2. Tanzania
Tanzania is a country located in East Africa, it is Population – 44,841,226 – 2010
a Land of Mount Kilimanjaro and Serengeti Rural: Urban – 80%:20%
Its has a size – 945,000 sqkms Literacy rate – 60%
Neighbours – 8 countries Languages – English and Swahili
Tribal dialects – about 120

4. The Commission
The Commission for Human Rights and Good Governance
(CHRAGG) is an independent government institution.
Established as the national focal point institution for the
promotion and protection of human rights and duties as
well as good governance in Tanzania.
Commission has about six (6) offices throughout the
country, serving more than 30 regions, with only 220 staff
in total. As mentioned earlier, the country is big with
challenging infrastructure.
5. SMS for human rights system project
The Commission this month will be deploying a Short
messaging System which is embedded to an existing
computerized Case Management System.
This system will enables Citizen to report human rights
violations from anywhere in the country through the use of
text messages from simple mobile phone.
6. The project is jointly funded with
Government of the United Republic of
Tanzania and SPIDER –Sweden. Spider is
a resource center for ICT for Development
(ICT4D).
7. PROJECT OBJECTIVES
To develop and implement short messaging System (SMS) features to an existing
Complaint Handling System to allow the citizen to instantly report to the Commission
human rights violation and contravention of good governance principles via SMS
technology.
To enhance timely access to justice
To demonstrate that visibility of complaints and citizens are encourages to use rule of
law
To demonstrate the effectiveness of a public-private partnership model
To make CHRAGG visible

23. Challenges includes: -
Inadequate budget to carry out the outreach program
Reluctant from mobile phone vendors to give free toll number
Reluctant among staff who are worried about technology change
Inadequate working facilities such as computers
24. Way forward: -
Use government budget
To continue seeking for funds from donors
Last but not least to ensure that the system is full implemented one year after
the launching !!

We expect to official Launch the system
on 10th of December 2012, This is the
Human Right Day
If we are luck the president will officiate
it,
