibilities related to the topic areas. Analysts will be
selected competitively, based on their response to a Call for Applications that will be distributed
through the National Intelligence Analysis and Productions Board and the Homeland Security
Intelligence Council. Applicants must be recommended by their immediate supervisor or higher,
with an explanation of how participation in the program will benefit the analyst, his or her office,
and its mission.
• Private Sector Representation: Industry partners will be chosen based on their subject matter
expertise, demonstrated interest, and willingness to participate as an active member of the team.
US citizenship is required for all industry team members. Some knowledge of or experience
working with the IC or its federal partners is preferred. Private sector nominees will be vetted
with relevant participating IC organizations prior to their selection. This partnership is not
intended to present a business opportunity.
Final selection of team members will be made by a panel and announced in early spring.

2. Expectations
• Each team will have flexibility in determining how the analysts and private sector partners engage,
but they are expected to confer frequently in-person or in unclassified online environments to
discuss current events, trends, threats, and questions related to their topic. Each individual should
expect to spend 2-3 hours a week supporting the program over a six-month period beginning in
April.
• Private sector partners and analysts will document the outcome of their collaboration efforts and
are encouraged to undertake joint publication. This could be a report or assessment for
distribution within the IC, an article for external publication, or a paper for delivery at an industry
or professional association meeting. Any analyst writing an unclassified publication will need to
initiate a prepublication review according to the policies and procedures of the analyst’s home IC
element.
• The private sector partners and IC analysts will share relevant articles, publications, Web sites,
and other intellectual capital related to their topic.
• At least once during the program, each analyst will organize a seminar or meeting featuring their
private sector partners. Analysts from throughout the IC who follow their topic of interest will be
invited to participate.
• After the completion of the program, each team will evaluate successes, failures, and make
recommendations to improve the program during the final session in November 2013.
• All IC analyst travel or expenses associated with the program will be funded by the analyst’s
home organization.
