Public Data Entry System
 Aimed to enable the citizen to enter data, which is
conventionally done by the department
 The data like names of the parties, their additions, property
details, consideration, nature of instrument, stamp duty and
other statutory duties/fee paid are to be entered by citizen at
his convenience
 The data so entered will appear on the Registrar’s system and
be verified before registration
 Document writing option may be provided incorporating the
given details with a rider that the department own no
responsibility of covenants and document
Public Data Entry - Gains
 More accuracy in data entry
 Disburdening the Office
 Lesser time spent by citizen at the SRO
 Prohibited property and market value issues resolved beforehand
 Stamp duty and other duties – accuracy and transparency
 Webland application enables the citizen to verify the accuracy of
property and titleholder and other claimants of agricultural land
before registration
 UID linkage enables capturing full details of the parties and
witnesses from UID database; and verification of thumb
impression is possible – trustworthiness – ultimate goal is achieved
 Cyber treasury integration – Online transfer of SD,TD,RF & UC
Manual accounting system

Account B (Miscellaneous like private attendance, batta)
Account C (Suspense Account)
Account D (EC and CC fees)

Connectivity - challenges
 Many hops – Many problems
 Shared bandwidth – no assured bandwidth
 Upload speed is primacy than download speed
 Document image varies from 1.5 to 3 MB. RR Dist has 31 SROs.
Means every point of time SROs send 100 MB (image+data).
Approximately it requires an upload speed of
 Probable solution: dedicated bandwidth between SRO to SDC
512 Kbps minimum
Integration with UID
 Registration process require “trustworthiness” as far as
identification of parties. Limited enquiries powers to
Registering Officer to get himself satisfied wrt parties identity
 Many crimes like impersonation and wrong declaration wrt
address etc because of no reliable system
 UID linkage would solve these challenges to a great extent
 Data and thumb impression verification - possible
Integration with treasury record
 Linkage with cyber treasury
 Online payment of SD,TD,RF and UC – bundling and unbundling
– payment directly to treasury – no float
 Ease in reconciliation
 Arresting misappropriation – avoidance of cash handling
Management Information System
 Revenue information
 MarketValue information
 Office performance (punctuality, up/down, time taken to
complete transaction etc)
 Audit reports and subsequent action
 Need a dashboard containing above information to all
controlling officers on the lines of googleanalytics
