Recall Alert: EU Recalled Bathmat due to SCCPs
In the REPEX report of September 18th, 2015, EU recalled a bathmat due to it
contains 0.53% by weight short chain chlorinated paraffins (SCCPs) 1. SCCP is
forbidden in consumer products by 850/2004/EC (amended by 519/2012/EU), which
is well-known to the supply chain as the persistent organic pollutants (POPs)
regulation. This recall is the 21st recall due to SCCP since 2014, which is among
the most recalled substances. This again demonstrates the attitude of EU society to
this compound (please also refer to our former Recall Alert for more information 2).
SCCP is added into plastic as flame retardants and plasticizers, also in preparation as additives. Due to its good performance, it is
widely use in cable, hose, film, artificial leather industry. Besides used in the products as an ingredient, SCCP is an important additive
in many preparations. Therefore, when using such preparations in the production, SCCP is possible to be introduced unintentionally.
In regards of materials, soft plastic and synthetic leather are of the highest risk. This fact is in accordance with TUVR’s testing
practices.
Since January 1st, 2014, EU has recalled 21 consumer products for SCCP, and unfortunately, most of them are manufactured in
China. Poland, Germany and Sweden notified such recalls, and of them, Sweden recalled most. The products included toy,
household products, fashion products and plumbing products. These facts indicate the high risk of SCCP in EU market currently,
especially in north Europe.
EU market is putting much attention on SCCP, and meanwhile SCCP is widely used in Chinese supply chain. Therefore, it is highly
suggested that manufacturers remove SCCP from their products, especially the products with components of soft plastic, flame
retarding plastic and synthetic leathers.

電纜、軟管、薄膜及人造皮革工業。除了作為成為添加劑，SCCP 還是很多配製品的重要成分。因此，當生產中使用這些配製品時就
有可能產生 SCCP 污染。以材料而言，軟塑膠和人造皮革是風險最高的材質，而德國萊因 TÜV 的測試實踐也證明了這樣的情況。
從 2014 年起，歐盟已經召回了 21 款含有過量 SCCP 的消費品，不幸的是，其中絕大部分是中國企業生產的。這些召回來自于波蘭、
德國和瑞典，而其中瑞典召回的產品最多。產品類型則涉及到玩具、家居用品、時尚產品和衛浴產品。綜上所述，當前 SCCP 在歐盟
市場有很高的風險，尤其是北歐地區。
歐盟市場正高度關注 SCCP，而中國供應鏈又廣泛使用這種物質，所以德國萊因 TÜV 強烈呼籲中國的生產企企業去除其產品中的 SCCP
成分。而如果產品中包含軟塑膠、阻燃塑膠和人造皮革，則生產廠商更需要加倍注意 SCCP 問題。

2015 年 9 月 18 日召回報告中，歐盟因一款淋浴墊含有 0.53%的短鏈氯化
石蠟(SCCP)而將其召回 1。根據 519/2012/EU 修訂的 850/2004/EC 法規（即
眾所周知的持久有機污染物法規），歐盟禁止在普通消費品中添加 SCCP。這
是自 2014 年起歐盟針對 SCCP 的第 21 次召回，也使得 SCCP 成為歐盟消費
