To whom it may concern.
I have personally worked with Mr. Randy Carpenter in his capacity as the Maximo Work Control
Supervisor while on the Acceptance Technical Inspection Team, within the Afghanistan Theater for the
Fluor Government Group. I have been with the Fluor Government Group for the last 7 years, and over
the last 9 months I have known Mr. Carpenter, I can attest to his professionalism, abilities, the
commitment to his work, and the valuable contribution he has provide this team, and myself.
While at Bagram Air Force Base, Mr. Carpenter was in charge of Work Control Coordination and
supported the Base Operations, ATI Team Leaders, the ATI Management Team, and managed the
Maximo Computer Maintenance Management system for the entire department. His duties consisted of
monitoring, scheduling, and supporting up to 15 teams throughout the Afghanistan Theater. Gathering
technical information, maps, reports, compliance, work order generation, retention, and filing while
enforcing corporate policies and procedures related to the Maximo Work Order Retention Standard
Operating Procedures.
These teams were in charge of all Life, Health, and Safety technical acceptance, and commissioning
inspections. Mr. Carpenter researched, scheduled, distributed, and collected the data, and organized the
Maximo coordination including Work Control Process of up to eight Subject Matter Experts per team.
These teams, consisted of Subject Matter Experts in the Civil, Plumbing, HVAC, Electrical, and Carpentry
trades. Each team was responsible for the commissioning, and acceptance inspection of government
facilities within 69 Forward Operations Bases, throughout the Afghanistan Theater, and which were under
the authority of the Fluor Government Group. These inspections were for all wet and dry facilities, and
were conducted in three phases. Mr. Carpenter successfully worked on Phase 1 Initial/Transition
Inspections, Phase 2, Wet Inspections, and Phase 3 Dry Inspections as the Work Control Supervisor.
I personally worked side by side with Mr. Carpenter, within the Fluor Government Group, and in
conjunction with the development of ATI Work Control Processes, and presentation of numerous support
materials, power point presentations, and work flow processes.
