LOCAL IMPROVEMENT PLAN FOR THE WASTE WATER TREATMENT
FACILITY UPGRADES
PHASE 1 – HEADWORKS BUILDING AND PRIMARY TREATMENT
PUBLIC NOTICE is hereby given pursuant to section 318 of The Municipal Act that the Council
of the Town of Virden has scheduled a public hearing on the 18th day of February, 2014 in the
Council Chambers, 232 Wellington Street West at 8:00 p.m. for the purpose of hearing any
person who wishes to make representation, ask questions, or register an objection to the following
project of upgrading the Waste Water Treatment Facility by completing Phase 1 – Headworks
Building and Primary Treatment:
a)
Description of the Proposed Local Improvement
The existing Wastewater Treatment Facility was constructed in 1979, which replaced an even
earlier facility on Fifth Avenue. Due to aging infrastructure and challenges with meeting current
and future effluent discharge requirements, the facility is in need of upgrading. To meet the
growing needs of Virden, and to meet today’s more stringent effluent requirements, the
construction of a new wastewater treatment facility was deemed the most feasible option. This
project is to be split into two Phases with Phase 1 being the work provided for under this local
improvement plan.
Phase I consists of a new headworks building with new screening, primary treatment, and
enhanced disinfection.
Construction is expected to commence in the Summer of 2014, with completion by late 2014.
b)
Identification of Potential Taxpayers Under the Plan
The potential taxpayers under this Plan, will be all the property owners of all taxable, grant-inlieu and otherwise exempt properties in the municipality, other than the property described in
Section 21 of the Municipal Assessment Act, currently connected to or having access to the Town
of Virden sewage collection system.
c)
Estimated Cost of Local Improvement
The estimated amount of money for Phase I is $4,000,000.00. Council has secured funding from
Manitoba Water Services Board in the amount of $2,000,000.00. The balance, in the amount of
$2,000,000 is to be borrowed at an estimated interest rate of 5.125% over a ten (10) year period
with an annual payment of 260,583.76.
d)
Funding of Maintenance of Proposed Local Improvement
The annual maintenance costs associated with the local improvements proposed herein will be
covered under the Town of Virden Utility Operating Fund’s annual budget.
g)
Method and Rate for Calculation of the Proposed Local Improvement Tax:
The method to be used for calculating the proposed local improvement tax will be based on
an amount for each parcel of land based on water meter sizing, excepting for bare lands or
buildings currently not connected to, but adjacent to or having close access to the sewage
collection system and those on sandpoint who do not have a water meter, or are sewer only,
will be charged the minimum charge. If a parcel has more than one meter, it will be
charged for each meter at the amounts indicated below.
PLEASE NOTE: All single family dwellings which are connected to water have a 5/8 inch
meter.

The pre-payment amount will be due by a date set by council. Invoices will be sent to all
potential taxpayers under this plan. If the Town’s share of the project cost is below
$2,000,000, each parcel rate will be reduced accordingly. The Town of Virden will be using
funds received from the Virden Industrial and Waste Treatment Facility to pay for those
parcels owned by the Town and subject to the per parcel charge.
Copies of the Plan are available for review and may be examined by any person during the
regular office hours of the Town of Virden at 236 Wellington Street West in Virden.
Potential taxpayers under this Local Improvement Plan may object to the Plan by filing a notice
of objection by mail or in person with the Town of Virden before the public hearing on February
18, 2014. At the hearing Council will hear any potential taxpayer who wishes to make a
presentation, ask questions or register an objection to the local improvement plan. All objections
must be filed prior to the adjournment of the public hearing. All objections must contain the
name and address of the person making the objection, identify the property in respect of which
the objection is filed, and state the grounds for the objection.
