Introduction
• September 11, 2001 highlighted the need for
better security measures throughout the
transportation network
• Maritime security is essential to the seamless
flow of goods in a world economy as sea
containers represented 66 per cent of U.S.
imports as of July 2003
• Security Managers ensure the safety of ports,
vessels, containers, and associated infrastructure
and workers

The Threat
• Terrorists, smugglers, and ordinary businesses
move cargo through the maritime industry
and threaten its security through a variety of
ways:
– Weapons of Mass Destruction
– Human Trafficking
– Drug Smuggling
– Mislabeling hazardous materials to lower tariffs

Purpose of Report
• Educate Taiwanese companies and general
public on the real purpose of the Container
Security Initiative
• Identify maritime supply chain security risk
factors
• Develop risk management strategies

Container Security Initiative
• Assigns American officers at foreign ports to
accomplish four tasks:
– Identify high-risk containers
– Pre-inspect containers bound for U.S.
– Pre-inspect containers using high-tech devices
– Develop and use Information Technology to
ensure container security

24-Hour Rule
• All liner companies and Non-Vessel Operating
Common Carriers must give the U.S. a one day
advance notice of a container being loaded
onto a vessel
• This rule affects carriers as well as freight
forwarders
Positive Impacts of CSI and 24-H rule
• 29 per cent reduction in transportation time
• 30 per cent increase in cargo deliveries
• 31 per cent shorter problem resolution time
• 14 per cent reduction in stock over-capacity
problems

Negative Impacts of CSI and 24-H rule
• European Commission stated CSI distorts
competition between ports
• Port authorities that sign agreement are
granted preferred status over ports that do

Conclusions
• Maritime security risk are categorized as:
– Operational (longer lead times for data entry, less
flexibility in manifest revision, increasing line
items increases security barriers)
– Physical (container inspection charges, longer
cargo handling time, additional document charges
– Financial (disclosure of business information,
financial loss, reputation loss)

• Taiwan government established new anti-
terrorism laws and regulations in line with U.S.,
World Container Organization, and International
Maritime Organization mandates
• 24-hour rule, while rapidly adopted by trading
countries, increases logistics costs and may put
downward pressure on economic growth
• Logistics companies should design auto matching
system to double-check data enter in export
manifests

Editor's Notes

  1. Terrorist groups could use ocean vessels to attack port cities by using them to transport WMDs in the containers and detonating them. Around the world criminals use containers to transport drugs, humans, and arms. Furthermore, hazardous materials have caused chemical reactions and spills when they were improperly placed near other hazardous materials because they were mislabeled by the shipper to avoid higher tariffs.
  2. A number of security measures have been implemented since 9/11 to protect the maritime industry and the general public.
  3. Educating the shipping industry will help with compliance and make the customs process run more smoothly. A more secure system will result.
  4. This is an example of figuratively pushing borders back. The American border has essentially been extended across oceans. Technology has enabled near real-time information through RFID, GPS, other tracking programs. Screening machines have much better resolution today so inspectors can quickly assess cargo.
  5. This advance notice rule is a “heads up” in layman’s terms. It allows all parties in the supply chain to better plan, prepare, and perform their duties.
  6. Compliance with security initiatives does not necessarily slow down the transportation process. Companies that are willing and able to adapt their handing practices enjoy some benefits.
  7. As the Korean government implements container inspection in accordance with CSI standards, others governments or industries encountering the same issues must reflect on the following considerations (Cui, 2007): (1) The US will impose higher inspection standards on cargos from countries where security measures are not performed. (2) Port logistics operators must face many expenses entailed by compliance with US-imposed security standards. For example, since it costs approximately 30–50 dollars to inspect each container, inspecting 1.8 million TEU of containers shipped to the US annually on European ships will cost an estimated 90 million dollars. If annual container volume from Asia to the US reaches 13.70 million TEUs, inspection costs are expected to exceed 0.68 billion dollars. (3) Security inspections cost USD 100–125 per container, and cargo handling time will be delayed by 1–3 days. (4) After July 2012, all cargo imported to the US will be subject to 100% inspection; this will impose increasingly heavy operating and cost burdens on shippers, carriers, customs brokers and forwarders, and other relevant supply chain partners.
