The document provides an overview of maritime security and discusses various security measures implemented after 9/11. It outlines threats like weapons of mass destruction, human trafficking, and drug smuggling that terrorists and criminals pose to the maritime industry. Security initiatives like the Container Security Initiative, 24-Hour Rule, and Customs-Trade Partnership Against Terrorism aim to identify high-risk containers and ensure supply chain security. While these measures increased security, they also led to higher compliance costs for shippers and carriers and negatively impacted competition between ports.

The document discusses maritime and port security. It summarizes that:
1) Shipping is crucial to the global economy, but terrorism and piracy pose threats.
2) The ISPS Code and other initiatives like the MTSA in the US were implemented to enhance security at ports and aboard ships through measures like security plans and monitoring.
3) While security has improved at Canadian ports through programs complementing the US, additional funding is still needed to remain competitive and ensure efficient trade.
Trade impact of “new” and “old” sanitary standards over Mercosur's beef exportscontenidos-ort
1) The document analyzes the trade impact of new and old sanitary standards on beef exports from MERCOSUR countries. It specifically examines the effects of the EU ban on hormone-treated beef, mad cow disease status, and foot-and-mouth disease status.
2) It discusses how countries apply sanitary measures to provide consumers information about product safety, though compliance costs can negatively impact exports. Mutual recognition agreements may help reduce these costs.
3) An econometric model is estimated using Poisson pseudo-maximum likelihood to examine the effects of various sanitary standard variables on beef export flows from Argentina, Brazil, Paraguay and Uruguay between 1983-2013.
This document outlines a research study on reducing shipping accidents by analyzing the effects of regulatory compliance, safety culture, and profit motives. The study aims to assess organizations' safety regulation adherence and safety management system implementation. Survey data on compliance, profit, and safety culture will be used in a structural equation model. The researcher hypothesizes that high regulatory compliance, a well-implemented safety system, and an understanding of safety culture dimensions can help reduce annual accident reports by improving safety standards. A mixed methods approach is proposed using questionnaires, accident data analysis, and structural equation modeling path analysis to compare results between company groups.

1. The document discusses the importance of the global transportation system, including air, rail, and maritime components. It explores their historical development and contributions to economic prosperity.
2. After 9/11, security became a greater priority for these industries. The industries established security plans and increased coordination with government agencies.
3. The transportation systems play a crucial role in trade and movement of goods worldwide. Disruptions could significantly impact the global economy. Maintaining secure infrastructure across all components is important.
America’s ports, waterways and intermodal connections are critical to our national transportation system. Economic, social, environmental and infrastructure issues tie ports to many aspects of the country’s national interest as a whole.
To help preserve this vital economic component and to position the industry to take advantage of opportunities for growth, the Texas Legislature established the Texas A&M Transportation Institute’s (TTI’s) Center for Ports and Waterways (CPW) in
1995. CPW provides valuable applied research at the local, regional and national levels. From issues in water transportation to issues such as homeland security, TTI and CPW are uniquely qualified to help ensure the safety, efficiency and productivity
of our nation’s maritime interests — whether at a local, regional, national or international level.

The Food Safety Modernization Act (FSMA) includes changes related to sanitary transportation that will affect retailers and wholesalers with distribution centers; and retailers and wholesalers with distribution centers and truck fleets. This is the first time FDA has proposed comprehensive rules related to transportation so the proposed changes impose significant new requirements for food retailers.
For example, FDA includes requirements related to the design and maintenance of vehicles and transportation equipment to ensure that it does not cause the food that it transports to become contaminated. (Reference: Stephanie Barnes, Regulatory Counsel, Food Marketing Institute)
Global logistics plays a vital role in world trade by efficiently delivering products internationally at low cost. Developments in intermodal transportation and electronic tracking have increased logistical efficiency. Global logistics involves designing and managing the flow of materials like raw materials, components, and finished goods from suppliers to customers around the world. This includes transportation, warehousing, inventory management, and administration across national boundaries at minimum cost. Key challenges include the increased complexity and expenses associated with longer distances, exchange rate fluctuations, foreign intermediaries, and security measures.
This document discusses security issues related to container shipping and seaports. It notes that less than 1% of the 48 million containers that transit between major seaports annually are inspected. It also discusses problems like human trafficking, drug trafficking, and terrorism that exploit vulnerabilities in container shipping. The document proposes using infrared cameras and other technologies to help monitor containers and increase security inspections of the small percentage that are currently checked.
This document discusses the responsibilities and functions of various departments within the marine safety organization of Canada. It outlines the roles of several departments including the Marine Safety Executive Secretariat, Strategic Planning and Technical Training Services, Domestic Vessel Regulatory Oversight, Operations & Environmental Programs, Marine Personnel Standards and Pilotage, Design, Equipment & Boating Safety, and Regulatory Services. It also lists common functions that are shared across departments, such as communications, developing regulations, and international liaison.

