credit professionals that neither his agency nor
his advertising clients had the resources to
complete a credit application for every media
provider with whom his company placed a buy.
WHAT IS EMCAPP?
• EMCAPP, a registered trademark of BCCA, is the acronym
for Electronic Media Credit Application
• Secure central database of completed and digitally signed
media credit applications submitted by media
advertisers, advertising agencies, and media buying
services
• When appropriate the advertiser’s AOR (Agency of Record
letter) can be linked to advertiser application
• Developed by BCCA, the media industry’s credit association, a
subsidiary of MFM (Media Financial Management Association)
WHAT IS EMCAPP?
• EMCAPP includes multiple levels of security
• Every user of the database must first create a profile
with a password and receive an email confirming
acceptance into database
• Media Providers are manually verified by BCCA
• Advertisers and Agencies are approved by the program
• All users must agree to terms and conditions of database
before being allowed to continue beyond the profile step

HOW EMCAPP WORKS
• The Electronic Media Credit Application is a secure online
credit application specifically developed to meet the
needs of media advertisers, advertising agencies and
media providers
• Its simple, user-friendly format makes it easy for
advertisers and their agencies to log-in and provide or
update the information media providers need before
extending credit
• One completed application can be used by all media
providers who subscribe to the EMCAPP database for up
to one year; applications may be updated or withdrawn
at any time
HOW EMCAPP WORKS (CONTINUED)
• Protected logins, passwords and digital signatures ensure that applications
can only be completed, updated and accessed by authorized users
• Back-end monitoring means that media providers have a complete credit
package when an advertising agency or buying group is involved in the
media buy – credit applications from the advertiser, the agency and an
agency of record (AOR) document to tie the two together
• A single agency application can be tied to multiple advertiser applications
• Integration with Ad-ID makes it easy to direct media providers to the
appropriate application(s)

HOW EMCAPP WORKS (CONTINUED)
• Credit applications expire the earlier of one year after they are
entered or when withdrawn by the applicant
• Expired apps remain in the history of purchasers; expiration dates are
updated to reflect actual
• Users are notified of impending expirations
• Advertisers/Agencies may create multiple applications
• Ad-ID or other identifiers may be used to differentiate
• Existing applications may be used to create new applications
• Applications remain in “Draft” mode until Submitted by Advertiser
PRICING SCHEDULE
• EMCAPP is free to Advertisers and Agencies.
• BCCA Members will have access to EMCAPP at no change through April 30, 2013.
• Media Provider Users will have the option to pay an flat annual fee for unlimited usage or pay
per application.
• BCCA Members will receive a discounted rate for the annual fee or the single usage fee;
the discount is based on the number of units purchased from BCCA.

FREQUENTLY ASKED QUESTIONS - FAQS
Q: What are the credit terms
A: In consideration for the providing of advertising services, production services, or related services by the Media Provider now and or in the
future, the undersigned Applicant agrees to and shall be governed by the following EMCAPP terms and conditions:
1. Provided that credit is approved, payment is due 30 days from invoice date unless otherwise agreed to in writing and Media Provider reserves
the right to cancel credit at any time with or without notice for whatever reason.
2. The ultimate responsibility for payment rests with the Advertiser. The Advertising Agency and or Buying Service shall only be responsible for
payment to the Media Provider after which time they have received payment from the Advertiser and the funds have cleared the bank. If credit
is denied to the Advertising Agency and or Buying Service, the Media Provider, upon proper notification may bill the advertiser directly for the
media portion of the order and forward a copy to all parties.
3. If the Media Provider has not received payment from the Advertising Agency or Buying Service within 15 days from the due date of the invoice,
the Media Provider may consider the invoice to be delinquent and may contact the Advertiser directly for payment after notifying the Agency of
Record of its intention.
4. An Agency of Record letter on the Advertiser’s letterhead must accompany this application and include the following:
• Confirmation that the Advertising Agency or Buying Service is authorized to place advertising schedules;
• Confirmation as to whom is responsible for payment;
• Confirmation that none of the parties named on the Agency of Record letter will either factor the media portion of their receivables or
pledge them as collateral without first notifying the Media Provider of their intention to do so;
• Billing instructions or other terms from the Advertiser;
• Names, contact information, and areas of responsibility for all entities authorized to contact the Media Provider on behalf of the Advertiser
or its Advertising Agency;
• Date & signature of person(s) representing all entities authorized to contact the Media Provider on behalf of the Advertiser.
The Advertising Agency shall keep records related to payments received from the Advertiser with respect to services provided by the Media
Provider. Upon reasonable notice from the Media Provider, the Advertising Agency shall allow the Media Provider to review such records with
respect to the Advertising Agency’s and Advertiser’s performance under the terms of this Agreement.
FAQS (CONTINUED)
Q: Can we change the terms
A: Absolutely! While changes cannot be done inside the system, changes must simply be agreed to in writing by the applicable parties. The
EMCAPP terms cannot be changed. The media provider may choose to create a side letter with all interested parties specific to their company.
Q: What is a complete credit application package
A: In the case of a direct client, a completed EMCAPP is a complete credit application package. When the client is represented by an advertising
agency and/or a buying service a complete credit package includes credit applications from the advertiser, the agency and an agency of record
(AOR) document to tie the two together.
Q: How does EMCAPP ensure that credit applications and credit application packages are complete
A: Back-end monitoring by BCCA Credit Investigators means that all EMCAPP credit applications and credit application packages are vetted before
being made available for access.