1. Dangerous Containers
An overview of maritime security
Robin J. Chao
American Military University
TLMT 605 D001 Fall 2015
Dr. Carmen Mousel
January 24, 2016
2. Introduction
• September 11, 2001 highlighted the need for
better security measures throughout the
transportation network
• Maritime security is essential to the seamless
flow of goods in a world economy as sea
containers represented 66 per cent of U.S.
imports as of July 2003
• Security Managers ensure the safety of ports,
vessels, containers, and associated infrastructure
and workers
(Yang, 2011; GAO, 2003)
3. The Threat
• Terrorists, smugglers, and ordinary businesses
move cargo through the maritime industry
and threaten its security through a variety of
ways:
– Weapons of Mass Destruction
– Human Trafficking
– Drug Smuggling
– Mislabeling hazardous materials to lower tariffs
(Yang, 2011)
4. Security Measures
• Container Security Initiative
• 24- Hour Rule
• Customs – Trade Partnership Against Terrorism
• Approved Economic Operator
• International Ship and Port Security
(Yang, 2011)
5. Purpose of Report
• Educate Taiwanese companies and general
public on the real purpose of the Container
Security Initiative
• Identify maritime supply chain security risk
factors
• Develop risk management strategies
(Yang, 2011)
6. Container Security Initiative
• Assigns American officers at foreign ports to
accomplish four tasks:
– Identify high-risk containers
– Pre-inspect containers bound for U.S.
– Pre-inspect containers using high-tech devices
– Develop and use Information Technology to
ensure container security
(Yang, 2011)
7. 24-Hour Rule
• All liner companies and Non-Vessel Operating
Common Carriers must give the U.S. a one day
advance notice of a container being loaded
onto a vessel
• This rule affects carriers as well as freight
forwarders
8. Positive Impacts of CSI and 24-H rule
• 29 per cent reduction in transportation time
• 30 per cent increase in cargo deliveries
• 31 per cent shorter problem resolution time
• 14 per cent reduction in stock over-capacity
problems
(Yang, 2011; MIT report)
9. Negative Impacts of CSI and 24-H rule
• European Commission stated CSI distorts
competition between ports
• Port authorities that sign agreement are
granted preferred status over ports that do
not
• Shippers and Carriers incur compliance costs
(Yang, 2011)
10. Conclusions
• Maritime security risk are categorized as:
– Operational (longer lead times for data entry, less
flexibility in manifest revision, increasing line
items increases security barriers)
– Physical (container inspection charges, longer
cargo handling time, additional document charges
– Financial (disclosure of business information,
financial loss, reputation loss)
11. Conclusions (continued)
• Taiwan government established new anti-
terrorism laws and regulations in line with U.S.,
World Container Organization, and International
Maritime Organization mandates
• 24-hour rule, while rapidly adopted by trading
countries, increases logistics costs and may put
downward pressure on economic growth
• Logistics companies should design auto matching
system to double-check data enter in export
manifests
(Yang, 2011)

Editor's Notes
Terrorist groups could use ocean vessels to attack port cities by using them to transport WMDs in the containers and detonating them. Around the world criminals use containers to transport drugs, humans, and arms. Furthermore, hazardous materials have caused chemical reactions and spills when they were improperly placed near other hazardous materials because they were mislabeled by the shipper to avoid higher tariffs.
A number of security measures have been implemented since 9/11 to protect the maritime industry and the general public.
Educating the shipping industry will help with compliance and make the customs process run more smoothly. A more secure system will result.
This is an example of figuratively pushing borders back. The American border has essentially been extended across oceans. Technology has enabled near real-time information through RFID, GPS, other tracking programs. Screening machines have much better resolution today so inspectors can quickly assess cargo.
This advance notice rule is a “heads up” in layman’s terms. It allows all parties in the supply chain to better plan, prepare, and perform their duties.
Compliance with security initiatives does not necessarily slow down the transportation process. Companies that are willing and able to adapt their handing practices enjoy some benefits.
As the Korean government implements container inspection in
accordance with CSI standards, others governments or industries
encountering the same issues must reflect on the following considerations
(Cui, 2007): (1) The US will impose higher inspection standards
on cargos from countries where security measures are not
performed. (2) Port logistics operators must face many expenses
entailed by compliance with US-imposed security standards. For
example, since it costs approximately 30–50 dollars to inspect each
container, inspecting 1.8 million TEU of containers shipped to the
US annually on European ships will cost an estimated 90 million
dollars. If annual container volume from Asia to the US reaches
13.70 million TEUs, inspection costs are expected to exceed 0.68
billion dollars. (3) Security inspections cost USD 100–125 per container,
and cargo handling time will be delayed by 1–3 days. (4)
After July 2012, all cargo imported to the US will be subject to
100% inspection; this will impose increasingly heavy operating
and cost burdens on shippers, carriers, customs brokers and forwarders,
and other relevant supply chain partners.
